The objective of the mission was to provide technical support and guidance to the project coordination team to improve the Project performance. The specific objectives included: (i) to assess the progress made on the implementation of the first quarter of 2013 Work Program for PROIRRI and to review the outlook for the remainder of the year; (ii) to assess the level of implementation of the Action Plan agreed during the previous mission Page 1 of 7 The World Bank Report No: ISR10964 undertaken in September 2012; (iii) to address any environmental safeguards issues pertaining to the pre-selected PROIRRI sites in each of the three business lines (rice, horticulture, out-growers); (iv) to launch the development of a sub-component on Access to Rural Financial Services; (v) to provide technical support to the PCT to complete any pending issues with procurement process for key consultant services to PROIRRI (Irrigation Service Providers, Capacity Development Consultant); and (vi) to review the status of the implementation of the PHRD co-funding for Financial Management and Procurement under PROIRRI. Public Disclosure Copy The mission was pleased to note the recent progress in several areas including: (i) the completion of hiring the key services providers for: (a) Capacity Development Consultant; (b) Rice Service Provider; and (c) Horticulture; (ii) Establishment of the International Rice Research Institute (IRRI) in the field; (iii) Initiation of activities by the Beira Agriculture Growth Corridor (BAGC) under the out-growers business lines; (iv) Increased adherence to the PROIRRI Development Path in all priority areas; (v) Establishment of the necessary conditions to improve rapidly the rehabilitation and the construction of identified irrigation systems; (vi) Preparation and approval of the terms of reference for the National Irrigation Program; (vii) implementation of some cost sharing activities; (viii) opening of the special account for the PHRD and submission of the initial application; and (ix) implementation of national Fruit Fly Surveillance Plan. Overall conclusion of the MIssion was that with the completion of the recruitment of the key services providers, the Mission believes that the necessary conditions are now in place to allow project activities to be implemented on a larger scale. However, the Project Coordination Team will have to take the following measures: (i) to establish tools and mechanisms to ensure more proactive project management, and close monitoring of the work plans agreed with the services providers; (ii) to ensure that the PROIRRI Development Path is adhered to. In order to achieve sustainability, PROIRRI needs to make the Operations and Maintenance issue the central piece in all interventions. This will guide selection of schemes, scheme design, discussions with the beneficiaries, length of development path, and speed of interventions; (iii) the PCT should guide the implementation of activities to ensure that all project targets projects are achieved. Based on the outcomes of the Mission, the performance ratings for the Project were reviewed. The rating for the overall implementation progress is Moderately Satisfactory. The likelihood of achieving the project development objective is also maintained at Moderately Satisfactory.
