The project has made great progress and is overall rated as satisfactory. The FID is implementing components 1 & 2 which have progressed well and are now reaching more than 100,000 extreme poor households. Complementary services and linkages have been established, such as promotion of nutrition, health and early learning and parenting. In addition, the safety net programs are promoting productive activities at the household and community levels. Collaboration with the National Nutrition Program, financed under the AF for the Drought Response in the South, is increasing and productive. Other services such as vaccination, family planning and livelihood development are being provided by other programs to which the safety net programs have established strong linkages and synergies. Component 3, implemented by the Ministry of Population, Social Protection and Promotion of Women has also advanced, particularly related to the Ministry's role of coordinating the sector as well as monitoring and evaluating key social protection programs. However, the administration of the component still lacks rigor and quality, and particularly the fiduciary responsibilities need to be strengthened. 6/28/2017 Page 2 of 12 Public Disclosure Copy Public Disclosure Copy The World Bank Implementation Status & Results Report Social Safety Net Project (P149323) 6/28/2017 Page 3 of 12 Public Disclosure Copy Public Disclosure Copy The World Bank Implementation Status & Results Report Social Safety Net Project (P149323) Risks Systematic Operations Risk-rating Tool Risk Category Rating at Approval Previous Rating Current Rating Political and Governance  High  High  High Macroeconomic  Moderate  Moderate  Moderate Sector Strategies and Policies  Substantial  Substantial  Substantial Technical Design of Project or Program  Substantial  Substantial  Substantial Institutional Capacity for Implementation and Sustainability  Moderate  Substantial  Substantial Fiduciary  Substantial  Substantial  Substantial Environment and Social  Moderate  Moderate  Moderate Stakeholders  Moderate  Moderate  Moderate Other  --  --  -- Overall  Substantial  Substantial  Substantial Results Project Development Objective Indicators PHINDPDOTBL  Direct project beneficiaries (Number, Custom) Baseline Actual (Previous) Actual (Current) End Target Value 0.00 40,346.00 523,415.00 863,500.00 Date 01-Jul-2015 31-Oct-2016 31-May-2017 30-Sep-2020 6/28/2017 Page 4 of 12 Public Disclosure Copy Public Disclosure Copy The World Bank Implementation Status & Results Report Social Safety Net Project (P149323) Comments This includes 248,415 original beneficiaries and 275,000 beneficiaries in the South (financed by AF) PHINDPDOTBL  Female beneficiaries (Percentage, Custom Supplement) Baseline Actual (Previous) Actual (Current) End Target Value 0.00 49.00 68.00 65.00 PHINDPDOTBL  Percentage of beneficiaries of the safety net programs (HDCT, PSN) belonging to the 30% poorest population.
