The primary target group of beneficiaries of the project is the water users of the selected irrigation schemes that will cover more than 168 FMIS with 26,392 ha mainly in the hills region, about 6 clusters of ground water schemes in the Terai covering an area of 2100 ha. It will also target users from 4 AMIS where irrigation transfer will be completed and consolidated in: Kankai, Sunsari Morang, Narayani, and Mahakali, covering about 61,000 ha in gross in the Terai. The project will also have nationwide benefits by improving the framework for sustainable water management. Has the Project Development Objective been changed since Board Approval of the Project? A total of 105 farmer-managed irrigation schemes (FMIS) have been selected, with a total Page 1 of 5 The World Bank Report No: ISR3366 command area of 17,545 ha. Based on the rehabilitation and modernization requirements for these 105 schemes, all the funds for the component are committed. The works in ten schemes have been completed, 48 contracts are ongoing, and the balance is under tender. Four transfer agreements between the Department of Irrigation (DoI) and Water Users Public Disclosure Copy Associations (WUA) have been signed and essential structural improvements (ESI) of the infrastructure that was transferred are either under implementation or under tender, covering an area of 20,100 ha. It is estimated that with the available funds ESI can be approved for one more WUA, bringing the total command area to benefit up to around 29,000 ha. The agricultural component is under implementation in 44 districts and is starting to show impact. As a result of the various project activities, the ability to manage the water and to improve irrigated agriculture productivity is expected to increase in the completed schemes, which will directly impact the achievement of the project development objective. This impact will be monitored towards the end of 2011.
