Major results milestones have been achieved on food safety, enhancing market access and sustainable land management activities. As such, the Project continues to be rated Satisfactory for its prospects of achieving the PDO. The Project is in compliance with financial reporting, auditing and requirements, and there are no overdue audits or any other outstanding financial management issues. The remaining procurement packages and activities are on track to be completed in line with the Project’s extended implementation timeline (albeit with emerging risks due to the COVID-19 spread). The Project’s safeguards compliance and citizen engagement arrangements are compliant with Bank requirements and remain satisfactory and fit for purpose. However, after the Project’s closing date extension and restructuring in May 2019, political developments leading to succession of two Governments in 2019 have led to delays in the formalization of government commitment to the activities previously agreed to with the World Bank as part of the above-mentioned restructuring. This has resulted in delays in planned procurement activities and launch of agreed additional investments for the establishment of two additional Border Inspection Points. The current Government has confirmed its commitments to the restructuring by signing the amendment letter confirming the restructuring on January 30, 2020. Despite this positive development, and due to the delays in the implementation schedule, the Project’s rating for IP is downgraded to Moderately Satisfactory. The results indicators which continue to be tracked have been updated to November 1, 2019 for those activities that are still on-going. Disbursement estimates for FY20 stand at US$4.5 million. The Project continues to respond properly to its citizens engagement commitments. A grievance resolution mechanism has been established in 2015. There have not been any complaints filed under the mechanism in the past 24 months.
