Amendment to the Letter Agreement
We refer to the letter agreement ("Agreement") signed on January 8, 2010 on behalf of
the International Bank for Re-,onslruction and Development ("World Bank"), acting as
administrator of grant funds prc,vided by various donors under the Multi-donor Trust Fund:
Mindanao Reconstruction and Deve opment Program ("Trust Fund") and countersigned on
January 13, 2010 on behalf of the Mindanao Land Foundation ("Recipient"). We also refer to
yo;jr letter dated September 3, 2012 requesting the World Bank to provide additional financing to
sca e-up the above-mentioned Pr)ject to cover additional villages and restructure the Project to
facilitate implementation. Accordingly, the World Bank agrees with your request and proposes to
air end the Agreement as set out below.
1.     The World Bank proposes to make available to the Recipient an additional
financing ("Additional Financing") in the amount of two million and one hundred thousand
United States Dollars (US$2,100,000i, bringing the aggregate amount of the Grant specified in
the first paragraph of the Agreement to four million and seven hundred thousand United States
Dollars (US$4,700,000). As a re ;ult of such increase in the Grant amount, the table in Section
3.01 of the Annex to the Agreement is amended as attached to this letter of amendment ("Letter
of Amendment").
2.    In page 2 of the Agreement, the Enclosure listed as item (1) is amended to reflect
the updated Standard Conditions appli-able to the Project as follows:
"(1)   Standard Conditions for Grants Made by the World Bank out of Various
Funds dated February 15, 2012.".
3.     Section 1.01 of Article I of the Annex to the Agreement is amended to reflect the
updated Standard Conditions as follows:
"1.01. Standart Conditions. The Standard Conditions for Grants Made by the
World Bank ot t of Various Funds dated February 15, 2012 ("Standard
Conditions"), cot stitute an integral part of this Agreement."
4.     The objective of the Grant described in Article II, Section 2.01 is replaced by the
fo lowing objective:

"2.01. Project Objectives and Description. The objective of the Grant is to
improve social and economic recovery in conflict-affected communities of
Mindanao through activities which promote confidence-building, peace and
demand-driven governance.".
5.     In Section 3.03 of Article III of the Annex to the Agreement, the Closing Date
is cytended and such Section is anended to read as follows:
"3.03. The Clo;ing Date referred to in Section 3.06(c) of the Standard
Conditions is December 31, 2015.
Except as specifically anencled by this Letter of Amendment, all provisions of the
Agreement remain unchanged.
