FETHIYE – HISARONU – OVACIK SEWERAGE NETWORK AND COLLECTOR LINE EXECUTIVE SUMMARY As a result of the advanced evaluation of the ESMP Report of Fethiye - Hisarönü - Ovacık Sewerage Network and Collector Line, prepared by Arüv Çevre Müh. Müş. Hiz. İnş. San. ve Tic. A.Ş. in November 2018 and approved by the World Bank, as part of MUS – W5 Hisarönü Ovacık Sewerage Network package by the Consultancy company as per the Con tract Special Terms Article 41.2 (c); this Revised Environmental and Social Management Plan was prepared due to cancellation of 2 pumping stations (TM3 and TM9) which were included in the approved ESMP, addition of 1 new pumping station (TM2/2) as a replacement of canceled TM3 pumping stations, cancellation of the collector line connected to TM3 pumping station and planning of constructing a new collector line for the new TM2/2 pumping station in line with the metropolitan municipality road network. As a result of the re-evaluation conducted by the Consultant, it was determined that construction of the planned TM9 pumping station is not necessary in technical terms, that the wastewater in question could be transported using the TM4 pumping station available in the area through gravity flow, that the route must be changed since the collector line connected to TM3 pumping station passes through a protected site and that a new route should be determined in line with the metropolitan municipality road network and TM2/2 pumping station is needed to be built as part of this. The necessary usage permits for the locations selected for the new pumping station to be constructed (TM2/2) and previously planned 2 pumping stations (TM1 and TM2/1) were obtained from General Directorate of Forestry, Muğla R egional Directorate of Forestry and Fethiye Municipality. Since the need arose to use 19,634.09 m2 Forest land for the construction of 2 current pumping stations (TM1 and TM2/1) and a section of the collector lines, a decision was taken to give occupancy permit for 49 years for the relevant areas with the General Directorate of Forestry Muğla Regional Directorate of Forestry's letter dated 20.02.2020 and numbered E.371679. And since the new TM2-2 pumping station to be built is within a park area in the 1/1000 scale zoning plan; Fethiye Municipality has given permit dated 20.06.2019 and numbered 10667 with a town council decision dated 03.06.2019 and numbered 76 to declare that the construction of pumping station in the necessary part of the park area is appropriate for the establishment of pumping station on 1501 m2 of the park area which covers 2857 m2. (Appendix-3). Project was changed due to the collector line connected to the previously planned TM3 pumping station passing through an archaeological protected area and the collector line was revised using the metropolitan municipality's road network. Main collector lines included in the new design are not located in the forest area and archaeological protected area. There is no alternative route as part of the project. Current ESMP and revised ESMP herein has been prepared to assess environmental and social impacts for the transmission of domestic wastewater to be generated in Ölüdeniz Neighborhood, Ovacık and Hisarönü localities to Fethiye Wastewater Treatment Plant and construction of a new collector for Fethiye Sewerage Network according to the peak flow rate received. Project owner is MUSKI. The rapid population increase in the region leads to an increase in the amount of water used, which results in an increase in the amount of wastewater generated. The project shall be implemented to preserve the environmental assets in the region. 6 FETHIYE – HISARONU – OVACIK SEWERAGE NETWORK AND COLLECTOR LINE The main principle considered in preparation of this revised ESMP is to define measures to be taken, mitigation and monitoring plans during the manufacturing and operation processes of sewerage lines and pumping stations to be constructed, define environmental and social management impacts and inform stakeholders regarding the project revision as part of the Operational Policy of the World Bank for Environmental Assessment (O.P.4.01) and "Iller Bankasi Sustainable Cities Project". 1. INTRODUCTION Project Area is a neighborhood of Fethiye sub-province in Muğla province within Hisarönü – Ovacık Mediterranean Region. The area is surrounded by Fethiye sub-province in the north, by Faralya Village and the Mediterranean Sea in the south, by Kayaköy in the west and by Mendos Mountain (Kabaağaç Village) in the east. Infrastructure works regarding Hisarönü and Ovacık neighborhoods under the governance of Fethiye sub-province was at first initiated in 1997 by Birim Infrastructure Engineering Company as part of an Iller Bankasi project, followed by some additions made by Tempo Engineering Company in 2000. Finally, Ölüdeniz Municipality at the time ordered Özbek Engineering Company to prepare the designs in 2010 through Iller Bankasi and the discharge location was designated to be an area at the historical Kayaköy region. However, as the area is protected and the Directorate General of MUSKI was established soon after as mentioned above, the works carried out in the area resulted in that the wastewater of the region shall be discharged to Fethiye Wastewater Treatment Plant, after capacity increase, instead of Kayaköy and the basins at the eastern part of the region shall also be connected to the collector line planned to pass through Atatürk Street. Following the completion of tender process, final designs were prepared by Su Yapı Müh. Ve Müş. A.Ş. and changes to the final design were included in this revised ESMP. As part of Fethiye Sub-province Ölüdeniz Neighborhood Ovacık and Hisarönü localities Sewerage Network Construction Project, the tender was called for the Final Designs of the Temporary Discharge Line by the Iller Bankasi and then these designs were prepared. Feasibility studies for the Wastewater Treatment Plant were also carried out beforehand. Because of the issues such as discharging wastewater treatment plant effluent to the receiving body and hydraulic and archaeological protection areas at the downstream of the river that will be used for discharging, the project was removed from the investment program by MUSKI and the wastewater was planned to be transmitted to Fethiye Wastewater Treatment Plant after a capacity increase. As part of the design submitted in the approved ESMP; Hisarönü – Ovacık neighborhoods Sewerage network design was prepared with the supervision of Iller Bankasi and the Pumping Station (TM3); Hisarönü and Ovacık Neighborhoods Sewerage Network was planned to be located at the elevation of +290 meters will pump the wastewater to +320 meter elevation instead of Kayaköy wastewater treatment and then the wastewater will be transmitted to Fethiye WWTP with gravity. The wastewater of the neighborhoods located at the eastern basin of Atatürk Street, which was selected as the route for the transmission of wastewater to the WWTP, will be connected to the collector line to decrease the loads on the existing network. With the changes made in the project, TM3 pumping station was canceled and wastewater coming from Hisarönü and Ovacık neighborhood was planned to be transferred to Fethiye 7 FETHIYE – HISARONU – OVACIK SEWERAGE NETWORK AND COLLECTOR LINE WWTP using the new collector line to be established in line with the metropolitan municipality road network through TM2/2 pumping station to be constructed within the same neighborhood borders. The reason of changing the design in this way was the cancellation of the collector line which would have transfer wastewater coming from Hisarönü and Ovacık Neighborhoods to Fethiye WWTP through TM3 pumping station due to its passing through forest land and archaeological site. Thus, the collector line that would have been used by TM3 pumping station which passes through forest land and archaeological site shall also be canceled. Furthermore, it was planned to cancel TM9 pumping station which was included in the approved ESMP due to the detailed hydraulic calculations and to transfer the wastewater in that region to Fethiye Wastewater Treatment Plant using the current TM4 pumping station. Overall, the Project includes construction of new pumping station, force mains and sewerage network and collector lines with gravity to transmit the whole wastewater to be generated at the settlements located at Ovacık and Hisarönü localities of Ölüdeniz Neighborhood, Fethiye Sub-province to the Fethiye Wastewater Treatment Plant.  Significance Tourism sector is an important input in terms of payment balances in developing countries like Turkey. Tourism sector is open to rapid changes in today's competitive environment among the countries worldwide and it is of great significance to protect nature, which is our most valuable asset, and avoid any polluting impacts on the environment in order to maintain the development and sustainability of tourism. Whilst environmental impacts and deterioration from pollution can cause major losses in tourism revenues, rehabilitation works also cost significant amounts. Therefore, measures and prevention policies shall be developed. The planned wastewater sewerage lines will be a measure to prevent pollution in the region, where there is a great tourism potential, and there will be no need for any rehabilitation works resulting from pollution. Hence, a significant amount of money shall be saved. With the new sewerage lines to be constructed, planned urbanization and infrastructure system shall be provided and as a result, the standard of living shall be raised in the region. 8 FETHIYE – HISARONU – OVACIK SEWERAGE NETWORK AND COLLECTOR LINE 2. PURPOSE OF ENVIRONMENTAL AND SOCIAL MANAGEMENT PLAN Revised Environmental and Social Management Plan (ESMP) includes institutional regulations to be carried out as part of Fethiye-Ölüdeniz-Ovacık Sewerage Network and Collector Line Construction Project to be constructed by MUSKI, the owner of the Project, mitigation, monitoring plans and revisions made in the previously submitted report. Main targets of ESMP are review of project alternatives to improve the design, layout, planning and implementation approaches of the project and developing approaches that would prevent, mitigate or compensate the negative impacts on environment, and increase positive impacts. In the event that the negative impacts due to the project cannot be completely prevented through ESMP activities, the goal for the residual impacts consists of mitigating them to acceptable levels for community with respect to environment, health and safety issues and in line with Turkish legislation and World Bank's Operational Policies. Environmental monitoring provides information on key environmental issues, especially on the efficiency of measures that were taken and environmental impacts of the project at the implementation stage of the project. Such information enables the evaluation of success of the measures which are a part of project supervision for the project owner and for supervision mechanism and to allow execution of proper action whenever necessary. Therefore, environmental and social management plan defines purposes of monitoring and types of monitoring by establishing a connection with project measures criteria. Positive and negative environmental impacts of the project during construction and operation phases as part of the study are discussed in Section 6 and “Improvement Plan” and “Monitoring and Measurement Plan” that have to be implemented in order to ensure compliance of activities to be carried out during construction and operation stages with the principles and procedures indicated in national environmental legislation and World Bank Operational Policies are presented below. 9 FETHIYE – HISARONU – OVACIK SEWERAGE NETWORK AND COLLECTOR LINE 3. ENVIRONMENTAL POLICY AND LEGISLATION 3.1. National The Environmental Law no. 18132 and published in the Official Gazette of Republic of Turkey dated August 11th, 1983 and the Environmental Law no. 2872 amended with the Official Gazette of May 29th, 2013 (Law No. 6486), constitutes the legal frame regarding the environmental legislations in Turkey. This law is supported by many regulations. Clause 10 of the Environmental Law puts the main frame for the Environmental Impact Assessment Regulation (EIA Regulation) published in the Official Gazette dated 25.11.2014 and numbered 29186. Environmental Impact Assessment (EIA) applications are the studies to be carried out to determine the positive and negative impacts of, to prevent negative impacts or to determine the measures to be taken in order to decrease the negative impacts to environment, to determine and evaluate the selected sites and technology alternatives and to monitor and control the implementation of the projects planned to be realized. EIA process defines the application, pre- construction, construction, commissioning and after-operation for the environmental impact assessment of the project to be undertaken. EIA is the process which starts with the submission of reports, in which the project is described in all aspects, and ends with the decision of the Ministry. Projects subject to the Environmental Impact Assessment Regulation announced in the Official Gazette no. 29186 published on 25.11.2014 may only be approved, gather incentives, permissions, construction licenses; the investment shall be started or tendered for a contract unless a decision stating “Environmental Impact Assessment is positive” or “no Environmental Impact Assessment is required” is made by related authorities. However, this does not constitute a preventive measure to start the application procedures to use incentives, to obtain approvals, permits and also for licensing procedures. As part of the European Union membership period, Turkey achieved several institutional and legislation reforms. Thanks to these reforms, environmental legislations and environment protection tools are brought to in compliance with international standards. Activities to be carried out and liabilities to be undertaken as part of the project shall be in compliance with the provisions of the relevant Turkish legislation. International  2.5.1 The EU national Program (2008) The decision no. 2008/14481 for "The European Union Acquis Adoption of Turkey's National Scheme” and “Implementation, coordination and monitoring of the European Union Acquis Adoption of Turkey's National Scheme” of such adoption and implementation was announced in the Official Gazette no. 27097 (5 repeated) published on December 31st, 2008 (EU National Program, 2008). In the National Scheme announced in 2003, the requirements under the title “Improvement of Water Quality” were defined as the first priority and the treatment of urban wastewater is also explained under such title. The sub-expansions required for such priorities are listed in The National Report, published in 2008.  Wastewater Treatment Action Plan Wastewater Treatment Action Plan was developed based on the outputs of previously- prepared National Environment Strategy and Action Plan, EU Integrated Environmental Approximation Strategy and Environmental Heavy-Cost Investment Planning Project. Wastewater Treatment Action Plan was prepared in compliance with the strategies and targets of Environmental Law. Furthermore, the Plan includes detailed information about the wastewater infrastructure rehabilitations and regulations that have to be carried out in order to 11 FETHIYE – HISARONU – OVACIK SEWERAGE NETWORK AND COLLECTOR LINE fulfill the liabilities arising from the Environmental Law and the EU acquis regarding environment (MoEF, 2008). The Plan indicates targets and strategies to monitor, minimize and prevent the pollution in the ground, surface and coastal waters, constructing sewage systems and treatment plants in compliance with the Regulation on Urban Wastewater Treatment, and to strengthen the technical and economic infrastructures of the municipalities. The World Bank requires the implementation of Policies for Protection/Prevention Measures in managing customers' environmental risks and impacts in order to create higher development opportunities for their direct investments. The World Bank applies the Sustainability Framework along with other strategies, policies and initiatives, while guiding business activities to achieve overall development goals. During the course of the investment of World Bank, the following 10 Protection Measures Policies shall be applied: Environmental Policies:  Environmental Assessment (OP/BP 4.01): The activities executed as part of basic construction works create some environmental and social impacts due to their nature, which are not critical. Although the impacts are not critical, it is required to implement the Environmental Assessment Policy of the WB. With the enforcement of OP 4.01, it is necessary to prepare the environmental and social management tools. This ESMP herein includes the mitigation measures regarding the negative impacts that may occur during the transmission of domestic wastewater to be generated in Ovacık and Hisarönü localities to Fethiye WWTP and construction of a new collector for Fethiye Sewerage Network according to the peak flow rate received. As the mentioned project covers the construction of a collector and the possible impacts are temporary and recoverable and limited to the construction sites, as well as it is excluded from EIA Regulation in accordance with the Turkish Environmental Legislation, the project is assessed to be a Category B project.  Natural Habitats (OP/BP 4.04): Project area is partially located within the Fethiye-Göcek Special Protection Area according to the Turkish legislation. This region has been declared as a special protection area, particularly because Fethiye beach is one of the nesting sites of Caretta caretta and Chelonia mydas species which are protected by Bern Convention and CITES and represented only by 5 species in the Mediterranean basin. Accordingly, Special Environmental Protection Area provisions shall be complied during the construction and operation activities.  Pest Management (OP 4.09): As part of the project, there will be no activities that will require pest management.  Physical Cultural Resources (OP/BP 4.11): The laws and practices in Turkey meet the requirements of the World Bank. As the national legislation regarding the protection of the cultural assets is strictly applied, an additional condition is not expected apart from the World Bank operational policies. In addition, when there is a chance-find or accidental finding to be considered as part of the management of cultural structures, chance find procedure, which will warn the inspection consultants and contractors about the steps to follow shall be applied. 13 FETHIYE – HISARONU – OVACIK SEWERAGE NETWORK AND COLLECTOR LINE Moreover, all the formal correspondences before and during the construction works will be recorded and added to the seasonal monitoring reports.  Forests (OP/BP 4.36): TM1 and TM2/1 Pumping Stations included in the approved ESMP are located within the forest area and the necessary use permissions for the selected locations were obtained from General Directorate of Forestry Muğla Regional Directorate of Forestry and Fethiye Municipality. Since the need to use 19,634.09 m2 of Forest area arose for the construction of 2 pumping stations (TM1 and TM2/1) and collector lines included in the project, a decision was taken to give occupancy permit for 49 years for the relevant areas with the General Directorate of Forestry Muğla Regional Directorate of Forestry's letter dated 20.02.2020 and numbered E.371679 (Appendix-3). Land use in the works to be conducted within the forest areas shall be limited with the area where pumping stations shall be built and it shall be ensured that natural life and biodiversity are not adversely affected. The construction of pumping stations is not expected to create an increase in human activities in the region. Forest Law and the provisions of the regulation issued as per the law shall be observed during the works to be conducted in the forest areas.  Safety of Dams (OP/BP 4.37): There are no dam projects to be impacted as part of the project. Social Policies:  Involuntary Resettlement (OP/BP 4.12): A Land Acquisition and Resettlement Policy Frame (LARPF) has been prepared to fulfill the requirements of the policy, and in the event that land acquisition requirements emerge during the construction phase of the project, a project-specific Land Acquisition and Resettlement Action Plan (LARAP) shall be prepared. As part of the project, issues that may require expropriation such as private properties and areas that are not reserved for cadastral roads during the selection of routes and the site works are eliminated and the line route is planned to pass from zoned roads. The subject project is not expected to cause any physical resettlement.  Indigenous Peoples (OP/BP 4.10) (This policy does not apply to the projects in Turkey.) Legal Policies:  Projects in Disputed Areas (OP/BP 7.60): Project's location is not located within disputed areas.  Projects on International Waterway (OP/BP 7.50): There are no international waterways as part of the project. Purposes of the Protection Measures Policies:  Protect the humans and environment from adverse impacts  Improve environmental sustainability and social equality  Integrate environmental and social issues into decisions related to project selection, design and application  Establish environmental and social management capacity for the investor  Provide a mechanism for disclosure, stakeholder engagement, accountability  Fulfill the requirements of local and cultural stakeholders 14 FETHIYE – HISARONU – OVACIK SEWERAGE NETWORK AND COLLECTOR LINE The World Bank Group’s Guidelines on the Environment, Health and Safety (EHS) constitutes technical reference resources that include general and sector specific examples of international good industry practices. It includes information on applicable environmental, health and safety issues for all industrial sectors. World Bank will use EHS Guidelines as a source of technical information throughout the project evaluation process. EHS Guidelines include performance levels and measurements that can be achieved at newly installed facilities using World Bank’s available technologies at reasonable cost. The relevant industry guidelines (Water and Sanitation EHS Guidelines) shall be used together with these guidelines. PROJECT INTRODUCTION The Project covers the transmission of domestic wastewater to be generated in Ovacık and Hisarönü localities of Ölüdeniz Neighborhood to Fethiye Wastewater Treatment Plant and construction of Fethiye Sewerage Network according to this peak flow rate received, of which the design has been revised. 4.1. Geographical Location Project Area is a neighborhood of Fethiye sub-province in Muğla province within Hisarönü – Ovacık Mediterranean Region. The area is surrounded by Fethiye sub-province in the north, by Faralya Village and the Mediterranean Sea in the south, by Kayaköy in the west and by Mendos Mountain (Kabaağaç Village) in the east. The general topography of the region as well as Ovacık and Hisarönü neighborhoods are away from the sea and located on highlands. Settlements surrounded by mountains are situated on the plains and have a slope of 0-5%. The slope is 6-10% at the eastern parts and the north is covered by plain agricultural fields. The highest elevation level of Ovacık – Hisarönü settlement within the boundaries of settlement plan is around 418 m. The altitude from the sea level for Ovacık, Hisarönü and Belceğiz settlements located on a small plateau rising over the south of Fethiye is 300 meters. Hisarönü neighborhood is situated over the Fethiye – Ovacık highway. The neighborhood, which was considered a village not long ago, is now an active tourism center having a bed capacity of 3000 beds in hotels and pensions. On the other hand, Ovacık neighborhood is another settlement over Fethiye – Belceğiz – Ölüdeniz highway having dispersed hotels and pensions within the old settlements. 4.2. Population Fethiye is one of the 13 sub-provinces of Muğla Province. According to the data of the address-based population registration system of TurkStat, the population of Fethiye was 153,963 in 2017. And as populations were updated with the designs prepared in 2018 as part of the revised ESMP, this time 2017 TURKSTAT figures were taken as the basis and final target was taken as 2053 covering 35 years. When TURKSTAT population figures are analyzed, it was observed that separate population records do not exist for Hisarönü and Ovacık after 2012. The rate of Hisarönü and Ovacık neighborhoods found in the 2012 records of TURKSTAT to the total Ölüdeniz population was used to calculated separate population figures for these neighborhoods and total population figure of 2017 taken from TURKSTAT data was distributed among the below given neighborhoods according to this rate. Below given 2017 population figures were taken as basis for Hisarönü and Ovacık in the population projection for the period after 2017. The data on water consumption per capita is identified as “Intended for Human Consumption” in the Regulation on the Preparation of Iller Bankasi Urban and Sub- urban Drinking Water Projects (Official Gazette dated 22.04.1983 and numbered 18733). 4.3. Socioeconomic Status Considering the socioeconomic structure, the region's economic activities are mainly based on the tourism sector. Before the improvement of the tourism sector, the economic labor force was composed of agricultural activities on the infertile lands that cannot be irrigated, home pensions and various business lines carried out at the surrounding settlements. Trade, service and construction sectors have become more active as a result of the improvement in tourism sector. Particularly in recent years, national and international tourists who visit the sub- province for holiday purposes have decided to settle down at this area and formed the local residing population. Considering the overall Muğla province, Fethiye ranks 7th in terms of level of development. According to the results of the research carried out in 2004 by the State Planning Organization, Fethiye ranked 128 among 872 sub-provinces. The development group of the sub-province was considered as Group 2 (among Groups 1 to 6). Table 5 presents a comparison of the socioeconomic indicators between Muğla province and Fethiye sub-province. While the urbanization rate in Fethiye is 32.87%o, population increase rate is 18.92%o and population density is 52 people. 67.39% of the population work in agriculture sector, 3.2% work in industries and 29.38% work in service sector, most of which is in tourism. As the economy of the sub-province is based on agriculture and tourism, almost all of the people working in these two sectors is employed. Unemployment rate in the sub-province is 4.02%. Literacy rate is very high with 91.85%. Hisarönü: Hisarönü neighborhood is situated over the Fethiye – Ovacık highway. The neighborhood, which was considered a village not long ago, is now an active tourism center having a bed capacity of 3000 beds in hotels and pensions. Ovacık: Ovacık neighborhood is located over Fethiye – Belceğiz – Ölüdeniz highway having dispersed hotels and pensions within the old settlements. The Project includes 3 pumping stations, namely TM1, TM2/1 and TM2/2. Among the pumping stations in question, TM2/2 pumping station shall be built instead of TM3 pumping station which was included in the approved ESMP and a total of 2 pumping stations (TM3 and TM9) which were planned to be built in the approved ESMP were removed from the scope of the revised ESMP. The location of the pumping station named as TM2-2 is specified as park area inside the zoning plan and it is used as green space in the current situation. Bo recreation works have been done on the site by the municipality and it looks like a vacant space. Construction of the pumping station to be built inside the park area will not cause any changes in the current use 20 FETHIYE – HISARONU – OVACIK SEWERAGE NETWORK AND COLLECTOR LINE purpose in the zoning plan. The necessary permits to build pumping station in the 1501 m2 part of 2857 m2 of park area were obtained from Fethiye Municipality and Fethiye Municipality, Plans and Projects Directorate provided a letter dated 20.06.2019 and numbered 10667 with a town council decision dated 03.06.2019 and numbered 76 (Appendix-3). Following the construction of the pumping station in the 1501 m2 part of the area used as park, landscaping works shall be conducted in harmony with the environment and 1356 m2 of area remaining outside of the pumping station area shall be used as park/green space as usual. Furthermore, 3 olive trees located inside the 1501 m2 of area where the pumping station will be constructed shall be relocated to 1356 m2 of green space remaining outside of the pumping station area. And more olive saplings shall be planted in the surrounding area of the pumping station to ensure visual and sound insulation. Pumping station site is located 15 m away from the nearest settlement units. Noise pollution state depending on the distance was analyzed under the title of "Section 6.2 Environmental and Social Impacts." Design of the pumping station planned to be built as a half buried structure has been planned in compliance with the Fethiye Municipality's Town Council Decision. TM1 and TM2-1 pumping stations are located inside the forest area and an occupancy permit was given by Muğla Regional Directorate of Forestry for 49 years (Appendix -3). Land use in the works to be conducted inside the forest areas shall be limited with the area where pumping stations shall be built and it shall be ensured that natural life and biodiversity are not negatively affected. The construction of pumping stations is not expected to create an increase in human activities in the region. Forest Law and the provisions of the regulation issued as per the law shall be observed during the works to be conducted in the forest areas. No negative impact on private properties surrounding the area of the project shall occur. TM1 pumping station site is located at 20 m to the nearest private property border while TM2-1 pumping station site is located at 50 m to the nearest private property border. No private property shall be used as part of the areas planned for the construction of pumping stations. There are no alternative routes. To summarize, existing roads and lines in the development plan will be used in Fethiye – Hisaronu – Ovacik Sewerage Network and Collector Line Project and public lands will be used to fulfill the land requirement. The subject project is not expected to cause any physical resettlement. In case the project design creates a need for new land acquisition or establishment of easement, Land Acquisition and Resettlement Action Plan (LARAP) revisions shall be made in the evaluation process. There will not be a construction site and in the event that the pipes and construction materials are required to be stored, the areas belonging to the Metropolitan Municipality shall be used as a storage area. Further assessments are considered during selection of the locations for the sites where pumping stations will be constructed such as the area not to be an agricultural area, or to have a status of public area. Site selection is made as a result of all these assessments to achieve optimum benefit from all aspects. As a result of the detailed calculations conducted in the project; TM3 pumping station included in the ESMP dated November 2018 was removed from the design due to its collector line being inside a protected site and it was decided to proceed with the construction of TM2- 2 pumping station which was among the alternatives. Further assessments are considered during selection of the locations for pumping stations such as the area to construct the pumping station not to be an agricultural area, or to have a status of public area. 2 pumping stations (TM1 and TM 2-1) currently planned to be constructed, on the other hand, shall be built inside forest area away from settlements. Having pumping stations inside the forest shall be beneficial in eliminating impacts such as visual pollution and odor in a natural way. Pumping stations to be built inside forest area shall not damage the natural habitat of the forest and tree cutting activities shall be conducted in line with the opinion of the Regional Directorate of Forestry. Half buried reinforced concrete construction is assessed as the most appropriate alternative for TM2-2 pumping station which is located among buildings since package type pumping stations require large area usage, their excavation sites are bigger and they create environmental impacts in high flow rates such as odor formation etc. Completely above ground structure would reduce the cost however it will also increase environmental impacts. Completely buried structure, on the other hand, will increase cost and requirement for area usage however environmental impacts would be reduced during the operation phase provided that it is used with low flow rates. Therefore, half buried design was planned to be realized in a manner that ensures optimum conditions. Half buried design shall be built with landscaping works and visual design in harmony with the environment, thus it shall not cause visual pollution. Similarly, TM2-1 pumping station shall also be constructed as half buried reinforced concrete in line with the hydraulic calculations. Following the on-site investigations conducted at the area where pumping stations are required to be built, the most appropriate site was deemed to be the area of TM2-2 pumping station included in the revised design. Among the criteria used to select the site, priority was given to the hydraulic calculations and land usage status. TM2-2 pumping station site has the most appropriate location in terms of topography considering the costs in the selection of machinery equipment. Furthermore, it was deemed as the most appropriate alternative considering other factors as well, such as land being owned by the municipality and its usage properties such as its location within park area. Plans involve not changing the properties of the areas which are currently used as parks, thus making the appropriate landscaping for these. Necessary measures shall be taken for odor, visual and sound insulation. Measures to be taken; Odor; - Collection system shall be checked regularly in order to prevent hydrogen sulfide emissions and the necessary works shall be conducted to open up blockages. - Mud accumulation in the pipe lines shall be prevented. (e.g. flushing the pipe lines with clean water). - Processes shall be continuously monitored in order to optimize working conditions and prevent the odor from getting out. - Regular checks shall be conducted on discharges of collection lines as per discharge regulations in order to control odor formation in wastewater collection systems. - Sewerage systems were designed to enable flow and supplying air at critical points in the sewerage systems was considered. - Organic materials that may cause odors in sewerage network lines and pumping stations shall be routinely cleaned before the season using equipment with high vacuum capacity. - Various processes for pH checks and disinfection operations shall implemented in order to control the conditions that enable microbiological growth. Furthermore, turbulence conditions were especially considered in designing wastewater collection system in order to minimize odors that will occur due to turbulence. - Elimination of hydraulic splashes along the proper and accurately designed pipes and channels, control of the water level during the operation and minimization of free fall induced turbulence shall be ensured. - Odor formation shall be taken under control by controlling the release of aerosol compounds. - Odor control shall be ensured in pumping stations with anti-odor units. Provisions of the “Regulation on Control of Emissions that Contribute to Odor” entering into force after publication in the Official Gazette dated 19.07.2013 and numbered 28712 shall be abided. Visual Pollution; - As part of TM2/2 Pumping station area, usage of which was specified as park area, the works shall be conducted by restricting the land usage to the area of pumping station and care shall be taken not to disturb the current park's properties and view. 31 FETHIYE – HISARONU – OVACIK SEWERAGE NETWORK AND COLLECTOR LINE - Once the necessary conditions are met, forestation and landscaping activities shall be conducted and works shall be done in a manner that would not hinder the current land usage. - Care shall be taken not to disturb public's daily use of facilities such as walking paths. - It may be possible to create barriers around the pumping station using plants suitable for the available flora with the purposes of noise absorption and creating visual beauty. Noise Pollution; - The noise caused by the construction machinery and vehicles is expected to have a negative impact on vulnerable receiving environments around the project site. With the aim of minimizing the impact, construction works will be carried out during daytime (07:00 a.m. - 07:00 p.m.). - The noise levels in the sensitive receptors will be monitored regularly and additional measures will be taken if needed. - Noise caused by the machinery and equipment to be used inside the pumping stations shall be absorbed within the enclosed structure and it shall have no disturbing impact for the external environment. Necessary measures shall be taken for sound insulation. - All units and branches of the plant shall be planned in lien with the provisions of the “Environmental Noise Assessment and Management Regulation” entering into force after being published in the Official Gazette dated 04.06.2010 and numbered 27601 and “Environmental Noise Assessment and Management Regulation” entering into force after being published in the Official Gazette dated 08.11.2015 and numbered 29536 according to Article 28. - Necessary measures shall be taken to ensure the limit values specified in the regulation and sound levels shall be decreased between the surrounding settlements and construction site using sound filtering methods specified as per Noise Mitigation Measures Handbook published as part of "Harmonization and Implementations of EU Directives Regarding Environmental Noise Assessment and Management Regulation.” Works to be conducted on the site shall be conducted during daytime and no work shall be conducted during nighttime. - The noise that is possible to occur shall be mitigated by timely and regular maintenance of work machinery and equipment working within the site in order to prevent negative impacts on the workers, local people and animals in the surrounding area of work sites. Care shall be taken not to operate work machinery simultaneously. - Barriers to be placed around the construction site and trees at the area shall contribute in the absorption of noise. - Activities to be conducted during the operation phase of the project shall be conducted in enclosed environments. - Pumps to be used in pumping stations shall be positioned inside the water and they shall be surrounded by reinforced concrete walls. Noise occurring due to mechanical equipment is absorbed by the reinforced concrete walls, then transferred to the receiving environment through airway. Therefore, there shall be no noise at the level that would disturb the external environment during the operation phase. - Necessary monitoring shall be conducted with regard to noise pollution and in the event of a noise problem occurring due to pumping stations, additional measurements shall be taken accordingly (using additional sound insulation materials, constructing sound barriers etc.). - Works shall be carried out in line with the provisions of the “Environmental Noise Assessment and Management Regulation” entering into force after being published in the 32 FETHIYE – HISARONU – OVACIK SEWERAGE NETWORK AND COLLECTOR LINE Official Gazette dated 04.06.2010 and numbered 27601 (Amendment Official Gazette: 08.11.2015/29536). Furthermore, all the necessary measures shall be taken at maximum level in order to prevent public places such as parks and walking paths etc. to be impacted from the construction of pumping stations. In case the impact is unpreventable, areas such as these shall be recovered to their pre-construction state and reopened for the public service. In the event of any pandemic including COVID-19 and/or epidemic, directions, directives and recommendations of Ministry of Health, Ministry of Family, Labor and Social Services and World Health Organization regarding the issue shall be observed and every kind of measures shall be taken both for employees' occupational health and safety and work places concerning the issue. Unexpected circumstances / emergency / crisis management / action plans specific for the sites shall be prepared and implemented with regard to COVID-19 and other possible pandemics and epidemics. Emergency action plans shall be prepared by taking into account regulations concerning storage and disposal of medical wastes that may occur at the site. Consideration shall be given to contagious nature of these wastes depending on the material as well as increase in the amount of the waste in time. Extensive information shall be provided as part of emergency action plans both to employees and in the settlements near the project site or passing through the project site. Employees shall receive periodical trainings with regard to COVID-19 symptoms, protection methods and what they should do when these symptoms appear. 4.5. Technical Specifications of the Project As part of the project, Hisarönü and Ovacık Neighborhoods Sewerage Network commissioned by Iller Bankası was revised by the consultant and the purpose was to transmit wastewater of Hisarönü and Ovacık neighborhoods to Fethiye WWTP through pumping stations and collector lines and to decrease the loads on the existing network by connecting the wastewater of the neighborhoods located at the eastern basin of Atatürk Street, which was selected as the route, to the collector line. Cancellation of two pumping stations (TM3 and TM9) included in the approved ESMP and construction of TM2/2 pumping station to replace TM3 due to collector line route change was planned. Atatürk Street shall be used as the route as part of the revised project and wastewater of the neighborhoods located at the eastern basing shall be connected to the planned collector as in the current situation. Construction of Fethiye Sub-province, Ovacık-Hisarönü-Fethiye sewerage network and collector line connection project has been prepared in compliance with the provisions of "Instructions for Planning Sewerage Works and Preparation of Designs" and "Special Specifications for the Final Designs of Sewerage Networks" of Directorate General of Iller Bankasi. Overall, the purpose of the Project is evaluation of the construction of new pumping station, force mains, sewerage network and collector lines with gravity to transmit the whole wastewater to be generated at the settlements located at Ovacık and Hisarönü localities of Ölüdeniz Neighborhood, Fethiye Sub-province to the Fethiye WWTP. The purpose of the project is transmission of domestic wastewater to be generated in Ovacık and Hisarönü 33 FETHIYE – HISARONU – OVACIK SEWERAGE NETWORK AND COLLECTOR LINE localities of Ölüdeniz Neighborhood to Fethiye WWTP and construction of Fethiye Sewerage Network New Collector Line according to this peak flow rate received. Peak flow rates to come from Ovacık-Hisarönü Regions are presented in Table-9. Thanks to this new collector line, coastal collector will be relieved and the repair works of the existing collector line because of underground infiltration will be easier. Infiltration to the collector and network dilutes the quality of the wastewater as well as increasing the costs caused by pumping and treatment of excess water. However, for certain cases where typical designs do not fulfill the requirements of the project (in case dimensions are too small or the ground is not in good condition, etc.), specific designs shall be produced fulfilling the requirements. This process shall be carried out during the design phase. All pipes used in the network shall be Integrated Sealed Concrete pipes. Principles of the applicable TS 7397 standard shall be considered for the calculations of external loads exerted to the pipes. While calculating the total external load according to the standard, type of the backfilling material and compaction module, as well as channel conditions and bedding type are of utmost importance. However, experiences reveal that, in addition to these factors, the method of construction also have great impact on the pipes. The strengths of concrete and reinforced concrete pipes are given in TS 821. However, peak pressure loads at  700 mm reinforced concrete pipes can be found through static calculations.  Pipe Covering The process up to 30 cm above from the top elevation level of the pipe over bedding is called pipe covering. Covering, removal of shoring and backfilling works are carried out in parallel to each other. Covering material shall be compactable. Covering is a complementary process of bedding. Water to be accumulated in the manhole to be constructed at the lowest elevation where foundation drainage lines meet shall be removed through pumping out until stormwater network is built by the municipality. In addition, Package Pumping Station was also used. TM1 Pumping station shall be constructed as package type and TM 2/1 and TM2/2 pumping stations shall be constructed as reinforced concrete half buried stations. Design of the pumping station planned to be built as a half buried structure has been planned in compliance with the Fethiye Municipality's Town Council Decision. These pumping stations planned as TM1, TM2/1 and TM3 were revised as TM1, TM2/1 and TM2/2 as a result of design revisions. TM1 line transmits the wastewater in that basin to the region where TM2/1 pumping station is located, TM 2/1 force main transmits it to the shaft no. 2877 before TM2/2 pumping station and TM2/2 pumping station transmits it to the shaft no. 1778A which connects to the collector line. ENVIRONMENTAL AND SOCIAL MANAGEMENT STRUCTURE AND RESPONSIBILITIES 5.1. Environmental and Social Management Structure Muğla Metropolitan Municipality General Directorate of Water & Sewerage Administration (MUSKI) is a public entity reporting to Muğla Metropolitan Municipality established in line with Law no. 2560 by the Cabinet Decision no. 2014/6072 published on the Official Gazette dated 31.03.2014 with issue no. 28958. Muğla Province has gained the status of metropolitan in accordance with the Law no. 6360 on Making Amendments on Some Laws and Statutory Decrees by Establishing Twenty Seven Sub-provinces and Metropolitan Municipalities in Fourteen Provinces, where legal entities of villages and town municipalities within the administrative boundaries of the affiliated sub-provinces have been abolished, villages became districts and municipalities were incorporated to their affiliated sub-provincial municipalities as one district under the names of their towns. MUSKI was established to execute water and sewerage services throughout the province (Figure 13). Figure 13: Administrative Boundaries of Muğla Metropolitan Municipality Main target and principle of MUSKI is to supply clean, high quality and healthy drinking water to Muğla inhabitants, to use and preserve the water resources in the most efficient way, to ensure the recycling of used waters and to provide high standard services by adopting a modern management approach in its institutional development. MUSKI is responsible for the preparation, implementation and monitoring of this ESMP. It is also responsible for ensuring the organization of the public participation meeting in order to get the views of the affected communities and groups, together with the contractor firm, and to create a grievance mechanism and put it into practice. 51 FETHIYE – HISARONU – OVACIK SEWERAGE NETWORK AND COLLECTOR LINE 5.2. Training The second important aspect for the effective implementation of the ESMP is the training of staff (engineers, technical staff, workers, etc.) who will work in the construction activities. The contractor shall generally inform and train its staff about the environmental issues, and particularly about the ESMP requirements. They can use their own resources for this, as well as receive services from private firms or related departments of universities. The environmental and social training program shall include the following:  Environmental and social impacts of projects and mitigation measures,  Understanding the reporting requirements and rules,  Informing the public institutions about the environmental and social aspects of the projects and the legislation,  Training on the relations with the community and press members,  Training on response to environmental accidents,  Training on recording all kinds of complaints and requests that may arise during the project process in the grievance mechanism of the project and responding in a timely manner, The Contractor is liable to keep records of the environmental and social training provided to its staff. The effectiveness and adequacy of the training shall be tested by internal audits. The Contractor is liable to ensure that the subcontractor’s staff is also trained on the mentioned subjects and take this into consideration while making a contract with the subcontractors. 5.3. Institutional Regulations, Required Approvals and Permits The main actors in the implementation of this framework are the Project Management Unit (PMU) of Iller Bankasi and MUSKI, who put forward the project. A summary of roles and responsibilities is given in Table 16. Iller Bankasi plans, builds and finances water supply, sewerage networks, water and wastewater treatment plants, solid waste management systems, sea outfall, geothermal applications and building constructions (municipal buildings, cold storage, station buildings and landscape architecture, etc.) needed by municipalities. Iller Bankasi shall ensure the execution of the following specifically for this project:  Provide guidance about public participation and announcement requirements as well as preparation of MUSKI's project documents in compliance with the World Bank's 53 FETHIYE – HISARONU – OVACIK SEWERAGE NETWORK AND COLLECTOR LINE requirements, re-submission of the relevant documents for the approval of the World Bank after the necessary revisions are made, if any of the approved project documents require revision, and following up on consultation and publication of the approved documents by MUSKI in a timely manner,  In the event that consultation process coincides with COVID19 etc. pandemic period, monitoring and auditing the consultation process to ensure that it is managed with additional measures in line with the restrictions of the government valid for the relevant period,  Provide guidance to MUSKI officials and consultants about the World Bank’s protection measure requirements (documents and procedures) on cultural assets, land acquisition and involuntary resettlement, natural habitats, forests and international waterways,  Review documents related to the environmental and social assessment of the project, submit a written opinion to MUSKI’s consultants, and officially approve these documents and procedures in accordance with the requirements of the World Bank protection measures,  Ensure other agreements regarding the implementation of the requirements of ESMP and other environmental and social protection measures are signed,  Document the performance, recommendations and additional steps to be taken as part of the overall project inspection to be monitored and inspected by MUSKI for the implementation of ESMP requirements and report to the Iller Bankasi in every 3 months. These quarterly reports shall be compiled by the Iller Bankasi and included to the project progress report to be submitted to the attention of the World Bank once in every 6 months,  Have an opinion about the thoughts of the relevant groups and local environmental / social experts on the environmental and social aspects of the project actions and, if necessary, meet with them during site visits,  Facilitate coordination and communication with the World Bank’s monitoring missions on the environmental and social protection measures of project implementation, World Bank The duty of the World Bank is to supervise and approve the use of loan obtained from the Bank as part of the relevant work and compliance of the Tenders and Contracts with the World Bank tender, contract documents and procedures. The transactions to be made will be checked by the Bank in certain periods. Contractor The Directorate General of MUSKI is responsible for the environmental and social impacts originating from the project during the construction and operation phases. During the tender stage for the construction phase, MUSKI shall include the ESMP in the tendering documents and ensure that the Contractor is aware of the environmental and social 54 FETHIYE – HISARONU – OVACIK SEWERAGE NETWORK AND COLLECTOR LINE commitments made. Reflecting any kind of revisions made by the Contractor on the relevant project documents, informing Ilbank about the process and conducting the necessary consultation process with regard to implemented and approved changes are among the duties of MUSKI. The activities that shall be performed by the Contractor and supervised by the Consultant are as follows:  Practice all the conditions and rules mentioned in the ESMP document, which is a part of the contract document on-site and at the technical office and revise it with MUSKI, if required,  Provide necessary trainings to the staff who will work during the construction phase,  Provide necessary information to MUSKI at the ESMP introduction meeting to be held for the public and non-governmental organizations as part of the project, manage grievance mechanism and regularly report the complaints to MUSKI,  Regularly monitoring the project activities and drafting quarterly Environmental and Social Monitoring Reports as part of ESMP and submitting those reports to Directorate General of MUSKI. 55 FETHIYE – HISARONU – OVACIK SEWERAGE NETWORK AND COLLECTOR LINE 6. ENVIRONMENTAL AND SOCIAL MANAGEMENT PLAN 6.1. Environmental and Social Background 6.1.1. Geology The geological formation in the region, from the oldest to the youngest, can be listed as Kayaköy Dolomite, Marmaris Peridotite, Karaböğürtlen Formation, Babadağ Formation, Faralya Formation, Alluvium and Slope Wash. The area where Beydağları Autochthonous , Yeşilbarak Nappe and Lycian nappes are observed at the surface, autochthonous rock units (Beydağları Autochthonous) are found as tectonic windows. Beydağları Autochthonous is represented by the Dişitaştepe Formation, composed of Upper Cretaceous age limestones, and Sinekçi Formation composed of Lower Miocene age algal limestone, argillaceous limestone and claystone. Beydağları Autochthonous is tectonically overlain by the Yeşilbarak Nappe; while Yeşilbarak Nappe is tectonically overlain by the Lycian Nappes. Pliocene age lacustrine sediment and Quaternary age terrestrial formations observed as angular unconformity over Lycian Nappes are the top rock layer of the region. The formations observed at the project city and its vicinity are Kayaköy Dolomite, Marmaris Peridotite, Karaböğürtlen Formation, Babadağ Formation, Faralya Formation, alluvium, slope wash and beach sediments. Ölüdeniz settlement is established on Quaternary age alluvium and slope wash in general. Partially, there are settlements on limestones, Peridotites and Faralya Formation, which are less resistant to abrasion at the west parts of the area. The topography of the areas where limestones exposed are steeper, which limits the settlement area. There are alluvium sediments at the west part of the settlements and slope washes covers larger areas at the east. Alluvium units are generally fine grained and sands and gravels form lenses. Gravel blocks can be observed more commonly on the banks of the rivers. Slope washes mainly consist of angular, truncate angular pebbles and blocks. The sand and clay sized materials are less common. 6.1.2. Hydrogeology The survey site consists of dry river (drainage) beds which are indicators of seasonal flows. There are no rivers in the region having continuous flow. There are no lakes within the survey area. Ölüdeniz is located on the coastal line of the Mediterranean Sea. Formations in the region that carry the groundwater are the sandy gravely levels of the alluvium at the coastal section. The groundwater in the alluvium can be salty at some locations because of sea water infiltration. The groundwater is limited in the limestones around the Ölüdeniz location. Furthermore, the level of groundwater raises particularly during the rainy seasons at the lower altitudes, such as Ovacık and Hisarönü neighborhoods, and the soil becomes saturated from the surface. However, the situation is vice versa during the summer months and the groundwater level can decrease below up to 3 to 4 meters. 6.1.3. Seismicity The area is a 1st Degree Earthquake Zone according to the new Turkish Earthquake Zones Map of Turkish Ministry of Public Works and Settlement Directorate General of Disaster Affairs published on 18.04.1996. All construction activities to be carried out within the area shall be strictly in compliance with the "Regulation on the Buildings to be Constructed in 56 FETHIYE – HISARONU – OVACIK SEWERAGE NETWORK AND COLLECTOR LINE Disaster Areas". Figure 14: Turkey Earthquake Risk Map Figure 15: Active Fault Map of Turkey** **Source: General Directorate of Mineral Research and Exploration-Active Fault Map of Turkey 57 FETHIYE – HISARONU – OVACIK SEWERAGE NETWORK AND COLLECTOR LINE An earthquake occurred at the region on 06.10.2016, at 08:03:07 at the Aegean Sea, 51 km to Muğla province Bodrum sub-province of 1.6 (M.L.) magnitude. (Turkish Prime Ministry Disaster and Emergency Management Presidency, Earthquake Department). Figure 16: Earthquake Zones Map for Muğla Province Turkish Earthquake Zones Map was prepared by the Turkish Ministry of Public Works and Settlement and came into effect with Council of Ministers’ Decision no 96/8109 dated 18.4.1986. According to this map, Muğla region is in 1st degree earthquake region. In all types of structures to be built, principles of “Regulations for the structures to be built in disaster areas” of former Ministry of Public Works and Settlement shall be complied with. 6.1.4. Climatic conditions The climate of the Project area is a typical Mediterranean climate, where summers are hot and dry, and the winters are mild and wet. The annual average temperature is 18.3ºC. The highest average temperature can be observed in July and August, while the lowest average temperature can be observed in January and February. 6.1.4. Flora and Fauna Maquis are observed at the coastal zone in Fethiye and its vicinity (at altitudes less than 600 m) and there are conifer forests at the higher altitudes. These forests consist of European Black Pine, Turkish Pine and Cedar forests. At the coastal areas, there are shrubs, olive groves, oak barrens and citrus trees. Major maquis species found in the area are acorns, wild olive, wild 58 FETHIYE – HISARONU – OVACIK SEWERAGE NETWORK AND COLLECTOR LINE pear, sandalwood, phillyrea, pistacia, carob bush, bay trees, chaste trees, myrtle, chinaberry trees, syrian juniper, willow, acacia, rhus, corncockle. Plane, poplar, alder trees are the common tree species that can be observed by the rivers and waterfronts. The most significant flora species in the region are ophiocordyceps sinensis, thistle, clover, Johnsongrass, couch grass, buckthorn, Lambs quarters, common wild oat, pennyroyal, common barberry, salvia, Anatolian orchid, blackthorn, distaff thistle and yellow star-thistle. Out of the 5 sea turtle species represented in the Mediterranean basin, 3 species (Caretta caretta, Chelonia mydas, Dermochelys coriacea) are identified in the waters of Turkey. One of the nestling sites for Caretta caretta, and Chelonia mydas species, which are protected under Bern and CITES conventions, is Fethiye-Çalış Beach. 17 mammal species were detected in the region, and yet there are no endemic species among these mammals for Turkey. The most important mammal species in the region is Otters (Lutra lutra). Furthermore, 117 insect species can be observed in the region. The region, which is rich in terms of kind and number of birds, is home to 126 bird species. 6.1.5. Sensitive Areas A part of the project area is located within the Fethiye-Göcek Special Protection Area which covers an approximate area of 806 km2. This area was evaluated and promulgated as protection area with the decision of the Council of Ministers dated 05.07.1988 and numbered 88/13019. Later, the boundaries of the area were finalized with the decision of the Council of Ministers dated 08.11.2006 and numbered 2006/11266. One of the nesting sites of Caretta caretta and Chelonia mydas species which are species under protection according to Bern Convention and CITES is Fethiye Beach. Liquidambar orientalis (Oriental Sweetgum) is one of the endemic species growing in streams, deltas and where base water level is high at Fethiye- Göcek Special Protection Zone. The hardwood oil obtained from sweetgum trees is used in cosmetics and pharmaceutical industry. Göcek Fazil Lycian salamander (Lyciasalamandra fazilae) is an endemic fauna species in the region. 6.2. Environmental and Social Impacts Air quality: Dust formation is expected due to excavation works as part of construction and land preparation works of the project. It is anticipated that the impacts are temporary and reversible. Necessary measures shall be taken to avoid dust formation during filling, emptying and transfer processes and the trucks will be covered as a measure. Roads shall be watered regularly to avoid dust emissions. In addition, exhaust emissions from construction machinery and equipment are expected. Necessary measures shall be taken against the formation of dust and exhaust gas. In this context, construction machinery and equipment and vehicles will be periodically checked and maintained. Therefore, the impacts are expected to be low. However, if the emission levels have negative impacts on the sensitive receiving environments and the communities in the vicinity, additional measures shall be taken. Land Preparation and Construction Phase; In the land preparation phase of the project, soil excavation operations shall be conducted first. 59 FETHIYE – HISARONU – OVACIK SEWERAGE NETWORK AND COLLECTOR LINE Dust emissions will be generated during the soil excavation processes of the project. Flow rates of the dust emissions to occur during soil excavation works, loading excavated soil on trucks and transporting them to excavation soil disposal areas were calculated according to controlled and uncontrolled working conditions by using the emission factors found in Industrial Air Pollution Control Regulation Table 12.6 (Table 17) below. In the calculations made for controlled and uncontrolled conditions; Total dust emissions to occur under uncontrolled conditions were calculated as : 0.42 kg.dust/h Total dust emissions to occur under controlled conditions were calculated as : 0.21 kg.dust/h The total emission value calculated under controlled conditions is under the limit value (dust emission limit value at places other than chimney=1.0 kg/hour) specified in Appendix-2 of the “Industrial Air Pollution Control Regulation” dated 03.07.2009 and numbered 27277 and the “Regulation on Amendment of the Industrial Air Pollution Control Regulation” entering into force after publication in the Official Gazette dated 20.12.2014 and numbered 29211. During land preparation and construction phases of the project;  Construction machines shall be maintained regularly.  During the process of transportation of the excavation material, sprinklers shall be used and wheels of the vehicles shall be washed periodically to prevent dust emissions.  During their transportation, excavated materials will be covered with canvas. Operation Phase; The source of odor from wastewater is the chemicals in the wastewater or the gases generated as a result of decomposition of the organic matters. The most significant ones of these gases that cause odor problem in the wastewater are the chemicals such as hydrogen sulphide, ammonia, mercaptan. Preventing bad odors at wastewater ducts and pumping stations is only possible by making the suitable design and installing odor removal units. Unit designs have considered flow rate projections of the future years and calculations have been made in a manner that would provide optimum working conditions even at peak flows. Furthermore, providing the necessary ventilation for each pumping station, supplying required air in order to prevent odor in the units and taking bad odors that occur to the odor treatment unit via collection lines found over the units were included in the plans. Gases that may possibly occur inside the pumping stations shall be conveyed to the activated carbon odor filters via collection channels. Air treated in the activated carbon filters shall be blown back to the air free from the emissions that create odors. Air discharged from pumping stations does not have a negative impact with regard to human health and comfort. With the construction of pumping stations, environmental pollution and bad odor created by the septic tanks currently in use in the region and uncontrolled wastewater discharge shall also be eliminated. Odor units of the same type shall be installed in all of the package and reinforced concrete half buried pumping stations. 61 FETHIYE – HISARONU – OVACIK SEWERAGE NETWORK AND COLLECTOR LINE Activated carbon filters are frequently used systems in prevention of odor formation with low cost and high efficiency. Activated carbons may be produced from unrenewable resources such as coal as well as other materials that may be considered as waste such as coconut shell, rice shell, nut shell etc. Filters operation principle is based on keeping the odor forming chemicals found in the air on the surface of the filters. Activated carbon filters work with adsorption principle, which is basically accumulation on the surface. Activated carbon filters are used in many areas such as domestic water treatment devices and they do not have a polluting impact on the environment. In order for the activated carbon filters to be installed in pumping stations to work efficiently, they should be renewed as their surface areas/capacities are filled. Maintenance of odor removal units and filters shall be done regularly and filters shall be replaced before their efficiencies drop. Energy requirements of pumping stations shall be supplied from the main grid and there are no other sources of polluting emissions within the pumping stations, except odor emissions. Measures to be taken; - Collection system shall be checked regularly in order to prevent hydrogen sulfide emissions and the necessary works shall be conducted to open up blockages. - Mud accumulation in the pipe lines shall be prevented. (e.g. flushing the pipe lines with clean water). - Processes shall be continuously monitored in order to optimize working conditions and prevent the odor from getting out. - Regular checks shall be conducted on discharges of collection lines as per discharge regulations in order to control odor formation in wastewater collection systems. - Sewerage systems were designed to enable flow and supplying air at critical points in the sewerage systems was considered. - Organic materials that may cause odors in sewerage network lines and pumping stations shall be routinely cleaned before the season using equipment with high vacuum capacity. - Various processes for pH checks and disinfection operations shall implemented in order to control the conditions that enable microbiological growth. Furthermore, turbulence conditions were especially considered in designing wastewater collection system in order to minimize odors that will occur due to turbulence. - Elimination of hydraulic splashes along the proper and accurately designed pipes and channels, control of the water level during the operation and minimization of free fall induced turbulence shall be ensured. - Odor formation shall be taken under control by controlling the release of aerosol compounds. - Odor control shall be ensured in pumping stations with anti-odor units. Provisions of the “Regulation on Control of Emissions that Contribute to Odor” entering into force after publication in the Official Gazette dated 19.07.2013 and numbered 28712 shall be abided. Noise: The noise caused by the construction machinery and vehicles is expected to have a negative impact on vulnerable receiving environments around the project site. With the aim of minimizing the impact, construction works will be carried out during daytime (07:00 a.m. - 07:00 p.m.). The noise levels in the sensitive receptors will be monitored regularly and additional measures will be taken if needed. 62 FETHIYE – HISARONU – OVACIK SEWERAGE NETWORK AND COLLECTOR LINE Noise caused by the machinery and equipment to be used inside the pumping stations shall be absorbed within the enclosed structure and it shall have no disturbing impact for the external environment. Necessary measures shall be applied for sound insulation. All units and branches of the plant shall be planned in lien with the provisions of the “Environmental Noise Assessment and Management Regulation” entering into force after being published in the Official Gazette dated 04.06.2010 and numbered 27601 and “Environmental Noise Assessment and Management Regulation” entering into force after being published in the Official Gazette dated 08.11.2015 and numbered 29536 according to Article 28. Necessary measures shall be taken to ensure the limit values specified in the regulation and sound levels shall be decreased between the surrounding settlements and construction site using sound filtering methods specified as per Noise Mitigation Measures Handbook published as part of "Harmonization and Implementations of EU Directives Regarding Environmental Noise Assessment and Management Regulation.” Works to be conducted on the site shall be conducted during daytime and no work shall be conducted during nighttime. The noise that is possible to occur shall be mitigated by timely and regular maintenance of work machinery and equipment working within the site in order to prevent negative impacts on the workers, local people and animals in the surrounding area of work sites. Care shall be taken not to operate work machinery simultaneously. Barriers to be placed around the construction site and trees at the area shall contribute in the absorption of noise. Activities to be conducted during the operation phase of the project shall be conducted in enclosed environments. Pumps to be used in pumping stations shall be positioned inside the water and they shall be surrounded by reinforced concrete walls. Noise occurring due to mechanical equipment is absorbed by the reinforced concrete walls, then transferred to the receiving environment through airway. Therefore, there shall be no noise at the level that would disturb the external environment during the operation phase. The design in question is valid both for the package and reinforced concrete half buried pumping stations. Necessary monitoring shall be conducted with regard to noise pollution and in the event of a noise problem occurring due to pumping stations, additional measurements shall be taken accordingly (using additional sound insulation materials, constructing sound barriers etc.). Works shall be carried out in line with the provisions of the “Environmental Noise Assessment and Management Regulation” entering into force after being published in the Official Gazette dated 04.06.2010 and numbered 27601 (Amendment Official Gazette: 08.11.2015/29536). Noise shall be generated due to the machinery equipment that will operate while carrying out activities which are the subject of the project. In the calculation of the noise to be generated, machinery equipment was evaluated on a facility basis. Works to be conducted as part of the project shall be conducted in enclosed environments and pumps in general shall be located inside the water. Therefore, there shall be no noise at the level that would disturb the external environment during the operation phase. This situation was supported by the calculations as well. 63 FETHIYE – HISARONU – OVACIK SEWERAGE NETWORK AND COLLECTOR LINE "Sound power level" of the sound sources with given machine powers is calculated according to the below formula. Pumping stations are located 15 m away from the nearest residence. As seen in the Table-25 where Leq values were created through calculations according to distances, noise levels originating from machinery and equipment in the operation phase were calculated and the level of 52.44 dBA was found at 15 m distance to the source; therefore, the level is observed to be below the limit values of Lday 65 dBA and Lnight 55 dBA for "Among the areas where commercial structures and noise-sensitive uses are found together, areas with dense presence of residences" according to Regulation on Environmental Noise Assessment and Management Article 22 (a) Table 4 "Environmental noise limit values for industrial facilities." Lday 65 dBA and Lnight 55 dBA limit values are met at the nearest settlement 15 meters away. Thus, noise pollution during the operation phase of the project is not expected to affect settlement places. For the noise that may occur during the installation and operation phases of the plant shall be planned in line with the provisions of the “Environmental Noise Assessment and Management Regulation” entering into force after being published in the Official Gazette dated 04.06.2010 and numbered 27601 and “Regulation Regarding Changes in Environmental Noise Assessment and Management Regulation” entering into force after being published in the Official Gazette dated 27.04.2011 and numbered 27917. Water and Wastewater: MUSKI and the consultant are obliged to supply the required water for the project without adversely affecting the ground and surface waters. If the excavated trenches are filled with surface water, groundwater or rainfall, the potential muddy water in these channels will be discharged, and the water to be discharged will not be directly discharged to the receiving environment. These waters will be discharged to the receiving environment after eliminating the sand and sludge. Traffic: A density in the local traffic is expected as part of the works to be carried out due to vehicles entrances to and exits from the construction sites. Failure to fully enclose the working sites and placement of the necessary warning signs may result in accidents that may threaten community health and safety. In order to prevent those situations, the construction schedule and restrictions on traffic shall be announced to the public on a timely manner. Community health and safety: MUSKI and consultant companies shall investigate the related area before the excavation and construction works and take necessary measures for the residents of the area. Warning signs shall be installed on the work site and the perimeter shall be surrounded by fences to avoid trespassing. Alternative routes other than the limited roads at the construction area throughout the works shall be announced to inform the public. Public shall be informed by written, oral and audio warning signs to be installed at the construction site and measures shall be taken for the transportation of the individuals with physical challenges. Before the construction works start, there shall be a written notice regarding the work sites and work hours. With regard to COVID-19 and other possible pandemics/epidemics, briefings of relevant institutions and organizations, particularly Ministry of Health and Ministry of Family, Labor and Social Services shall be regularly followed and the up-to-dateness of the measures taken shall be continuously reviewed. Personnel working as part of the activities and materials 69 FETHIYE – HISARONU – OVACIK SEWERAGE NETWORK AND COLLECTOR LINE to be used shall be prevented from contacting local people with the purpose of ensuring that field works do not create risks for local people's health and the measures to be taken as part of pandemic shall be extended in line with this. Unexpected circumstances / emergency / crisis management / action plans specific for the sites shall be prepared and implemented with regard to COVID-19 and other possible pandemics and epidemics. Emergency action plans shall be prepared by taking into account regulations concerning storage and disposal of medical wastes that may occur at the site. Consideration shall be given to contagious nature of these wastes depending on the material as well as increase in the amount of the waste in time. Extensive information shall be provided as part of emergency action plans both to employees and in the settlements near the project site or passing through the project site. Occupational health and safety: Construction works can cause accidents that may threaten the health and safety of workers if measures are not taken. Thus, MUSKI and the consultant companies are obliged to provide safe and healthy work environment to the workers. The workers shall be informed about job descriptions, responsibilities, relations with the local community and risks about occupational health and safety before they begin working. The workers will be provided with the necessary personal protective equipment and information on work and occupational safety and relationship with the local community through regular training prior to commencement of works. Before the construction works start, a Risk Assessment Report shall be prepared for all works to be carried out and necessary measures shall be taken to avoid these risks. "Emergency Response Plans" shall be prepared for a possible accident and emergency and emergency teams shall be established and drills and training shall be carried out in line with the emergency scenarios. Furthermore, in the event of any pandemic including COVID-19 and/or epidemic, directions, directives and recommendations of Ministry of Health, Ministry of Family, Labor and Social Services and World Health Organization regarding the issue shall be observed and every kind of measures shall be taken both for employees' occupational health and safety and work places concerning the issue. Unexpected circumstances / emergency / crisis management / action plans specific for the sites shall be prepared and implemented with regard to COVID-19 and other possible pandemics and epidemics. Emergency action plans shall be prepared by taking into account regulations concerning storage and disposal of medical wastes that may occur at the site. Consideration shall be given to contagious nature of these wastes depending on the material as well as increase in the amount of the waste in time. Extensive information shall be provided as part of emergency action plans both to employees and in the settlements near the project site or passing through the project site. Employees shall receive periodical trainings with regard to COVID-19 symptoms, how they should protect themselves and what they should do when these symptoms appear. Both occupational health and safety professionals and employees shall be consulted during the phases of determination and implementation of the measures to be taken. Big work teams shall be separated into smaller units and employees shall act observing social distancing rules. 70 FETHIYE – HISARONU – OVACIK SEWERAGE NETWORK AND COLLECTOR LINE A work schedule shall be created in order to ensure continuation of site operations with minimum number of employees. Interactions between employees, including during the breaks, shall be kept at minimum levels during their work hours. Employees shall use personal protective equipment compliant with the standards as well as their jobs against the risk of contagion. Shared use of personal protective equipment by employees and reuse of disposable materials and materials that have lost their hygienic properties shall be prevented. Materials newly arriving at the operation site shall be stored at the specific areas, entries to and exits from these areas shall be prohibited for unauthorized personnel and contact with the materials shall be prevented. Employment: Personnel shall be recruited during the construction phase of the project. Local manpower and recruitment options shall be considered to the extent possible. Furthermore, accommodation shall be required for the employees specialized on a particular matter and arriving from out of town. Accommodation shall be provided at areas close to downtown. MUSKI and sub-consultants shall never allow child labor or forced labor under no circumstances. All Turkish Laws and International Labor Organization Conventions related to child labor, forced labor, discrimination, freedom of association and collective bargaining shall prevail. Labor influx shall be considered as part of the risks arising from long-term accommodation of the workers at the construction camp area to be established at the work site during the construction of the investments. However, there will be no camp areas within the work site. The employees shall be recruited from the locals as many as possible. Therefore, labor influx is not expected. Waste management: During the works, vegetative top soil shall be excavated from time to time. However, in case the excavation material is more than necessary, keeping in contact with the related institutions, the excess of excavation will be disposed as needed. In addition to the excavation wastes, it is expected that hazardous and non-hazardous solid wastes to be generated. These wastes will be transported and disposed separately by licensed companies in accordance with local legislations. MUSKI and the consultant are responsible for contacting with the licensed premises and ensuring the recovery / disposal of all wastes as part of local legislation and WB criteria. All employees to be recruited shall be provided training to raise awareness on waste reduction and waste management. In addition to the protective equipment to be used as part of the project, there are additional protective materials (masks, gloves etc.) to be used due to the pandemic. All protective equipment used by the personnel shall be considered as medical waste and emergency action plans shall be prepared accordingly. Medical wastes originating from personnel shall be stored and disposed separately from other wastes as per the “Medical Waste Control Regulation” entering into force after publication in the Official Gazette dated 22.07.2005 and numbered 25883 and guides to be published by the Ministry of Health. 71 FETHIYE – HISARONU – OVACIK SEWERAGE NETWORK AND COLLECTOR LINE Natural Habitats: Project area covers the Fethiye-Göcek Special Protection Zone which is protected according to the national legislation. As Caretta caretta and Chelonia mydas species within the Special Protection Zone nest at the Fethiye beach, the project is not expected to have any impact on the protection area. Furthermore, oriental sweetgum and Göcek Fazil Lycian salamander are other endemic species in the region. As the project area is mostly within the city borders, no impacts on these species are expected. And yet Fethiye-Göcek Special Protection Zone Plan provisions shall be followed. Cultural assets: At this stage of the project, no impact on cultural assets is anticipated. For accidental findings, a chance-finds procedure will be established in accordance with the Turkish legislation, in which communication will be established with the relevant authorities and the legislation will be implemented. Land Acquisition: Within the legal framework in Turkey, land acquisition and expropriation issues are regulated pursuant to Law No. 2942 (amended by Law No. 4650 in 2001). The purpose of this Act is to determine the procedures for the expropriation of immovable properties in the possession of real persons and/or private or legal entities in the case of expropriation of immovable properties under the possession of either real or private legal entities, to identify the proceedings and procedures, expropriation value assessment procedures and studies, transfer and registration issues, mutual rights and obligations as well as the methods and remedies to solve the disputes that may arise from such expropriation. As part of the project, issues that may require expropriation such as private properties and areas that are not reserved for cadastral roads during the selection of routes and the site works are eliminated and the line route is planned to pass from zoned roads. The pipes shall be in embedded position. "Fethiye Sewerage Network and Collector Line Project" of MUSKI does not include any land subject to land acquisition. The subject project is not expected to cause any physical resettlement. In case the project design creates a need for new land acquisition or establishment of right of way, Land Acquisition and Resettlement Action Plan (LARAP) revisions shall be made in the evaluation process. The old route shall be mostly used for the sewage line route to be constructed. Therefore, no impact on the structures located within the project area nor physical resettlement is expected. There is no land acquisition at "Fethiye Sewerage Network and Collector Line Project" of MUSKI. No right of way nor expropriation work is required for the fixed components such as pumping station, etc. over the network line. No new passageway shall be required during the construction period and no personal property shall be required for permanent or temporary use. In the event that the pipes and construction materials are required to be stored, the areas belonging to the Metropolitan Municipality shall be used as a storage area. The location of the pumping station named as TM2/2 is specified as park area inside the zoning plan and necessary permits were obtained from Fethiye Municipality (Appendix-3). Following the construction of the pumping station, landscaping works shall be conducted in the area which is used as park space and it shall continue to be used as park. 72 FETHIYE – HISARONU – OVACIK SEWERAGE NETWORK AND COLLECTOR LINE And TM1 and TM2-1 pumping stations are located inside the forest area and an occupancy permit was given by Muğla Regional Directorate of Forestry for 49 years (Appendix-3). Land use in the works to be conducted inside the forest areas shall be limited with the area where pumping stations shall be built and it shall be ensured that natural life and biodiversity are not negatively affected. The construction of pumping stations is not expected to create an increase in human activities in the region. Forest Law and the provisions of the regulation issued as per the law shall be observed during the works to be conducted in the forest areas. No negative impact on private properties surrounding the area of the project shall occur. Tree cutting activities at the site shall be conducted in line with the opinion of the Regional Directorate of Forestry and saplings of the same species of trees shall be planted in and around the pumping station area as a replacement of the trees that have been cut. Landscaping Works: During the works to be conducted at the area planned to install TM2-2 pumping station specified as park for their land use purpose, care shall be taken not to damage the quality and view of the current parks and the works shall be conducted in a way that would not interrupt with the current land use by ensuring the necessary conditions, followed by forestation and landscaping arrangements. Furthermore, 3 olive trees located inside the area where the pumping station will be built shall be moved from the area and planted at a different location within the park. And more olive saplings shall be planted in the surrounding area of the pumping station to ensure visual and sound insulation. Natural habitat and biodiversity shall be protected from negative impacts at the area specified as forest area where TM1 and TM2-1 pumping stations will be built and following the completion of the construction of pumping stations, new saplings shall be planted as a replacement of Turkish pine trees that have been cut since these constitute the common forest vegetation in the region. It may be possible to create barriers around the pumping station using perennials with the purposes of noise absorption and creating visual beauty. TM2-2 pumping station's existing site view is presented in Image-8 and the work showing the view of the site after the project is completed is presented in Image-9. Noise occurring due to mechanical equipment is absorbed by the reinforced concrete walls, then transferred to the receiving environment through airway. In order to bring any other problems to World Banks attention, they can also present reports whenever necessary with shorter intervals. World Bank project team shall visit project sites as part of the project supervision activities with certain intervals or whenever necessary. MUSKI shall supervise works realized by consultants during construction and operation phases in line with environmental and social management plans (ESMP) and hire expert environmental consultants to assist them in adequate follow-up of ESMP. MUSKI shall work in coordination with Iller Bankasi during the preparation and monitoring of the grievance mechanism for ESMP. Before implementation of the project, a transparent and comprehensive grievance mechanism shall be established to receive and solve concerns, questions and complaints of communities affected from the project's environmental and social aspects. The system shall enable proper recording of complaints, concerns and requests of affected people and evaluation of these in a timely manner. The system to be established shall be announced and introduced before the construction, and open to all project stakeholders (including the project staff) to convey their complaints and requests. Several issues such as compliance criteria of sites that the project components overlap, compensation, etc. might cause complaints. MUSKI shall provide appropriate procedures to effectively solve the problems of the affected people in a timely manner and without causing any unjust suffering. Moreover, MUSKI shall take special measures to provide equal accession of sensitive groups (e.g. senior citizens, disabled, etc.), in particular, to grievance resolving mechanisms. MUSKI shall exert all necessary efforts for the announcement of project's grievance mechanism for affected people and settlement(s) through all types of disclosure and consultation meetings throughout the project duration. MUSKI can allocate a contact person (name/position) accessible to 99 FETHIYE – HISARONU – OVACIK SEWERAGE NETWORK AND COLLECTOR LINE whom all types of problems (concerns, complaints, requests, etc.) related to the project can be conveyed, including those that are related to land during the construction phase. Question : Person #1 - When will the project be put into operation? Will it be possible to get rid of the bad odor next year? Customers do not want to stay at the hotels, and the tourism season is very short in this region. When will it be completed? When will we be able to make money? When will it be put into operation? Shall we believe this is going to happen? Answer : MEHTAP EYLEN - Hisarönü-Ovacık sewerage project was completed in 2010 by the repealed municipality. However, as you have already mentioned, the processes have not been initiated. We planned some investments to prioritize this kind of projects, of which the final designs are completed, with the metropolitan municipality law. This project is included to the mentioned investments. Of course, we had to allocate a budget to realize these investments. General Directorate of MUSKI supplied the required budget from the World Bank. Then, we waited for the consultants to be determined. The loan agreement was signed, so the process starts now. The consultant has also been assigned. Now, the public procurement authority will complete the tender period and after the completion of the tourism season and as soon as the construction restriction is ceased, the construction period will start. Hence, after all contracts related to construction works are signed, work schedule will be planned and works will be carried out depending on the tourism season. The schedule will be planned to disrupt everyday life as less as possible. The following process will start with the completion of permits and the tender phase. Question : Person #2 - Approximately 7-8 years ago, we were told similarly that designs were ready and construction works would be started immediately; however, nothing happened. As Ms. Birgül already mentioned, there are flies everywhere and a very severe odor problem. We cannot even stay at our homes. We had a business back then and because of the sewerage problem, I had to spend most of the money I made to empty the septic tanks. When we apply to the Municipality, it turned out that the contents of 106 FETHIYE – HISARONU – OVACIK SEWERAGE NETWORK AND COLLECTOR LINE a septic tank are removed for lower fees if it is a house and for higher amounts if it is a business. The fee for a septic tank emptying is 30 TL for houses and 90 TL for our businesses. This is not fair for business owners. The presentation made shows that even small towns with 2000-3000 population have treatments. We wonder why this project is so delayed here, in Ölüdeniz, a worldwide popular attraction center. Why had the Metropolitan Municipality not completed this project before? If we check the dates, we see that the design period was completed in 2010 and Ölüdeniz Municipality put so much effort in this project. Now the project reached to the final phase and the construction works are expected to be initiated as of the end of 2018 or the beginning of 2019. The fees for the vacuum trucks are not under my responsibility or an issue that I am informed, therefore I cannot reply. However, the project's purpose is to reduce the vacuum processes and save you from the costs to empty septic tanks. Question : Person #3 - First of all, I would like to thank you for bringing this project to the agenda and to the tender stage. It is a fact that Ölüdeniz and Ovacık regions, which make money through tourism, have had treatment issues for long years. All the business people in the region suffered from this problem and we must admit that it was a shame for us not to have a treatment plant built in a brand location such as Ölüdeniz. Before the recent law, there were two municipalities, namely Fethiye Municipality and Ölüdeniz Municipality. The problem could have been solved by connecting the sewerage lines from Ölüdeniz Municipality and to Fethiye Municipality; however, Fethiye Municipality mentioned that the treatment capacity was not sufficient enough for the additional capacity. There were also some issues between the two municipalities regarding the fees and these problems could not be solved. Later, the project was revised and a discharge location was required. The nearest center was Kaya Köyü; so, the works were initiated considering Kaya Köyü. During the process, the law changed; and Metropolitan Law was put into effect. The right project was to collect the sewerage at one main line as this project does now and connect the sewerage to the treatment plant. This project shall be put into operation as soon as possible. Of course, both you and we have responsibilities towards the issue and we would like to thank you for this project. Answer : MEHTAP EYLEN - The preparation period for the designs and drawings of this kind of treatment plants and sewerage projects takes quite a long time. To be able to start the subject project, many issues such as design process, permit processes, EIA reports and allocating budget in the investment plan shall be solved. This investment requires a very high amount. If we could not have had the loans, it could have had been much longer to realize the project. 107 FETHIYE – HISARONU – OVACIK SEWERAGE NETWORK AND COLLECTOR LINE Question : Person #4 - I am the manager of a compound. I have lived abroad for long years and been to 87 countries. This is one of the most beautiful locations in the world and a worldwide popular attraction center. It is really a shame we are still talking about odor problems, vacuums to empty septic tanks in this beautiful area. Of course, there is a financial load. In the foreign countries, the water purchased as well as the wastewater discharged has a cost. For example, here we pay a really funny fee of 150 Turkish cents for water. To be able to fulfill the requirements of the financial resources, the recovery of these resources will be around, I am guessing, four and a half years; and the fee of water will have to increase from 150 Turkish cents to 1 Turkish Liras. I am sure the people would willingly pay a fee for the wastewater, as they already pay a fee for water. I think it would be very nice to have an exact date for the project. If we could know the exact date rather than the end of 2018, the beginning of 2019, I am sure we would be motivated better. Answer : MEHTAP EYLEN - Unfortunately, I cannot give you an exact day or month at this point. The process may vary depending on the legislation, permits to be taken public authorities, the processes to be completed by public procurement authority and objections to the tender period. The goal is to put this investment into operation as soon as possible following the completion of the procedures. Let's be a bit more patient and the project will be turned into an investment as soon as possible. Question : Person #5 - I would like to take this opportunity to say "Welcome" and "Best wishes". I was the Mayor of Ölüdeniz Municipality for the last ten years and would like to mention that it is a great opportunity not to have the treatment plant here in Ölüdeniz and that wastewater is transmitted to Fethiye. We harshly rejected the project to build a treatment plant at Kaya location. I would like you to take into account the construction restriction period during the tourism season, between April 15th and October 30th, particularly during the tender stage. This is very important for us. It should be planned carefully. Do you think you will be able to complete in two winter seasons? Answer : MEHTAP EYLEN - The work period was planned to be 24 months. This period was determined considering the date the contracts were signed. I would also like to add that Fethiye Wastewater Treatment Plant was put into operation in 2005 and had a capacity of 25,000 m3/day. Although it does not seem applicable to connect Hisarönü and Ovacık lines to the treatment plant with its current capacity, we have also initiated Fethiye Wastewater Treatment Plant Capacity Increase Project. The capacity of the existing plant will increase from 25,000 m3/day to 50,000 m3/day to serve 225,000 people instead of 60,000. Thus, a treatment plant to meet the additional Hisarönü and Ovacık lines will be built. Furthermore, as part of the World Bank loan, the revisions to be applied to the existing treatment plant will result in higher operational efficiency. The World Bank loan will be supplied at three stages. The current project will be covered under the first stage. The second stage covers 108 FETHIYE – HISARONU – OVACIK SEWERAGE NETWORK AND COLLECTOR LINE rehabilitation of the existing sewerage network of Fethiye. There is some seepage to the existing network from the infrastructure and groundwater. The seepage reduces the efficiency of the treatment plant. Thanks to the rehabilitation works to be carried out in the network line, the capacity of the treatment plant will increase. I would like to also mention that the capacity increase of the Fethiye treatment plant is expected to be covered by the grants taken from the Ministry of Environment and Urban Planning. Question : Person #6 - Hello, I am the headman of Babataşı Neighborhood. To my understanding, the collector line will be installed at the neighborhoods that are included in the development plan. However, the issue also covers the areas not included in the development plan. We do not have any collector lines at three of our streets and we could not have resolved this issue since 2015. We are trying to include the area to the development plan; however today, we are not yet included in the development plan, and you know about these problems. People ask me about these works and as the headman of the neighborhood, I am obliged to inform them. Answer : MEHTAP EYLEN - For us to be able to provide service at these areas, they should be included in the application development plan and the process shall be completed. The subject neighborhood's problem will be resolved by our own means; however, the first step is the construction of the main collector. That's why there is a delay on this issue. Question : Person #7 - Ölüdeniz treatment plant was completed; when will it be put into operation? There is odor issue and untreated discharge to the sea. So, when will it be put into operation? Answer : MEHTAP EYLEN - This is not the issue of this meeting; however, I will try to answer your question. The capacity of the Ölüdeniz treatment plant was 3600 m3/day. The new treatment plant to be put into operation has a capacity of 12,000 m3/day and was constructed with the grant of the Ministry of Tourism. Physical treatment units were put into operation before 2018 tourism season started. The construction and mechanical works for the biological treatment plant were completed; so, the only remaining part is electric works. SURVEY ACTIVITIES On the day when Public Participation Meeting was held, questionnaire forms prepared beforehand were distributed to the attendees in order to obtain their opinion regarding the project, assess their opinions, be informed about the requirements of the local community and measure their satisfaction levels. Questionnaire form consisted of 8 questions and 37 persons conducted the survey. The answers to the questionnaire were processed in the computer and required calculations were carried out considering the results of the questionnaire. We are paying our property taxes, please kindly acknowledge that. Person #6 - I hope the start and completion periods of the project are planned not to adversely affect tourism; asphalt and pavement works of the roads as well as the infrastructure works will be completed in 2019 summer season, all processes including the ones with the related institutions and the municipality of the region are completed before the start of the season as of May 1st, 2019 and all businesses and tourists arriving from all around the world may have a beautiful holiday in Ölüdeniz and in our country. Person #7 - We have built a treatment plant in our area by our own means. We are expecting the support of the government. You must see the creek passing downward of Telmessos Select Hotel during evening hours. We are lucky not to be infected malaria, tuberculosis or HIV yet. Thank you for the opportunity. COMMENTS The views and survey studies specified in the Public Participation Meeting indicated that the people supported the performance of the infrastructure investments generally and approached the project in a positive way. MUSKI website was referred for grievances and suggestions. As a result of the public participation meeting and the questionnaires answered, it was evaluated that the project was understood to be an investment to protect and rehabilitate the environment. Based on the project to be carried out, it is planned to take measures against possible environmental risks that may arise in terms of environment and human health, and to eliminate the septic tanks currently used at the site and the odor problem they cause. With the Public Participation Meeting, it was concluded that the public has a positive approach for the implementation of the project. 115 FETHIYE – HISARONU – OVACIK SEWERAGE NETWORK AND COLLECTOR LINE 8.2. CONSULTATION ACTIVITIES CONDUCTED AS PART OF ESMP REVISION AND FUTURE DISCLOSURE ACTIVITIES A. Prior to the information meeting, MUSKI General Directorate met with neighborhood headmen and invitation letters were written for the meeting (Appendix-4). Due to the pandemic, headmen and public institutions were asked to participate to the meeting on an individual basis and proper tools to be used to announce the draft project to the local community (submitting to public opinion over the Internet etc.) 116 FETHIYE – HISARONU – OVACIK SEWERAGE NETWORK AND COLLECTOR LINE A PowerPoint presentation was prepared for Information Meeting, which included promotion of the project. Project description was supported with its importance, environmental and social impacts, figures and photographs during the presentations and changes made in the project were explained as old and new situations. Impacts regarding construction and operation stages of the project were evaluated and presented as two separate stages. As a result of the initiation of revision works followed by information meetings, a survey was conducted and the comments, suggestions and grievances collected were reported in detail under “C. QUESTIONNAIRE ACTIVITIES” title. The revision of ESMP was completed taking into account the comments, suggestions and grievances collected from the stakeholders during the period and disclosed to the public opinion via MUSKI website on 12.11.2020 as an alternative to Public Participation Meeting that could not be held due to Covid-19 pandemic.
