Also, almost 6,000 households have participated in the CfW pilot. Substantial progress was made in the development of delivery systems including a Unified Social Registry building process with an information system developed and institutionnal arrangements made to host it. The MTR took the following key decisions: Changes in project design to have a system that can quickly scale up interventions in response to shocks. Given that the PDO is also about laying the foundations of an adaptive safety nets system, it becomes critical to strengthen the existing system so that it can respond to shocks. Given important gaps of a government-led system that can respond to shocks, the humanitarian community – through fragmented programs - has played an important role in responding to recurrent food crises on a yearly basis. As such, it becomes critical to have a government-led system that can address such crises. As of now, the existing cash transfer pilot program supports chronically poor households. However, the idea under an adaptive system would be that the support to chronically poor households would be complemented with the support to households suffering from urgent food crises. Changes in project design to build household resilience. Again, given PDO objectives and country needs, it becomes imperative to complement the existing cash transfer interventions with accompanying measures aiming to enhance resilience and household productivity. Changes in the expected results related to the CFW pilot. In view of the important challenges raised in the MTR, it was agreed to reduce the scale of the last remaining wave of the CFW program to assure proper implementation. Reallocation of existing MDTF funds savings under component 2. Project savings were realized on project component two financed by the MTDF amounting to US$ 1.29 million. These savings are mainly a result of savings emerging from the development of MIS for both the pilot projects and the USR which relied on existing MIS from Mauritania, instead of building systems from starch. Changes in indicators and targets to (a) better reflect existing program activities; (b) reflect project adjustments and new activities proposed in this PP. Strengthen communication. Based on the recommendation of the MTR, the CFS is expected to take several actions to strengthen its communication strategy. While these actions do not require the project to be restructured, they include: (a) strengthening and ensuring a full implementation of the project's communication strategy; (b) developing clear key messages of the project, focusing on aspects such as targeting and reinforcing Government ownership; (c) involving the media in selected project activities; (d) exchanging with other projects to learn from their experience; (e) allocating additional budget to communication activities (from the existing funds available under component 3); (f) involving a communication agency to support the activities; and (g) providing further training to field operators.
