50409 STATUS OF PROJECTS IN EXECUTION ­ FY06 SOPE REGION: EAST ASIA AND PACIFIC COUNTRY: TONGA Operations Policy and Country Services SEPTEMBER 19, 2006 Report on the Status of Projects in Execution - FY06 SOPE Region: East Asia and Pacific Country: Tonga Introduction The Status of Projects in Execution (SOPE) Report for FY06 provides information on all IBRD/IDA projects that were active on June 30, 2006. The World Bank has issued a SOPE Report every year as an internal communication to the Board of Executive Directors. In accordance with the Bank's revised disclosure policy, since FY02, the SOPE Report is available to the public. The report is intended to bridge the gap in information available to the public between the Project Appraisal Document, disclosed after the Bank approves a project, and the Implementation Completion Report, disclosed after the project closes. The project has provided 470 cyclone- resistant units, trained approximately 150 unskilled workers in construction jobs, retrofitted approximately 264 businesses and helped generate income during construction. National emergency and risk management capacity has improved through a new National Emergency Operation Center, disaster simulation exercises, updated building codes with improved monitoring and enforcement systems, as well as upgraded geographic information system (GIS) equipment and training. Progress toward achieving development objective(s): The project is making satisfactory progress with implementation on schedule. The first two rounds of the National Health Accounts have been completed; option papers for health financing policies are in the final stages of review prior to policy recommendations to Cabinet; and equity issues are being integrated into the user fees policy prior to implementation. New health data and information forms are being widely used in Vaiola Hospital, the Outer Island hospitals, and the health centers and the health sector's information technology infrastructure is currently being upgraded. Refurbishment of Vaiola Hospital is also moving ahead. The health care waste management plan has been fully implemented. The government, with support from the project, is increasing its focus on management support and sustainable financing of recurrent costs in the health sector as the project enters its second half. Progress toward achieving development objective(s): The vehicle for meeting these objectives is a school grants program, which is on track for delivery of school grants in 2007. The Ministry of Education will be submitting a draft cabinet paper for approval on school grants policy, and work on minimum service standards is progressing and is expected to provide the base upon which grants will be awarded.
