The World Bank Loan disbursement rate has increased from 53 percent, since the December 2014 mission, to about 70 percent to date, and total commitments have increased from 76.8 percent to 92 percent. This progress is largely attributed to the improved performance in the implementation of the school component and the fact that all planned contracts have been committed. On the other hand, the results of NAfKE 2014, released in May 2015, show a significant improvement in learning outcomes in all three grades and in all three curriculum areas. Considering that the results of NAfKE are one of the two PDO indicators for ERfKE II, the news is particularly positive with regard to the final evaluation of the program. Notwithstanding the overall positive progress, the team is concerned by the delays in operationalizing the OpenEMIS, now fully owned by the Ministry. In particular, 9 remaining Key Performance Indicators (KPIs) (out of 31 KPIs that need to be in place at the end of the Project) still need to be implemented.
