IDA GRANT NUMBER D962-TJ Financing Agreement (Third (3rd) Additional Financing for Tajikistan Emergency COVID-19 Project) between REPUBLIC OF TAJIKISTAN and INTERNATIONAL DEVELOPMENT ASSOCIATION FINANCING AGREEMENT AGREEMENT dated as of the Signature Date between REPUBLIC OF TAJIKISTAN ('Recipient*) and INTERNATIONAL DEVELOPMENT ASSOCIATION (-Association") for the purpose of providing a third additional financing for activities related to the Original Project (as defined in the Appendix to this Agreement). The Recipient and the Association hereby agree as follows: ARTICLE I - GENERAL CONDITIONS; DEFINITIONS 1.01. The General Conditions (as defined in the Appendix to this Agreement) apply to and fonn pail of this Agreement. 1.02. Unless the context requires otherwise, the capitalized terms used in this Agreement have the meanings ascribed to them in the General Conditions, in the First (1) Additional Financing Agreement, the Second (2") Additional Financing Agreement, or in the Appendix to this Agreement. ARTICLE II - FINANCING 2.01. The Association agrees to extend to the Recipient a grant, which is deemed as Concessional Financing for purposes of the General Conditions, in an amount equivalent to seventeen million nine hundred thousand Special Drawing Rights (SDR 17,900,000) ("Financing"), to assist in financing the project described in Schedule I to this Agreement (Projecti). 2.02. The Recipient may withdraw the proceeds of the Financing in accordance with Section III of Schedule 2 to this Agreement. 2.03. The Maximum Commitment Charge Rate is one-half of one percent (1/2 of 1%) per annum on the Unwithdrawn Financing Balance. 2.04. The Payment Dates are April 15 and October 15 in each year. 2.05. The Payment Currency is Dollar. ARTICLE III - PROJECT 3.01. The Recipient declares its commitment to the objectives of the Project and the MPA Program. To this end. the Recipient shall carry out Parts 1, 2, and 4 of the Project through MoH]SP and Part 3 of the Project through SASP. ARTICLE IV - REMEDIES OF THE ASSOCIATION 4.01. The Additional Event of Suspension consists of the following, namely that the SASP's Legislation has been amended- suspended. abrogated, repealed or waived so as to affect materially and adversely, in the opinion of the Association, the ability of the SASP to perform any of the Recipient's obligations under this Agreement in respect to SASP. 4.02. The Additional Event of Acceleration consists of the following, namely that the event specified in Section 4.01 of this Agreement occurs ARTICLE V - EFFECTIVENESS; TERMINATION 5.01. The Project constitutes a phase of the MPA Program, and consists of the following parts' Part 1. Strengthening intensive care capacity and COVID-19 Prevention Support for the implementation of priority activities under the COVID-19 Emergency Response Plan of Tajikistan ("ERP") related to inter alia case management and infection prevention and control through: . 1 In/ection prevention ahd control (i) Provision of medical supplies and equipment needed to detect, prevent and treat COVID-19 infection, including, inter alia, personal protective equipment,. COVID-1 9 testing kits, laboratory reagents, and other consurmables. (ii) Emergency COVID- 19 Response Assistance in the urgent efforts to respond to the COVID-19 pandemic through: (a) supporting Recipient's health sector in the purchase of Project COVID-19 Vaccine; (b) supporting Recipient's advance purchase mechanisms; (c) strengthening the Recipienfts institutional framework to enable safe and effective Project COVID-1 9 Vaccine deployment, including development of (i) national policies surrounding prioritization of vaccine allocation; (ii) regulatory standards for vaccination; (iii) standards and protocols surrounding cold chain, supplies, storage, logistics, and training, and (iv) accountability, grievance, citizen and community engagement mechanisms; and (d) supporting the development of Recipient's Project COVID-19 Vaccine-related infrastructure, immunization systems, and service delivery capacity, including inter alia, cold chain facilities, vehicles and logistics infrastructure, assessment of vaccine management capacity and training of delivery workers. The table in Section lIlA of Schedule 2 to this Agreement specifies the parts of the Project that may be financed under this third additional financing. (iii) Support for strengthening of oxygen supply by inter alia: (a) establishment of pressure swing adsorption (PSA) oxygen refilling stations in selected hospitals as well as installation works and any refurbishments; (b) procurement of complementary equipment necessary for essential oxygen therapy for patients who do not require ventilation; (c) provision of spare parts equipment, maintenance services and Training required for the use and maintenance of the equipment described in paragraphs (a) and (b) immediately above; and (d) medicines for COVID-1 9 therapy, including dexamethasone and other efficacious therapeutics. (iv) Procurement of routine vaccines for measles, mumps and rubella (MMR). 1.2 Improving and cstablishig ICUS (i) Provision of (a) medical supplies, equipment for intensive care diagnosis and treatment of COVID-1 9 patients and operating expenses for ICUs operations, and (b) training for ICUs staff (ii) Support for carrying out (a) a rapid assessment to map existing intensive care capacity and optimal distribution of expanded capacity; and (b) refurbishment works to establish at least 100 new fully equipped ICU beds nation-wide. Part 2. Multisectoral response plaining and community preparedness Support for information and communication activities to increase the attention and commitment of government, private sector, and civil society, and to raise awareness, knowledge and understanding among the general population about the risk and potential impact of the pandemic and to develop multisectoral strategies to address the pandemic through inter alia: (a) support to a multisectoral task force to coordinate the COVID-19 emergency response in Tajikistan, and support to national, oblast and raYonal bodies in mobilizing effective response activities; (b) training ofjournalists on responsible reporting and emergency response procedures, covering all media types and national and regional- based outlets; (c) training and activities related to COVID-1 9 specific to Community Public Health Teams to increase awareness of preventive measures, support case detection and contact tracing, and promote community participation in slowing the spread of the COVID- 19 pandemic; (d) advocacy campaigns about COVID-19; (e) strengthening the national COVID-19 hotline and establishment of regional hotlines, and (f) strengthening the capacity of MoHSP server hosting COVID-l19 content. Part 3. Temporary social assistance for vulnerable households (i) Provision of Cash Transfers to Beneficiaries to provide time-limited support to vulnerable households through the National Register of Targeted Social Assistance (NRTSA), including the delivery of accompanying measures. -7- (ii) Support for: (a) the development and dissemination of the information materials regarding the Cash Transfers; (b) strengthening of the NRTSA and TSA Program through, inter alia, developing interoperability between the NRTSA database and other relevant databases; (c) increasing capacity of the NRTSA servers; and (d) financing other capacity strengthening activities as proposed by the Recipient and agreed with the Association. Part 4. Proicct implementation and Monitorin Support for Project implementation and management including: (i) procurement, financial management, environmental and social risk management, monitoring and evaluation, and reporting; (ii) recruitment and Training of PIU staff and technical consultants; and (iii) Operating Costs for the Project. SCHEDULE 2 Project Execution Section 1. Implementation Arran2enients A. Institutional Arrangements. 1 COVID-19 Emergency Rcspoise Plan of Talikistan Without limiting any other provision of this Agreement, the Recipient shall: (a) ensure that the Project is carried out in accordance with the ERP; and (b) maintain, at all times during the implementation of the Project, adequate public health emergency coordination and management arrangements. all in a manner acceptable to the Association. 2. Project Implementation Agreement To facilitate the carrying out of the activities under the Project, the Recipient, through MoF, MoHSP and SASP shall update not later than three (3) months from the Effective Date, and thereafter to maintain throughout Project implementation, the Project Implementation Agreement. Except as the Association shall otherwise agree, the MoF, MoHSP and SASP shall not assign, amend, abrogate, or waive, or permit to be assigned, amended, abrogated, or waived, the aforementioned, or any provision thereof. 3. Project Management (a) The Recipient shall maintain, throughout the Project implementation, a Standing Headquarters on Outbreak Prevention and Containment chaired by the Prime Minister with a steering role for the overall national response, and for the Project interventions specifically; its composition and functions shall be further described in the POM. (b) The Recipient shall: (i) maintain, at all times during the implementation of the Project, the PIU with composition, functions, staffing, facilities and other resources satisfactory to the Association; and (ii) designate the PIU to be responsible for day-to-day management and implementation of the Project, including inter alia, preparation of annual work plans, environmental and social standards management, financial management, procurement, monitoring and evaluation, and reporting. 4. Project Operations Manual (a) In order to ensure adequate implementation of the Project, the Recipient shall revise and adopt, not later than one (1) month after the Effective Date, the Project operations manual ('"Project Operations Manual') containing detailed guidelines and procedures for the implementation of the Project, including with respect to: administration and coordination, monitoring and evaluation, financial management, procurement and accounting procedures, environmental and social safeguards, corruption and fraud mitigation measures, a grievance redress mechanism, personal data collection and processing in accordance with the applicable WHO and national guidelines, roles and responsibilities for Project implementation, eligibility criteria, amount and procedures for cash transfers under Part 3 of the Project, and such other arrangements and procedures as shall be required for the effective implementation of the Project, in forn and substance satisfactory to the Association. (b) The Recipient shall carry out the Project in accordance with: (i) the Project Operations Manual; and (ii) the Vaccine Delivery and Distribution Manual. (c) Vaccine Delivrv and Distribution Manual. Without limitation on Section 4(b) above, in order to ensure the adequate implementation of the activities under Part 1.1(ii) of the Project, the Recipient shall revise and adopt, not later than one (I) month after the Effective Date, the manual for COVID- 19 Vaccine Delivery and Distribution ("Vaccine Delivery and Distribution Manual"), which shall include, inter alia: (i) rules and procedures for prioritizing intra-country vaccine allocation following principles established in the WHO Fair Allocation Framework, including an action plan setting out the timeline and steps for implementing such rules; (ii) rules and procedures establishing minimum standards for vaccine management and monitoring, including medical and technical criteria, communications and outreach plan, cold chain infrastructure, and other related logistics infrastructure; (iii) rules and procedures for processing and collection of Personal Data in accordance with good international practice- (iv) a vaccine distribution plan, including an action plan setting out a timeline and steps for immunization, and such other requirements, arrangements and procedures as shall be needed for the effective implementation of Part I.1(ii) of the Project. (d) Except as the Association shall otherwise agree, the Recipient shall not assign, amend, abrogate, or waive the provisions of the Project Operations Manual or the Vaccine Delivery and Distribution Manual without the prior written approval of the Association. - 0- (e) In the event of any conflict between the provisions of the Project Operations Manual or the Vaccine Delivery and Distribution Manual and. this Agreement, the provisions of this Agreement shall prevail. 5. The Recipient shall maintain and implement the ESMF in a manner satisfactory to the Association throughout Project implementation, including updating, consulting, and redisclosing it as needed in accordance with the ESCP. B. Cash Transfers under Part 3 (i) 1I To facilitate the carrying out of Pail 3 (i) of the Project, the Recipient shall make part of the proceeds of the Financing allocated for Cash Transfers available to SASP, under terms and conditions approved by the Association and further described in the Project Implementation Agreement and the POM. 2. Under Part 3 (i) of the Project, the Recipient shall cause the SASP to make cash transfers to eligible Beneficiaries, through the NRTSA, in accordance with the eligibility criteria and procedures acceptable to the Association, as described in the POM. C. Environmental and Social Standards 1 . The Recipient shall, and shall cause SASP to, ensure that the Project is carried out in accordance with the Environmental and Social Standards, in a manner acceptable to the Association. 2. Without limitation upon paragraph I above, the Recipient shall, and shall cause SASP to, ensure that the Project is implemented in accordance with the Environmental and Social Commitment Plan ("ESCP"), in a manner acceptable to the Association. To this end, the Recipient shall, and shall cause SASP to, ensure that: (a) the measures and actions specified in the ESCP are implemented with due diligence and efficiency, as provided in the ESCP; (b) sufficient funds are available to cover the costs of implementing the ESCP; (c) policies and procedures are maintained, and qualified and experienced staff in adequate numbers are retained to implement the ESCP, as provided in the ESCP; and (d) the ESCP, or any provision thereof, is not amended, repealed, suspended or waived, except as the Association shall otherwise agree in writing, as specified in the ESCP, and ensure that the revised ESCP is disclosed promptly thereafter. 3. In case of any inconsistencies between the ESCP and the provisions of this Agreement, the provisions of this Agreement shall prevail. 4. The Recipient shall, and shall cause SASP to, ensure that: (a) all measures necessary are taken to collect, compile, and furnish to the Association through regular reports, with the frequency specified in the ESCP, and promptly in a separate report or reports, if so requested by the Association, information on the status of compliance with the ESCP and the environmental and social instruments referred to therein, all such reports in form and substance acceptable to the Association, setting out, inter alia: (i) the status of implementation of the ESCP; (ii) conditions, if any, which interfere or threaten to interfere with the implementation of the ESCP; and (iii) corrective and preventive measures taken or required to be taken to address such conditions; and (b) the Association is promptly notified of any incident or accident related to or having an impact on the Project which has, or is likely to have, a significant adverse effect on the environment, the affected communities, the public or workers, in accordance with the ESCP, the environmental and social instruments referenced therein and the Environmental and Social Standards. 5. The Recipient shall, and shall cause SASP to, establish, publicize, maintain and operate an accessible grievance mechanism, to receive and facilitate resolution of concerns and grievances of Project-affected people, and take all measures necessary and appropriate to resolve, or facilitate the resolution of, such concerns and grievances, in a manner acceptable to the Association. D. Standards for Project COVID-19 Vaccine Approval All Project COVID-19 Vaccine shall satisfy the Vaccine Approval Criteria. E. Use of Military and Security Personnel 1. In the event that the Project will need to deploy military or security personnel, the Recipient, through the MoHSP, shall take the following measures related to the use of security or military personnel in the implementation of Project activities, in a manner satisfactory to the Association: (a) adopt and enforce standards, protocols and codes of conduct for the selection and use of security or military personnel, and screen such personnel to verify that they have not engaged in past unlawful or abusive behavior, including sexual exploitation and abuse (SEA), sexual harassment (SH) or excessive use of force; -12- (b) ensure that MOHSP enters into memorandum of understanding (MoU), with the line ministry in control of security forces and relevant security or military unit, setting out the arrangements for the engagement of the military or security personnel under the Project. including compliance with the relevant requirements of the ESCP; (c) ensure that such personnel are deployed in accordance with the relevant requirements of ESSs and the ESCP: (d) ensure that such personnel are adequately instructed and trained, prior to deployment and on a regular basis, on the use of force and appropriate conduct (including in relation to civilian-military engagement, SEA and SH, and other relevant areas), as set out in the Security Management Plan; (e) ensure that the stakeholder engagement activities under the Stakeholder Engagement Plan include a communication strategy on the involvement of security or military personnel under the Project; (f) ensure that any concerns or grievances regarding the conduct of such personnel are received, monitored, documented (taking into account the need to protect confidentiality). resolved through the Project's grievance mechanism; and reported to the Bank no later than fifteen (15) days after being received; and (g) where the Association shall require, after consultation with the Recipient: (i) promptly appoint a TPM Consultant, with terms of reference, qualifications and experience satisfactory to the Association, to visit and monitor the Project area where military or security personnel are deployed, collect relevant data and communicate with Project stakeholders and beneficiaries; (ii) require the TPM Consultant to prepare and submit monitoring reports, which shall be promptly made available to and discussed with the Association; and (iii) promptly take any actions, as may be requested by the Association upon its review of the TPM Consultants reports. 2. All activities carried out by a relevant security or military unit shall be under the control of the MoHSP and shall be undertaken exclusively for the purposes related to the Project. All goods, works, services, incremental operating costs and training financed by the Financing proceeds may be used by the relevant military or security unit under the direction and control of the MoHSP and strictly in accordance with the POM and other arrangements or protocols that the Association may require for carrying out these activities. 3. Except as the Association may otherwise agree, the Recipient shall ensure that the ownership of any assets generated, goods procured, and works constructed by the -13 - relevant military or security unit out of the Financing proceeds shall be transferred to. or shall vest, with the MoISP. or any equivalent or appropriate line ministry or agency agreed with the Association. Section II. Prject Monitorin% Reporting and Evaluation The Recipient shall furnish to the Association each Project Report not later than one (1) month afier the end of each calendar semester, covering the calendar semester. Except as may otherwise be explicitly required or permitted under this Agreement or as may be explicitly requested by the Association, in sharing any information, report or document related to the activities described in Schedule I of this Agreement, the Recipient shall ensure that such information, report or document does not include Personal Data. Section III. Withdrawal of the Proceeds of the Financing A. Withdrawal Conditions; Withdrawal Period 1I Notwithstanding the provisions of Part A above, no withdrawal shall be made: (a) for payments made prior to the Signature Date; or (b) for payments already made or to be made under the Original Financing Agreement, the First (1l") Additional Financing Agreement, or the Second (2"d) Additional Financing Agreement. 2. The Closing Date is July 31, 2023 -15- APPENDIX Definitions 1. "Anti-ConUption Guidelines" means, forpurposes of paragraph 5 of the Appendix to the General Conditions, the "Guidelines on Preventing and Combating Fraud and Corruption in Projects Financed by IBRD Loans and IDA Credits and Grants", dated October 15, 2006 and revised in January 2011 and as of July 1. 2016. 2. "Beneficiary means any household eligible receiving Cash Transfer under Part 3(i) of the Project, as per criteria, amount, and procedures described in the POM, "Beneficiaries" means the plural thereof. 3. "Cash Transfer" means a transfer of funds in the form of grants on behalf of the Recipient to a Beneficiary, made or to be made under Part 3(i) of the Project in accordance with the provisions of the POM. 4. "Category" means a category set forth in the table in Section III.A of Schedule 2 to this Agreement. 5. "Community Public I lealth Teams" means the teams consisting of primary health care staff and volunteer community leaders who work with communities on health promotion. 6. "COVAX Facility" means the COVID-19 Vaccine Global Access Facility, a mechanism through which demand and resources are pooled to support the availability of, and equitable access to, COVID-1 9 vaccines for all economies, and which is coordinated by Gavi, the Vaccine Alliance, the Coalition for Epidemic Preparedness Innovations (CEPI) and the WHO. 7. "COVID- 19" means the coronavirus disease caused by the 2019 novel coronavirus (SARS-CoV-2). 8. "Emergency Response Plan" and "ERP" mean the Recipient's emergency response plan for COVID- 19, approved by the Minister for Health and Social Protection on March 19, 2020, and acceptable to the Association, as said document may be modified from time to time during the COVID- 19 pandemic, and such term includes all schedules and annexes to said document. 9. "Environmental and Social Commitment Plan" or "ESCP" means the environmental and social commitment plan for the Project, dated December 2, 2021 as the same may be amended from time to time in accordance with the provisions thereof. which sets out the material measures and actions that the Recipient shall carry out or cause to be carried out to address the potential -16- environmental and social risks and impacts ofthe Project, including the timeframes of the actions and measures, institutional, staffing, training, monitoring and reporting arrangements, and any environmental and social instruments to be prepared thereunder. 10. "Environmental and Social Management FramewNork" or "ESMF" means the same framework prepared by the Recipient for the Original Project and to be maintained. updated as needed in accordance with the ESCP, redisclosed, consulted upon and adopted also for the purposes of the Third Additional Financing pursuant to Section I.A.5 of this Agreement and Section 1.2 of the ESCP, satisfactory to the Association, setting out the principles, rules, guidelines and procedures to screen and assess the potential adverse environmental and social risks and impacts (including health and safety issues) of Project activities, adopt measures to avoid, reduce, mitigate or offset environmental and social adverse risks and impacts, procedural, budget and institutional arrangements and actions needed to implement these measures, and information on the agency or agencies responsible for addressing the Projects' risks and impacts: as well as for the preparation ofenvironmental and social impact assessment/environmental and social management plans, as such framework may be amended by the Recipient from time to time, with the prior written agreement of the Association. The updated ESMF will include templates for site specific instruments, Environmental and Social Management Plans (ESMP), Infection Control and Medical Waste Management Plan (ICWMP), including Emergency Response Plans for Oxygen Supply Systems and Refill Stations, and Vaccine Delivery and Distribution Manual. I1. "Environmental and Social Standards" or "ESSs" means, collectively: (i) "Environmental and Social Standard 1: Assessment and Management of Environmental and Social Risks and Impacts"; (ii) "Environmental and Social Standard 2: Labor and Working Conditions"; (iii) "Environmental and Social Standard 3: Resource Efficiency and Pollution Prevention and Management"; (iv) "Environmental and Social Standard 4: Community Health and Safety"; (v) "Environmental and Social Standard 5: Land Acquisition, Restrictions on Land Use and Involuntary Resettlement"; (vi) "Environmental and Social Standard 6: Biodiversity Conservation and Sustainable Management of Living Natural Resources"; (vii) "Environmental and Social Standard 7: Indigenous Peoples/Sub- Saharan Historically Underserved Traditional Local Communities"; (viii) "Environmental and Social Standard 8: Cultural Heritage"; (ix) "Environmental and Social Standard 9: Financial Intermediaries"; (x) "Environmental and Social Standard 10: Stakeholder Engagement and Information Disclosure": effective on October 1, 2018, as published by the Association. 12. "First (1") Additional Financing Agreement" means the Additional Financing Agreement for the Tajikistan Emergency COVID- 19 Project (D776-TJ) between -17- the Republic of Tajikistan and the International Development Association dated May 21, 202 1. 13. "General Conditions" means the "International Development Association General Conditions for IDA Financing. Investment Project Financing". dated December 14, 2018 (revised on August 1 2020, April 1, 2021 and January 1, 2022). 14. "ICU" means intensive care unit: "[CUs" means the plural thereof 15. "MoF" means the Recipient's Ministry of Finance, or any successor thereto acceptable to the Association. 16. "MoHSP" means the Recipient's MinistrN of Health and Social Protection. or any successor thereto acceptable to the Association. 17. "MPA Program" means the global emergency multiphase programmatic approach program designed to assist countries to prevent, detect and respond to the threat posed by COVID-19 and strengthen national systems for public health preparedness. i8. "National Register for Targeted Social Assistance" or 'NRTSA" means the Recipient's national registry established pursuant to the Recipient's Lawk No.1396 dated 24 February 2017. 19, "Operating Costs" means the reasonable incremental expenses incurred by the Recipient on account of Project implementation, including costs related to audits, office equipment and supplies, vehicle operation and maintenance, shipping costs, office rentals, communication and insurance costs, office administration costs, bank charges, utilities, transport costs, travel, per diem and supervision costs, and salaries of contracted employees, but excluding salaries of officials of the Recipient's civil service, as well as limited operating expenses for utilities, such as air conditioning. heating, plumbing, electrical for ICUs operations under Part 1.2 of the Project. 20. "Original Financing Agreement" means the Financing Agreement for the Tajikistan Emergency COVID-19 Project (D604-TJ) between the Republic of Tajikistan and the International Development Association dated April 3, 2020, as amended to date. 21. "Original Project" means the Tajikistan Emergency COVID-19 Project financed through the Original Financing Agreement. 22. "Personal Data" means any information relating to an identified or identifiable individual. An identifiable individual is one who can be identified by reasonable means, directly or indirectly, by reference to an attribute or combination of - 18- attributes within the data, or combination of the data with other available information. Attributes that can be used to identify an identifiable individual include, but are not limited to, name, identification number, location data, online identifier, metadata and factors specific to the physical, physiological, genetic, mental, economic, cultural or social identity of an individual. 23. "PlU" means the Recipient's Project implementing unit established within the Social Safety Net Strengthening Project's Coordinating Group under SASP, or any successor thereto in accordance with the provisions of the Project Implementation Agreement and acceptable to the Association. 24. "Procurement Regulations" means, for purposes of paragraph 87 of the Appendix to the General Conditions. the "World Bank Procurement Regulations for IPF Borrowers"', dated November 2020. 25. "Project COVID-19 Vaccine" means a vaccine for the prevention of COVID-19 that meets the Vaccine Approval Criteria and has been authorized by the Recipient's national regulatory authority for distribution, marketing and administration within the territory of the Recipient, and acquired or deployed under the Project: "Project COVID-19 Vaccines" means the plural thereof. 26. "Project Implementation Agreement" means the agreement referred to in Section L.A.2 in Schedule 2 to this Agreement. 27. -Project Operations Manual" or "POM'" means the manual referred to in Section I.A.4 (a) of Schedule 2 to this Agreement, as such manual may be amended by the Recipient from time to time, with the prior written approval of the Association. 28. "SASP" means the Recipient's State Agency for Social Protection established under the control of MoHSP pursuant to Recipient's Government Decree No.168 dated March 4, 2014, or any successor thereto acceptable to the Association. 29. '"SASP's Legislation" means the Recipient's Government Decree No.168 dated March 4, 2014. 30. "'Second (2nd) Additional Financing Agreement" means the additional Financing Agreement for the Tajikistan Emergency COVID-1 9 Project (D777-TJ) between the Republic of Tajikistan and the International Development Association dated May 21, 2021. 31. "Security Management Plan" means the Recipient's plan setting toirt1 a set of policies ilid procedures related to prevetite nIIIId dlensive purposes. The Plan may include agreements or arrangements with extra- entity organizations, such as local law enforcement and army. or detail security personnel's hiring, training, equipping and monitoring of their conduct. - 19- 32. "Signature Date" means the later of the two dates on which the Recipient and the Association signed this Agreement and such definition applies to all references to "the date of the Financing Agreement" in the General Conditions. 33. "Social Safety Net Strengthening Project" or "SSNSP- means the project described under the financing agreement for the Social Safety Net Strengthening Project between the Recipient and the Association, dated July 13, 2011 (Grant No. 11726-TJ) and the additional financing agreement for the said SSNSP dated March 6, 2018 (Credit No. 6175-Ti: Grant No. D270-TJ). 34. "Stakeholder Engagement Plan" or "SEP" means the updated plan dated October 2021 prepared and disclosed by the Recipient, in a manner, satisfactory to the Association, as set out in the FSCP, in accordance with the Environmental and Social Standards. 35. "Standing Headquarters on Outbreak Prevention and Containment" means the Recipient's Republican Headquarters for strengthening anti-epidemic measures to prevent transmission and emergence of new COVID-19 cases referred to in Section I.A.3(a) in Schedule 2 to this Agreement established pursuant to Recipient's President Resolution No. AP-1365 dated March 18, 2020 chaired by the Prime Minister and composed of representatives from relevant ministries, agencies, and development partners to provide a steering role for the overall national COVID-19 pandemic response, and for the Project interventions. 36. "Stringent Regulatory Authority" means a National Regulatory Authority ("NRA") that is classified by WHO as a Stringent Regulatory Authority. 37. "Targeted Social Assistance Program" or "TSA Program" means the Recipient's program which provides a targeted social assistance benefits established pursuant to the Recipient's Law No.1396 dated 24 February 2017. 38. "TPM Consultant" means the third-party monitoring consultant responsible for monitoring the Project activities undertaken by health care facilities to monitor civilian-military engagement and compliance with applicable laws and regulations in accordance with the relevant terms of reference approved by the Association. 39. "Training" means expenditures for Project related study tours. training courses. seminars, workshops and other training activities not included under goods or service providers' contracts, including costs of training materials, space and equipment rental, travel and per diem costs of trainees and trainers. 40. "TSA" means Targeted Social Assistance. - 20 - 41. "Vaccine Approval Criteria" means that the Project COVID-19 vaccine: (a) has received regular or emergency licensure or authorization from at least one of the Stringent Regulatory Authorities identified by WHO for vaccines procured and/or supplied under the COVAX Facility, as may be amended from time to time by WHO; (b) has received the WHO Prequalification or WHO Emergency Use Listing; or (c) has met such other criteria as may be agreed in writing by the Recipient and the Association. 42. -Vaccine Delivery and Distribution Manuar means the Recipient's manual referred to in Section LA.4 (c) of Schedule 2 to this Agreement, as the same may be amended from time to time with the Bank's prior written approval. 43. "Wl 1O" means the World Health Organization. 44. 'WHO Emergency Use Listing" means a risk-based procedure for assessing and listing by WHO of unlicensed vaccines., therapeutics, and in vitro diagnostics with the aim of expediting the availability of these products to people affected by a declared public health emergency. 45. "WHO Fair Allocation Framework" means the rules which govern the allocation of vaccines to participants in the COVAX Facility, as developed by WHO, subject to periodic review by the COVAX Facility. 46. "WHO Prequalification" means a service provided by WHO to assess the quality. safety, and efficacy of medical products for priority diseases, and which are intended for United Nations and international procurement to developing countries.
