This emergency operation was ambitious in that it sought to maintain social service delivery in a challenging country context and during a period of political and economic crisis in some of the poorest regions of the country. The project should be considered a success in this regard. In addition, with just under a year and a half of implementation, the Project has not only helped the Government maintain basic service delivery in targeted areas but has significantly helped schools, health centers, and community nutrition sites thrive. This has resulted in a better learning environment for students, increased access and utilization of services at primary health center level, and increased access to improved nutrition interventions for pregnant women and children under five in the poorest areas of the country. Page 1 of 7 The World Bank Report No: ISR16159 RESULTS: The project had achieved the following key results noted during the last supervision mission: • Approximately 12,000 community teachers targeted under the Project have received payments with 7,094 community teachers have received payments for 8 months. Public Disclosure Copy Because of the failure of TIAVO, a micro-finance institution, 4,901 teachers were only paid for 6 months instead of 8 months. These critical resources complement the Government’s funding of the remaining months of the school year and help to ensure that there are teachers present in schools. The Bank is following up closely with the Government to ensure this issue is resolved and to look at options for strengthening the teacher payment mechanism overall. • 6,374 public primary schools have received grants has ensured that schools are maintained and basic learning and teaching supplies and materials are available for teachers and students. • 345 (out of 347) Primary health centers in the project areas have started the voucher system to ensure medicines and health commodities are provided free of charge to pregnant women and children under five years of age. As a result, in some facilities, attendance rates have increased four fold. 49773 pregnant women and 97474 children under five years of age have benefitted from this system between April and July 2014 An emergency drug order was necessary to meet the demand. • over 60% of the total target population of pregnant women and children under 5 years of age in the project intervention areas now have access to the basic health, nutrition, and reproductive health service package. • Over 100,000 children less than two years of age have benefited from improved infant and young children feeding in the 2000 community sites, an average of about 50 children per site. • All of the 88 NGOs that support the implementation of activities in the 2000 sites, are operational and supporting the ACNs (community nutrition agents) in delivering services at community nutrition sites. DISBURSEMENTS The Project continues to accelerate activities and is disbursing quickly. As of September 2014, the overall disbursement rate for the Project is almost 40% (55% for Component 1, 30% for Component 2 and 40% for Component 3).
