Page 1 TANZANIA MARINE AND COASTAL ENVIRONMENTAL MANAGEMENT PROJECT (MACEMP) Detailed Two Year Procurement Plan The tables attached show the detailed two year procurement plan including activity description, cost, procurement category, and timing. The plan has been developed to allow up-front planning and to ensure economy and efficiency in processing and the delivery of the “right” goods and services at the “right” time for the project. The assumptions used in preparation of this procurement plan is as follows: ƒ Although some procurement items will be co-financed between IDA loan and GEF grant, the co-financing does not have restrictions on the use of the funds on the particular kinds of contracts that can be financed, i.e. the GEF procurement is based on the same IDA guidelines. ƒ Since the goods to be procured will span the six years of the project life-time and due to the time gap, whenever possible goods and services have been packaged on annual basis and civil works procurement plans have been brought up-front. ƒ The works, goods and services are intended for ownership and use by the two entities (MNRT-Mainland and MANREC-Zanzibar and therefore the plan is based on the assumption that each entity will contract for its own works, goods and services; however services for cross cutting issues and where similar studies are expected have been grouped together for efficiency and economy of procurement. For the first year, all procurement will not be subject to prior review by the Bank. Prior Reviews will be set after one year. The tables below are set as follows: Reference : A unique reference for the procurement contract Description : A description of the procurement contract. For some contracts details will be more apparent once preceding studies are completed. Estimated cost : This is the base cost and the expected contingencies for the procurement item. Number of Packages: An estimate of the expected economical packages for the procurement item. Procurement Method : The method of procurement as per the Banks guidelines. Start Date : is the date the procurement has to be planned, including initial stages of establishing detailed requirements, preparation of bidding documents and gaining all the necessary approvals as stated in the procurement manual. 33687 Page 2 Bid Opening Date : The expected date for opening the bids. The dates are roughly set to coincide with quarters of a year in which case they will be plus or minus a month of the set date. End Date : The date contracts are expected to be completed.
