Project Objectives [from section 2 of PCN] The project objectives are to support rural-urban integration through: (i) supporting a social security system that promotes social equity and labor mobility by enhancing coverage, integration and portability; and (ii)piloting interventions to improve labor transfer through: (a) enhancing the quality and relevance of skills training offered by competent training institutions; and (b) empowering rural labor to choose among training institutions and skill areas. C. Project Description [from section 3 of PCN] The project will have two main components: (i) Social security integration, and (ii) rural migrant skills development. Component One will support activities in three main areas: (i)Development and testing of an integrated MIS for social security programs would allow for exchange of information and funds throughout the province, and integrated records management across social insurance programs. The testing phase could be carried out and evaluated in the selected project cities under the component. Page 2 (ii) city-level pilots could include policy pilots (e.g. on new provider payment mechanisms; on integration of rural and urban health and/or pension schemes; improving pooling mechanisms; quality assurance pilots in health services), localized MIS strengthening; and strengthening of the service delivery network to support improved program outreach, including capacity building of social security personnel. (iii) Policy development, TA, M&E would provide technical assistance on policy and design elements of the evolving social security system; promote capacity building for provincial and selected city officials, and finance monitoring and evaluation of both the project interventions and wider social security reforms in the province. Component Two will support two-ways of intervention of skills development, plus policy studies and M&E: (i) The project will test a traditional supply-driven approach for training with the introduction of modular, competency-based programs for short-term training of rural migrants; and (ii) The project will support a demand-driven approach that would issue vouchers to members of the target population, empowering rural labor to acquire skills of their choice among training institutions. (iii) Policy Studies, Management, Monitoring and Evaluation. A social assessment will be prepared to evaluate the specific issues to be addressed within the project. D. Project location (if known) The project will be carried out in Guangdong province. In addition to a provincial level social insurance system which should cover all residence of the province, the project will also include about 3 pilot cities and about 4 project schools within the province. The schools and cities are in the process of being decided by Guangdong in consultation with the Bank. The implementation agency will not select the project cities/schools that will involve any community of indigenous/ethnic minority, relocation of people and or acquisition of land. It will not affect sites with archeological, historical, religious or unique natural value. E. Borrower’s Institutional Capacity for Safeguard Policies [from PCN] The Department of Human Resources and Social Security of the Guangdong Provincial Government is the implementation agency of the project. The Project Management Office (PMO) is housed in Department of Human Resources and Social Security. The Finance Division will be in charge of overall coordination, and two sub-teams are responsible for the respective components. The Division of Technical School Management will lead the migrant training component, with active participation of the Division of Rural Migrant Workers. The Social Insurance Fund Administration would be in charge of the SI Integration sub-team. It will handle project implementation, procurement, financial management as well as the environment and social aspects of the project. The implementation agency has experience in preparation and implementation of Guangdong Technical and Vocational Education and Training Project. It has gained knowledge and experience in applications of the Bank's safeguard policies. In addition, the implementation agency has worked closely with the GD Finance World Bank Operations Office who are in charge of all the WB projects in GD and can provide guidance and support to Page 3 the entire project including the safeguard issues. Similar to other Bank projects in China, a Project Leading Group led by a Vice Governor will be established to facilitate inter-agency coordination and to provide substantive guidance to the Project. The PLG will also oversee the environment and the social aspects of the project. F. It is unlikely that there will be adverse environmental impacts on communities or environmentally sensitive areas. The EMP will include mitigation measures in accordance with the scale of civil works to avoid and/or reduce the impacts during construction and operating phase. Since the areas to be covered by the project have not finally determined, it cannot decide whether the project will affect any ethnic minorities# communities.Application of OP/BP4.10 is TBD at this stage.
