The Project will support the Borrower's purpose to improve the performance of the National Fisheries and Aquaculture Innovation System (SNIPA) and fisheries and aquaculture value chains, to promote the transformation of the Borrower's fisheries and aquaculture sector through reducing reliance on capture fisheries and increasing emphasis on aquaculture. Has the Project Development Objective been changed since Board Approval of the Project Objective? During this period, the project was restructured, and the closing date was extended to February 13, 2023. Implementation of project activities has continued during the first half of 2021, albeit at a reduced pace due to the disruptions caused by the Covid- 19 pandemic and the shortfall in counterpart funding. 6/28/2021 Page 1 of 9 The World Bank Implementation Status & Results Report National Program for Innovation in Fisheries and Aquaculture (P155902) Following the restructuring, the PIU is moving forward with plans to issue the final call for sub-project proposals, and the Project is on track to meet the adjusted end-of-project targets. Successful completion of the agreed work program will however depend on the availability of adequate amounts of counterpart funding through the extended life of the Project. Components 1 and 2: Fisheries and Aquaculture The total number of fisheries and aquaculture sub-projects that have been approved for financing are 248 and 1021, respectively. Some sub- projects have already closed or are in the process of closing, while most are currently under implementation. Adjustments are being made under the 3rd Call for Proposals to account for the fact that demand for certain categories of sub-projects has been weaker than expected, as well as the fact that new needs have been identified as a result of the Covid-19 pandemic. Component 3: Governance Activities financed under Component 3 have established the basis for strengthened governance of the fisheries and aquaculture national innovation system. Recent activities include: (1) development of innovation policies and regulations, (2) organization of regional innovation networks, (3) contribution to strengthening of sanitary and phytosanitary systems, (4) technology forecasting, and (5) knowledge management. The performance of PNIPA going forward and the prospects for securing the gains that have been made and ensuring their sustainability will likely be influenced by the outcome of the ongoing efforts to reform the institutional arrangements for innovation activities, which in turn may be affected by the upcoming change in Administration following the national elections.
