The recruitment of an environmental and social safeguards specialist, as well as a fiduciary agency for the first year of implementation, have been completed. A draft operational manual has been prepared and is being updated to reflect early lessons from the launch of emergency cash transfers in Conakry--a fiduciary manual is still under preparation.
