The Chair welcomed Ms. Gwendolen Hines who was attending her first meeting as the Executive   Director.   Lesotho - Second Poverty Reduction Strategy Paper and Joint IDA-IMF Staff Advisory Note 3. The Executive Directors discussed the Second Poverty Reduction Strategy Paper (National   Strategic Development Plan (NSDP)) for Lesotho covering the period 2012/13 to 2016/17 and a Joint IDA-IMF Staff Advisory Note on the NSDP (IDA/SecM2012-0387, dated July 16, 2012). (The Chair’s   Summing Up of the discussion was subsequently distributed as IDA/SU2012-0025, dated September 12, 2012.)   Lesotho - Proposal to Restructure and Additional Financing (Credit and Grant) - Integrated   Transport Project   4. The Executive Directors considered the President’s Memorandum and Recommendation (IDA/R2012-0216, dated August 28,, 2012) and approved the proposal to restructure and the additional   financing to Lesotho of the Integrated Transport Project on the payment terms and other terms and conditions outlined in the President's Memorandum and set out in Project Paper attached thereto, namely,   that the Financing Agreements for the additional financing credit and grant be amended and that the closing date of the project be extended, retroactively, from June 30, 2012, to June 30, 2014. Mr. Solomon   wished to be recorded as opposed. Messrs. Cipollone, Huber, and Treffers wished to be recorded as abstaining.   Indonesia - Loan - Indonesia Infrastructure Guarantee Fund Project   5. The Executive Directors approved the loan to Indonesia for an Indonesia Infrastructure Guarantee   Fund Project in the amount of US$29.6 million on the payment terms and other terms and conditions set out in the President’s Memorandum (R2012-0174, dated August 21, 2012).   Vietnam - IDA Credit and Clean Technology Fund (CTF) Loan - Distribution Efficiency Project   6. The Executive Directors approved the IDA credit and the Clean Technology Fund (CTF) loan to   Vietnam for a Distribution Efficiency Project in the amounts of SDR 297.7 million (US$448.9 million equivalent) and US$30 million, respectively, on the payment terms and other terms and conditions set out   in the President’s Memorandum   (R2012-0173[IDA/R2012-0206], dated August 21, 2012), and the provisions of the CIF-SCF whose establishment was approved by the Executive Directors of the Bank and IDA (M2008-0052[IDA/M2008-0052]). Uzbekistan - Additional Financing Credit - Second Rural Enterprise Support Project 7. The Executive Directors approved the additional financing credit to Uzbekistan for a Second Rural Enterprise Support Project in the amount of SDR 26.4 million (US$40 million equivalent) on the payment terms and other terms and conditions set out in the President’s Memorandum (IDA/R2012-0205, dated August 20, 2012). Mr. Solomon (via email dated September 11, 2012) wished to be recorded as abstaining. The Executive Directors approved the credit to Pakistan for a Punjab Cities Governance Improvement Project in the amount SDR 99.5 million (US$150 million equivalent) on the payment terms   and other terms and conditions set out in the President’s Memorandum (IDA/R2012-0203, dated August 16, 2012).   Pakistan - Additional Financing Credit and Proposal to Restructure - Punjab Land Records   Management and Information Systems Project   9. The Executive Directors approved the proposal to restructure and the additional financing credit to Pakistan for a Punjab Land Records Management and Information Systems Project in the amount of   SDR 46.2 million (US$70 million equivalent) on the payment terms and other terms and conditions set out in the President’s Memorandum (IDA/R2012-0204, dated August 17, 2012).   Minutes of Previous Meetings   10. The Executive Directors recorded their approval on August 30, 2012 of the Minutes of meetings   held on July 17, 2012 (M2012-0058 [IDA/M2012-0058]) and July 19, 2012 (M2012-0059 [IDA/M2012-0059]).   Date of Next Meeting   11. It was agreed to hold a meeting of the Executive Directors of the Bank and IDA on Thursday,   September 13, 2012.   Adjournment   12.
