Re: Afkhanistan Reconstruction Trust Fund (Grant No. TFO50577)
Amendment No.40 to Grant Agreement
We refer to the Grant Agreement dated May 13, 2002 as amended to date (the "Grant
Agreement"), between the Islamic Republic of Afghanistan as successor to the Transitional
Islamic State of Afghanistan (the "Recipient") and the International Development Association
azting as administrator (in such capacity, the "Administrator") of the Afghanistan Reconstruction
1:ust Fund ("ARTF').
We propose amending the Grant Agreement to increase the available Grant Funds by one
hundred seventy five million United States dollars (US$175,000,000). This increase reflects
additional contributions received from ARTF's donors. Accordingly, Section 2.01(a) of the
Grant Agreement is amended by revising the aggregate value of Grant Funds to be equivalent to
tvo billion six hundred seventy two million three hundred twenty one thousand and nine dollars
and twenty four cents (US$2,672,321,009.24), and the table in Schedule 1 of the Grant
Agreement is revised to reflect the change as follows:

Unless the context otherwise requires and except where otherwise defined in this
amendment letter, all capitalized terms contained herein shall have the meanings given to them in
the Grant Agreement.
All the terms and conditions of the Grant Agreement that have not been amended hereby
shall remain unchanged and in full force and effect.
