Project Objectives [from section 2 of PCN] The proposed project development objective is to improve educational management and governance in selected States in order to enhance equitable access and quality, in the education sector. C. Project Description [from section 3 of PCN] 1.The project, with a state-level focus, would comprise two-components aimed at supporting the government programs and priorities focusing on the MDGs and Universal Basic Education, along four mutually reinforcing themes: (i) financial management and fiscal sustainability; (ii) human resource management; (iii) information management; and (iv) education quality assurance, as well as through technical assistance. Component 1: Supporting Government to improve education sector management and governance to raise access to quality education, and education quality. (a) Theme 1: Improving financial management and fiscal sustainability. Improve financial management, fiscal sustainability and effectiveness of public expenditures for education through Page 2 improved education budget preparation, execution and reporting, gradual introduction of results- based budgeting for the sector, and improved internal controls. (b) Theme 2: Improving human resource management. Improve human resource management in the education sector focusing on interventions geared towards more effective teacher development: (i) recruitment, and deployment practices; and teacher presence; (ii) teacher career development; (iii) teacher effectiveness; and (iv) strengthen institutional capacity of educational institutions/agencies, including schools through school-based management. (c) Theme 3: Improving Monitoring and Evaluation. Establish a comprehensive system of: (i) data collection and analysis to ensure increasing data reliability and timeliness towards greater information-based decision-making; (ii) examinations and assessment of student learning outcomes; (iii) strengthen monitoring and evaluation systems to improve data use for performance, planning and decision-making; and (iv) improve the timeliness, quality and coverage of the annual school census; and (v) develop and implement a communications strategy for raising community awareness and participation, as well as for dissemination (e.g. issuance of education report cards). (d) Theme 4: Enhancing education quality assurance. Improve the standards for quality assurance by developing sound standards for quality assurance, and strengthening school-based management and accountability, and academic supervision. Component 2: Technical Assistance. 2. This component would aim at providing a package of financial and technical support to both the State specific education sector programs as well as the targeted education sector at Federal level, and cross-cutting areas on policy and effective use of public expenditures. The proposed project would be performance-based, potentially fast-disbursing, and would strengthen country systems for budget and education sector management, financial management and procurement. This approach is considered a suitable instrument in light of current educational developments in Nigeria, and the need to be more selective in focusing on specific results and outcomes. Moreover, it would provide the government with the flexibility to undertake results- based management, and which is in line with the CPS strategy for adapting to macroeconomic changes. Technical activities will focus on assistance to State and Federal government to facilitate achievement of agreed results and outcomes under the project. Likely activities would include: (i) preparatory work towards a medium-term budget framework, (ii) monitoring and evaluation (including third party validation and expenditure tracking), (iii) institutional strengthening, particularly below state level, including SBMCs; and (iv) project coordination. However, during preparation agreement will be sought on the scope and content of technical assistance, insofar as it supports the agreed interventions under Component 1. D. Project location (if known) The project will focus on three states spread geographically across the country with Ekiti, Bauchi and Anambra as strong Canditates E. Borrower’s Institutional Capacity for Safeguard Policies [from PCN] Nigeria has demonstrated its commitment to mitigating adverse social and environmental impacts in the implementation of a range of World Bank projects including category A projects. There are adequate legal and institutional frameworks in the country to ensure compliance with World Bank safeguards policies triggered by the proposed project. In Nigeria, the Federal Ministry of Environment (FMEnv) is responsible for setting policy guidelines on environmental Page 3 issues and ensuring compliance with national environmental standards. It has different departments with field offices in every region of the country. At state level, the Federal Ministry of Education will be responsible and accountable for all safeguard issues. F.
