The number of level 1 and above accredited preschools have doubled to 34 percent from 18.7 percent during the review period, reaching close to the final year’s target (40 percent by project closing date in 2017). 2. 90.1 percent of preschool teachers and managers have received the priority professional development modules training, meeting this DLI target. 3. The share of 5-year-old children enrolled in preschool benefiting from full-day provision continues to rise to 86,2 percent, further surpassing the DLI target last year (83 percent). Upon verification, an additional US$7 million will be disbursed, raising the total project disbursement up to 97.51 percent by December 2016. In particular, the MoET has made impressive progress to strengthen the practical skills of ECE managers and teachers, based on the 10 priority modules, by establishing initiatives on school-based professional development and mentoring systems to ensure that teachers have opportunities for ongoing discussions, reflections, and support to translate the training into practice and to ensure that they implement a child-centered pedagogy. In addition, the project supported the development of an interactive e-learning program to consolidate and advance the knowledge and skills teachers and managers already received under the previous 10 priority modules and provide an accessible medium for concerned teachers and managers to access the PD in a convenient and low-cost way. A province is recognized by the MoET as meeting universal early childhood education standards for children aged five when that province meets all such standards for children, teachers and physical facilities. In particular, the rate of stunted, underweight or malnutrition children must be under 10 percent; 100 percent of preschool teachers are benefiting from existing teachers' remuneration regulations; 100 percent of preschool teachers of children aged five meet minimum training qualification standards (having at least completed two year ECE diploma) and 50 percent of whom exceeds minimum training standards; the number of classrooms is one classroom per group/class; the classrooms for children aged five must be concretized or semi-concretized, multi-function room must be 1,5 m2/child at minimum; 100 percent of classrooms for children aged five have adequate minimum learning materials, toys and equipment according to existing regulations; preschool environment must be meeting greenery, cleanliness and good looking standards, having clean tap water and sewage system, having kitchen and toilets meeting standard requirements, having outdoor play facilities and equipment, etc. 100 percent of ethnic minority children in the province are Vietnamese language ready before entering Grade 1 in primary schools.
