In addition to high-impact interventions nationwide (see below) these municipalities have already benefited from the rehabilitation of 33 Core Schools (Escuelas Base). The Project is also contributing to improving learning conditions in preschool and lower secondary education nationwide. On preschool education, during 2014 and 2015, 100% (247,076) of children in public preschools nationwide benefited from the implementation of a new preschool unified curriculum; and 100% of public preschools nationwide (8,138 preschools) have received classroom learning instruments and learning materials. On secondary education, in 2015, 100% of lower secondary students of public schools nationwide (around 350,000) received 1,512,452 textbooks for secondary education; 100% of secondary teachers of public schools nationwide (10,600) received 16,300 copies of teaching guides for Math, Literature, Social Science, Natural Science; and 764 lower secondary in service teachers are in training and expected to be certified in 2016, while 1,529 teachers have received in-service upgrading training based on the secondary curriculum. Finally, the Project is contributing to MINED’s institutional strengthening, particularly to the Preschool Directorate, the Secondary Education Directorate, the Teacher training General Directorate, and the General Infrastructure Directorate. These directorates have been strengthened through technical assistance, operational expenditures, and equipment provision for the supervision of project activities. Up to date, central offices of the three directorates have been equipped; two new offices of the General Directorate and General Infrastructure Directorate have been created to attend the departments of Boaco and León; and in the territory of Zelaya Central; 100% (19) of educational advisors for preschool education have been trained and received equipment. The Project was restructured in February 2016 and included the following main changes to the Project: 1. Revision of the Results Framework and Monitoring Matrix: (i) baseline and target values were revised on the basis of 2013 school year data, updated education data for the 2014 and 2015 school years, and updated 2015 demographic projections from 2005 Population Census Data. The original baseline values used 2010 school year data and 2010 demographic projections data, however, the Project only became effective in late 2013; (ii) target values for certain indicators were adjusted in response to revised baseline values and lower total Project financing available (due to the exchange rate loss); and (iii) the wording and/or description of certain indicators was revised to align them with international definitions or to better measure Project activities. 2. Extension of the Project closing date: The closing date was extended by 11 months and 5 days from August 31, 2016 to August 5, 2017. 3. Modification of the components and costs: Changes were made in order to reflect the Government of Nicaragua’s revised strategy for school infrastructure and its implication on Project components and costs, including the type of intervention, number of schools/classrooms, and cost of infrastructure. Some component costs were also revised in consideration of the loss in exchange rate and elimination or increase of specific expenditures.
