Grant Development Objective(s) and Expected Key Performance Indicators Grant Development Objectives (Limit to 5 lines): The objective of the grant is to co-finance the roll-out of the Second Phase of the National Solidarity Programme (NSP 2). NSP 2 aims to lay the foundations for strengthening community level governance and support community managed sub-projects comprising reconstruction and development that improve access of rural communities to social and productive infrastructure services. Under NSP 2, Community Development Councils (CDCs) will be elected by the community. These CDCs will then develop Community Development Plans (CDPs) in consultation with community members and implement prioritized sub projects within the CDPs. Expected Key Performance Indicators (Maximum of five): at least 160 Community Development Councils elected at least 160 Community Development Plans developed at least 160 sub-projects completed Ill.
