the Italian Republic (acting through its Ministry of Foreign Affairs) and the
International Development Association, concerning the Multi-Donor Trust Fund for Co-
financing of the General Education Quality Improvement Project in Ethiopia

Amendment to the Amreement - Extension of End Disbursement Date
Dear Mr. Melloni,
We refer to the Administration Agreement (the Agreement) dated December 5,
2008, as amended to date, between the Government of the Italian Republic, acting through
its Ministry of Foreign Affairs, ("Italy" or the "Donor") and the International Development
Association ("IDA"), acting as an administrator of grant funds provided by the Multi Donor
Trust Fund ("MDTF") established for the purposes of providing Co-financing of the General
Education Quality Improvement Project (the "Project") for the benefit of the Federal
Democratic Republic of Ethiopia. We also refer to a recent discussion between the Donor
and IDA to extend the end disbursement date of the MDTF.
Wc, therefore, propose to amend paragraph 8.1 of Annex 2 to the Agreement as
follows:
'8.1. It is expected that the Contribution funds will be fully disbursed by IDA in
accordance with the provisions of this Administration Agreement by June 30, 2014, in
respect of eligible expenditures incurred by the Recipient up to September 30, 20 13. At

the request of the Recipient, in the event of any Contribution funds remaining un-
disbursed as of June 30, 2014, IDA may, by notice to the Recipient, extend the time
allowed to make disbursements to the Recipient in accordance with the purposes of this
Administration Agreement to a later date after
June 30, 2014, only with the written approval of all the Donors."
All other provisions of the Agreement, except amended herein, shall remain in
full force and effect.
Please confirm your agreement with the foregoing by signing, dating and
returning to us the enclosed copy of this letter. Upon receipt by IDA of the copy of
this letter countersigned by you, this amendment will become effective as of the date
of the countersignature.
