The Recipient and the Association hereby agree as follows: ARTICLE I - GENERAL CONDITIONS; DEFINITIONS 1.01. The General Conditions (as defined in the Appendix to this Agreement) apply to and form part of this Agreement. 1.02. Unless the context requires otherwise, the capitalized.terms used in this Agreement have the meanings ascribed to them in the General Conditions or in the Appendix to this Agreement. ARTICLE II- FINANCING 2.01. The Association agrees to extend to the Recipient a grant, deemed by the Association to. be on concessional terms, as set forth or referred to in this Agreement, in an amount equivalent to sixty-nine million and six hundred thousand Special Drawing Rights (SDR 69,600,000) ("Financing"), to assist in financing the project described in Schedule I to this Agreement ("Project"). 2.02. The Recipient may withdraw the proceeds of the Financing in accordance with Section III of Schedule 2 to this Agreement. 2.03. The Maximum Commitment Charge Rate is one-half of one percent (1/2 of 1%) per annum on the Unwithdrawn Financing Balance. 2.04. The Payment Dates are April 15 and October 15 in each year. 2.05. The Payment Currency is Dollar. ARTICLE II - PROJECT 3.01. The Recipient declares its commitment to the objectives of the Project. To this end, the Recipient shall cause the Project to be carried out by the Project Implementing Entity in accordance with the provisions of Article V of the General Conditions and Schedule 2 to this Agreement and the Project Agreement. ARTICLE IV - EFFECTIVENESS; TERMINATION 4.01. The Additional Conditions of Effectiveness consist of the following: (a) The. Recipient, through FSDRC, has prepared and adopted the Project Implementation Manual, in form and content satisfactory to the Association. (b) The Recipient has recruited an administration and finance specialist under terms and conditions and with qualifications satisfactory to the Association. (c) The Recipient has recruited an administration and financial management oversight agent, under terms and conditions and with qualifications satisfactory to the Association. (d) The Subsidiary Agreement between the Recipient and the Project Implementing Entity has been duly executed. 4.02. The Effectiveness Deadline is the date one hundred twenty (120) days after the Signature Date. 4.03, For purposes of Section. 10.05(b) of the General Conditions, the date on which the obligations of the Recipient under this Agreement (other than those providing for payment obligations) shall terminate is twenty (20) years after the Signature Date. DEMOCRATIC REPUBLIC OF CONGO By Authorized Representative Name: Title: & V& Date: V ti t ' INTERNATIONAL DEVELOPMENT ASSOCIATION By Z Authorized Representative Name: CpwaET Title: Co d b tr- Date: 47 SCHEDULE 1 Project Description The objectives of the Project are to increase in Targeted Health Zones: (i) the participation in Gender-Based Violence ("GBV") prevention programs; (ii) the utilization of multi-sectoral response services for survivors of GBV; and (iii) in the event of an Eligible Crisis or Emergency, to provide an immediate and effective response to said Eligible Crisis or Emergency. The Project consists of the following parts: Part 1. Gender Based Violence Prevention and Integrated Support for Survivors at Community Level Delivering an integrated package of short and medium-term assistance on prevention of GBV and targeted assistance for survivors at the community level, while promoting gender equality, behavioral change and violence prevention in the Targeted Health Zones, including through the following activities: 1.1 Providing: (a) GBV Training to selected activists and community leaders to implement a community mobilization intervention promoting behavioral change towards GBV; and (b) Gender Transformative Training to selected households. 1.2 Establishing village savings and loans associations aimed at supporting women in implementing economic empowerment activities and building savings. 1.3 Establishing safe spaces for Women and girls through selected Community Based Organizations and providing a basic package of services to survivors, that includes, among others, case management, referral to health services, psychosocial support, mental health care and legal support and protection. 1.4 Supporting selected Community Based Organizations and the National Mental Health Program at the MoPH to provide mental health care to GBV survivors through preparation and adoption of a training module for mental health care at the community level. Part 2. Response to Gender Based Violence 2.1 Enhancing selected Centers of Excellence through their provision of: (a) medical care; (b) legal services; (c) facility based counseling; (d) support services to survivors and their children rejected by families; (e) mobile clinics and one stop centers to provide specialized services to reach the most vulnerable groups; (f) training and capacity building for health providers on performing complex surgeries, compiling forensic evidence, and providing high quality medical and mental health services; (g) Training on evidence collection and handling, preparing hearings and filling in medico legal forms to police and judiciary personnel; and (h) carrying out operational research on GBV. 2.2 Strengthening the Recipient's health sector's response to GBV; through (a) capacity building to improve: (i) clinical care, case management, rapid initial response and referrals; (ii) mental health care; (iii) provision of post exposure prophylaxis, emergency kits, surgery equipment and medical consumables to boost the technical capacity of general referral hospitals to deliver specialized quality services, and (iv) specialized Training in clinical care, mental health; (b) carrying out small civil works to rehabilitate selected health facilities; and (c) procuring required medical equipment for said health facilities. 2.3 Improving the utilization and quality of health services through the provision of Performance Grants to Participating Provincial Directorates of Health in Targeted Areas. Zones for delivery of output-based packages of Essential Health Services to GBV survivors, conditional on the quantity and quality of health services delivered, as further stipulated in the respective Health Service Provider Agreements. 2.4 Distributing emergency medication for GBV survivors. Part 3. Support to Policy Development, Project Management and Monitoring and Evaluation 3.1 Supporting the Recipient in: (a) carrying out of an assessment on the design and function ofthe Congolese national GBV database; (b) disseminating the Congolese family code and sexual violence law and other related legislations, as required; (c) development of a targeting and roll-out strategy for GBV programming for the Recipient's Kasai and Equateur provinces; and (d) reviewing and finalizing,of the National Medico-Legal Certificate and its user guidelines. 3.2 Supporting Project management activities, monitoring and evaluation and strengthening the capacity of the Recipient and Project stakeholders, to coordinate and execute project activities at the central and municipal levels, through the provision of technical assistance, preparation of relevant reports, Operating Costs and required goods for the purpose. 3.3 Supporting the Recipient in: (a) upgrading and rolling out a management information system for the Project; (b) rolling out of third party process evaluation for Part 2.3 of the Project; and (c) carrying out of an impact evaluation of mental health services. Part 4. Contingent Emergency Response Providing immediate response to an Eligible Crisis or Emergency, as needed. SCHEDULE 2 Project Execution Section 1. Implementation Arrangfements A. FSDRC 1. The Recipient shall cause, at all times during the implementation of the Project, the Fonds National DRC ("FSDRC" or "Project Implementing Entity") to be responsible for the implementation of the Project and shall take all actions including the provision of funding, personnel and other resources necessary to enable the FSDRC to perform its functions. 2. To facilitate the day- to- day implementation of Project activities, the Recipient shall cause the FSDRC to maintain at all times during the implementation of the Project within FSDRC, the Project Management Unit ("PMU") with a composition, mandate, staffing and other resources satisfactory to the Association, all in accordance with the provisions of the Project Implementation Manual. To this end, the Recipient, through the FSDRC shall recruit and maintain specialists; all under terms of reference and with experience acceptable to the Association. 3. The Recipient shall designate MoPH to coordinate promptly and efficiently the implementation of activities under the Project with FSDRC and to provide technical support as needed to enable the FSDRC to perform, its functions. B. Subsidiary Agreement 1. To facilitate the carrying out of the Project, the Recipient shall make the proceeds of the Financing allocated to the table set forth in Section Ill.A. of this Schedule available to the FSDRC under a subsidiary agreement between the Recipient and the FSDRC, under terms and conditions approved by the Association, which shall include: (a) the principal amount of the Financing made available under the Subsidiary Agreement shall be: (i) denominated in Dollars; and (ii) provided on grant terms; (b) the obligation of the Project Implementing Entity to carry out the Project with due diligence and efficiency, in conformity with appropriate administrative, financial. and technical practices and in accordance with the Project Operational Manual, and provide, or cause to be provided, promptly as needed, the facilities, services and other resources required for the Project; (c) the obligation of the Project Implementing Entity to comply with record keeping, auditing and reporting requirements set forth in this Agreement (operations, resources and expenditure) for the Project; (d) the obligation of the Project Implementing Entity, at the request of the Recipient or the Association, to exchange views with the Recipient and the Association with regards to the progress of the Project and the performance of its obligations under the Subsidiary Agreement; and -(e) the obligation of the Project Implementing Entity to promptly inform the Recipient and the Association of any condition which interferes or threatens to interfere with the progress of the Project, or the performance of its obligations under the Subsidiary Agreement. 2. The Recipient shall exercise its rights under the Subsidiary Agreement in such manner as to protect the interests of the Recipient and the Association and to accomplish the purposes of the Financing. 3. Except as the Association shall otherwise agree, the Recipient shall not assign, amend,, abrogate or waive the Subsidiary Agreement or any of its provisions. 4. In the event of any conflict between the provisions of the Subsidiary Agreement and the provisions of this Agreement, the provisions of this Agreement shall prevail. C. Annual Work Program 1 . The Recipient shall, not later than December 15 in each calendar year during Project implementation, prepare and furnish to the Association, a program of Project activities proposed for implementation in the following calendar year, including: (a) a detailed timetable for the sequencing and implementation of said activities; and (b) the types of expenditures required for such activities, a proposed financing plan and a budget ("Annual Work Program"). 2. The Recipient shall exchange views with and seek approval of the Association on each such proposed annual work program, and shall thereafter ensure that FSDRC carries out such program of activities for such following year as shall have been agreed between the Recipient and the Association 3. Only those activities which are included in an Annual Work Program shall be implemented. Notwithstanding.the foregoing, the.Annual Work Program might be amended fromn time to time to include new activities with the prior and written concurrence of the Association. D. Other Arrangements 1. Project Inplementation Manual (a) To facilitate the implementation of the Project, the Recipient shall cause FSDRC to prepare and adopt a Project Implementation Manual ("PIM") in form and substance satisfactory to the Association, and such PIM shall include, inter alia, the description of: (i) detailed institutional arrangements; (ii) procurement arrangements; (iii) detailed financial management and disbursement arrangements and audit procedures; (iv) reporting, monitoring and evaluation arrangements; (v) eligibility criteria and procedures for the selection of Participating PDHs; and (vi) templates of the relevant Health Service Provider Agreements. (b) The Recipient shall ensure that FSDRC carries out the Project in accordance with the PIM; provided, however, that in case of any conflict between the provisions of the PIM and the provisions of this Agreement, the provisions of this Agreement shall prevail. (c) Except as the Association shall otherwise agree, the Recipient shall ensure that the FSDRC shall not assign, amend, abrogate or waive the PIM or any provision thereof if, in the opinion of the Association, such assignment, amendment, abrogation or waiver will materially and adversely affect the implementation of the Project. Any amendments to the said PIM shall be made with the prior agreement of the Association. 2. Health Service Provider Agreements The Recipient shall, through FSDRC, ensure that no Participating PDH is eligible for a Performance Grant under Part 2.3 of the Project, unless and until FSDRC and the Participating PDH have entered into a Health Service Provider Agreement in form and substance acceptable to the Association, setting forth, inter alia: responsibilities and obligations of each party; a description of Essential Health Services packages to be provided by the Participating PDH and the number of beneficiaries to be targeted; disbursement requirements and procedures; payment modalities; verification modalities; and other relevant clinical, financial and administrative data required pursuant to the Recipient's health information regulations ("Health Service Provider Agreements"). 3. GBVProtocol (a) The Recipient shall, through FSDRC, prepare and adopt a GBV Protocol that includes individual, interpersonal and community-based prevention and referral activities and measures for GBV survivors, with scope and details acceptable to the Association. (b) The Recipient shall ensure that FSDRC carries out the Project in accordance with the GBV Protocol; provided, however, that in case of any conflict between the provisions of the GBV Protocol and the provisions of this Agreement or the Safeguard Instruments, the provisions of this Agreement and the Safeguard Instruments shall prevail. (c) Except as the Association shall otherwise agree, the Recipient shall ensure that FSDRC does not assign, amend, abrogate or waive the GBV Protocol or any provision thereof if, in the opinion of the Association, such assignment, amendment, abrogation or waiver will materially and adversely affect the implementation of the Project. Any amendments to said GBV Protocol shall be made with the prior agreement of the Association. E. Immediate Response Mechanism In order to ensure the proper implementation of Part 4 of the Project ("Contingent Emergency Response") ("CERC Part"), the Recipient shall take the following measures: (a) prepare and furnish to the Association for its review and approval, an operations manual, which shall set forth detailed implementation arrangements for the CERC Part, including: (i) designation of, terms of reference for and resources to be allocated to, the entity to be responsible for coordinating and implementing the CERC Part ("Coordinating Authority"); (ii) specific activities which may be included in the CERC Part, Eligible Expenditures required therefor ("Emergency Expenditures"), and any procedures for such inclusion; (iii) financial management arrangements. for the CERC Part; (iv) procurement methods and procedures for Emergency Expenditures to be financed under the CERC Part; (v) documentation required for withdrawals of Emergency Expenditures; (vi) environmental and social safeguard management frameworks for the CERC Part, consistent with the Association's policies on the matter and (vii) any other arrangements necessary to ensure proper coordination and implementation of the CERC Part; (b) afford the Association a reasonable opportunity to review said proposed operations manual; (c) promptly adopt such operations manual for the CERC Part as shall have been approved by the Association ("CERC Operations Manual"); (d) ensure that the CERC Part is carried out in accordance with the CERC Operations Manual; provided, however, that in the. event of any inconsistency between the provisions of the CERC Operations Manual and this Agreement, the provisions of this Agreement shall prevail; and (e) not amend, suspend, abrogate, repeal or waive any provision of the CERC Operations Manual without prior approval by the Association. 2. The Recipient shall, throughout the implementation of the CERC Part, maintain the Coordinating Authority, with adequate staff and resources satisfactory to the Association. 3. The Recipient shall undertake no activities under the CERC Part (and no activities shall be included in the CERC Part) unless and until the following conditions have been. met in respect of said activities: (a) The Recipient has determined that an Eligible Crisis or Emergency has occurred, has furnished to the Association a request to include said activities in the CERC Part in order to respond to said. Eligible Crisis or Emergency, and the Association has agreed with such determination, accepted said request and notified the Recipient thereof; and (b) The Recipient has prepared and disclosed all safeguards instruments required for said activities, in accordance with the CERC Operations Manual, the Association has approved all such instruments, and the Recipient has implemented any actions which are required to be taken under said instruments. F. Safeguards 1 The Recipient shall ensure that the Project is carried out in accordance with the provisions ofthe ESMF, and to that end, if any activity included in Program would, pursuant to the ESMF, require the adoption of an ESMP: (a) (i) prepare such ESMP and furnish it to the Association for review and approval in accordance with the ESMF; and (ii) thereafter disclose such ESMP as required by the ESMF and approved by the Association prior to implementation of the activity in question; and (iii) thereafter implement the ESMP during the Project implementation; and (v) incorporate said ESMP in the bidding documents; and (b) thereafter take such measures as shall be-necessary or appropriate to ensure compliance with the requirements of such ESMP. 2. The Recipient shall ensure that the Project is carried out in accordance with the provisions of the IPPF and to that end, if any activity included in Project would, pursuant to the IPPF, require the adoption of an IPP: (a) (i) prepare such IPP and furnish it to the Association for review and approval; and (ii) thereafter adopt such lPP prior to implementation ofthe activity in question; and (b) thereafter take such measures as shall be necessary or appropriate to cnsurc. compliance with the requirements of such IPP. 3. The Recipient shall ensure that all technical assistance under the Project, shall only be undertaken pursuant to terms of reference reviewed and found satisfactory by the Association, such terms of reference to ensure that the technical assistance takes into account, and calls for application of the Association's environmental and social safeguards policies and the Recipient's own laws relating to the environment and social aspects. 4. The Recipient shall ensure that employees, agents, service providers, contractors and subcontractors carry out the Project in conformity with acceptable environmental and social standards, practices and codes of conduct (which shall, inter alia, contain measures that prohibit, endeavour to prevent and address Project-related gender based violence and sexual exploitation and abuse), the provisions of the Recipient's environmental and social laws. 5. The Recipient shall ensure that relevant environmental and social mitigation measures and clauses are included in the tender documents in accordance with the Safeguards Instruments, in addition to ensuring that Contractors' EMPs/ESMPs are approved by the, Association prior to commencement of works subject to environmental and social assessment. 6. The Recipient shall ensure that any Project activities related to agriculture are carried out in accordance with good practices and the ESMF. 7. Without limitation upon its other reporting obligations under this Agreement, the Recipient shall regularly collect, compile and submit to the Association every calendar semester, reports, in form and substance satisfactory to the Association, on the status of compliance with the Safeguard. Instruments, giving details of: (a)- measures taken in furtherance of such Safeguard Instruments; (b)- conditions, if any, which interfere or threaten to interfere with the smooth implementation of such Safeguard Instruments; and (c)- remedial measures taken or required to be taken to address. such conditions. 8. The Recipient shall, and shall cause FSDRC to, throughout Project implementation, maintain and publicize the availability of Project-level grievance and feedback and redress mechanism, in a form and substance satisfactory to the Association, to hear and determine fairly and in good faith all complaints and feedback raised in relation to the Project, and take all measures necessary to implement the determinations made by said grievance feedback and redress mechanism in a manner satisfactory to the Association. 9. The Recipient shall not amend, abrogate, repeal, suspend, waive, or otherwise fail to enforce, or permit to be amended, abrogated, repealed, suspended or waived any of the Safeguard Instruments or any provision thereof without the prior written approval of the Association. In case of inconsistency between this Agreement and any of the Safeguard Instruments, the terms of this Agreement shall prevail. Section 11. Project Monitoring, Reporting and Evaluation The Recipient shall furnish to the Association each Project Report not later than one month after the end of each calendar semester, covering the calendar semester. Section III. Withdrawal of the Proceeds of the Financing A. Notwithstanding the provisions of Part A above, no withdrawal shall be made for: (a) payments made prior to the Signature Date; or (b) Under Category (2), no withdrawal shall be made until the Association has received at least one Health Service Provider Agreement in form and substance satisfactory to the Association. (c) Under category (3), no withdrawal shall be made, for Emergency Expenditures under Part 4 of the Project unless and until the Association is satisfied that all the following conditions have been met in respect-of the said activities: (i) the Recipient has determined that an Eligible Crisis or Emergency has occurred, has furnished to the Association arequest to include said activities in the CERC Part in order to respond to said Eligible Crisis or Emergency, and the Association has agreed with such determination, accepted said request and notified the Recipient thereof; (ii) the Recipient has prepared and disclosed all safeguards instruments required for said activities, and the Recipient has implemented any actions which are required to be taken under said instruments, all in accordance with the provisions of Section F of Schedule 2 to this Agreement; (iii) the Recipient's Coordinating Authority has adequate staff and resources, in accordance with the provisions of Section F of this Schedule 2 to this Agreement, for the purposes of said activities; and (iv) the Recipient has adopted a CERC Operations Manual in form, substance and manner acceptable to the Association and the provisions of the CERC Operations Manual remain - or:have been updated in accordance with the provisions of Section F of this Schedule 2 so as to be appropriate for the inclusion and implementation of said activities under the CERC Part. 2. The Closing Date is June 30, 2023 APPENDIX Section . Definitions 1. "Anti-Corruption Guidelines" means, for purposes of paragraph 5 of the Appendix to the General Conditions, the "Guidelines on Preventing and Combating Fraud and Corruption in Projects Financed by IBRD Loans and IDA Credits and Grants". dated October 15, 2006 and revised in January 2011 and as of July 1, 2016. 2. "Annual Work Program" means the annual work program to be prepared by the Project Implementing Entity, no later than November 30 in each calendar year during Project implementation. 3. "Category" means a category set forth in the table in Section TILA of Schedule 2 to this Agreement. 4. "Centers of Excellence" means either one of the following entities: (a) Heal Africa" means a non-governmental organization created in 2005 whose mission is to partner with communities in the Recipient's territory to transform the status of women and bring community life back into balance through a full-service training hospital in Goma, community- based initiatives in public health, community development and conflict resolution to restore health, build hope, and help create a better future for all people. (b) "Panzi Foundation" means a foundation established in 2008 to help survivors of gender-based violence and their dependents; fight against sexual violence; support the activities of the Panzi hospital; increase access to health care, in particular maternal health, especially for the poorer part of the population and promote and protect the rights of women in the territory of the Recipient. 5. "CERC Part of the Project" and "CERC Part" each means Part 4 of the Project 6. "Contingent Emergency Response Operations Manual" and "CERC Operations Manual" each means the operations manual referred to in Section F of this Agreement, to be adopted by the Recipient for the CERC Part of the Project in accordance with the provisions of said Section. 7. "Coordinating Authority" the entity or entities designated by the Recipient in the CERC Operations Manual and approved by the Association pursuant to Section F of Schedule 2 to this Agreement, to be responsible for coordinating the CERC Part of the Project. 8. "Eligible Crisis or Emergency" means an event that has caused, or is likely to imminently cause,,a major adverse economic and/or social impact to the Recipient, associated with a natural or man-made crisis or disaster. 9. "Essential Health Services" for the adequate medical care services to be provided for GBV survivors including the provision of Post-Exposure Prophylaxis for eligible cases, provision of emergency contraception and of treatment for Sexually Transmitted Diseases/Infections. 10. "Emergency Expenditures" means the eligible expenditures required to finance the cost of the approved list of goods, works, and services necessary to support emergency mitigation, response and recovery under Part D of the Project and set forth in the Emergency Response Operations Manual. 11. "Emergency Response Operations Manual" means the operations manual to be adopted by the Recipient for Part D ofthe Projectin accordance with the provisions of Section LF of Schedule 2 to this Agreement. 12. "Environmental and Social Management Framework" or "ESMF" means the document prepared, adopted and disclosed by the Recipient on May 3, 2018, setting forth the modalities for site-specific environmental screening and procedures/actions for the preparation and implementation of ESIAs and ESMPs under the Project, the set of mitigation, monitoring, and institutional measures and procedures required in order to eliminate adverse environmental and social impacts, offset them,, or reduce them to acceptable levels, as well as actions needed to implement said measures,, as the same may be amended from time to time with the Association's prior written approval. 13. "Environmental and Social Management Plan" or "ESMP" means, for a given Project activity, a site-specific environmental and social management plan for said activity to be prepared pursuant to the ESMF, and giving details of specific actions and setting forth the mitigating, monitoring and institutional measures to. be taken during the implementation and operation of the Project to offset or reduce adverse environmental impacts to levels acceptable to the Association, including the budget and cost estimates, and sources of funding, along with the institutional and procedural measures needed to implement such actions, measures and policies and the parties responsible for executing works and monitoring of construction and operational impact, as the said document may be amended and/or supplemented from time to time with the prior written concurrence of the Association and subject to same initial consultation and disclosure requirements. carried out for the ESMF. 14. "GBV" means gender based violence. 15. "GBV Training" means a training that covers the standards for the implementation of GBV prevention programs and services for survivors of GBV 16. "Gender Transformative Training" means training that focuses specifically on addressing gender power imbalances at household level. 17. "General Conditions" means the "International Development Association General Conditions for IDA Financing, Investment Project Financing", dated July 14, 2017. 18, "Health Service Provider Agreement" means any services contract to be concluded between the Recipient through FSDRC and a Participating PDH for delivery of Packages of Essential Health Services to eligible beneficiaries under Part 2.3 of the Project; and "Health Service Provider Agreements" means, collectively, two or more such services contracts. 19. "IPPF" means the Indigenous People's Policy Framework means the document prepared, adopted and disclosed by the Recipient on May 3, 2018 setting forth the modalities for the informed participation of the Indigenous Peoples, defining perspectives for Indigenous People in order to protect them from any negative impact of the Project and to ensure that their members are granted equal opportunities under the Project. The IPPF will result in the preparation of one or more IPP during the execution of the Project. as the same may be amended from time to time with the Association's prior written approval. 20. "IPP" means for a given Project activity, a site-specific Indigenous People's Policy for said activity to be prepared pursuant to the IPPF as the said document may be amended and/or supplemented from time to time with the prior written concurrence of the Association and subject to same initial consultation and disclosure requirements carried out for the.1PPF. 21. "MoPH' means the Recipient's Ministty of Public Health, and any successor thereto. 22. "Participating PDI" means a selected provincial directorate of health established and operating lawfully in the Recipient's territory. 23. "Performance Grant" means a financial transfer from the Recipient, through FSDRC, to a Participating P0DHI under Part 2.3 of the Project for the delivery of Packages of Essential Health Services, pursuant to the terms and conditions of a Health Service Provider Agreement, and "Performance Grants" means, collectively, two or more such payments. 24. "Preparation Advance" means the advance referred to in Section 2.07 of the General Conditions, granted by the Association to the Recipient pursuant to the letter agreement signed on behalf of the Association and on behalf of the Recipient on May 21, 2018. VI 25. "Procurement Regulations" means, for purposes of paragraph 87 of the Appendix to the General Conditions, the "World Bank Procurement Regulations for IPF Borrowers", dated July 2016, revised November 2017. 26. "Project rmplementation Manual" or "PIM" means the manual to be prepared and adopted by the Recipient pursuant to the, provisions of Section I.D. I of Schedule 2 to this Agreement. 27. "Project Implementing Entity" means the Fonds National DRC, established under Decrees No. 009/2002 dated February 5, 2002 and No. 05/063 dated July 22, 2005 "Fonds Social de la Rdpublique Ddmocratique du Congo", as a public entity established for the purpose of, inter alia, improving the conditions of living of the population and of access to social services as well as to support income generation and employment to alleviate poverty and promote social and economic development. 28. "Project Management Unit" or "PMU" means the unit established under the FSDRC referred to in Section L.A. I of Schedule 2 to this Agreement. 29. "Safeguard Instruments" means collectively the ESMF and die IPPF, and "Safeguard Instrument" means any one of them. 30. "Signature Date" means the later of the two dates on which the Recipient and the Association signed this Agreement and such definition applies to all references to "the date of the Financing Agreement" in the General Conditions. 31. "Targeted Health Zones" means the following regional zones in the Recipient's territory: Fizi, Kaniola, Kimbi/Lulenge, Shabunda, Lulingu, Minova, Lemera, Kalonge, Mulungu, Kitutu, Kafole and Haut Plateau in South Kivu; Binza, Kayna, Mabalako, Alimbongo, Lubero, Kalunguta, Mutwanga, Nyirangongo, Rwanguba, Ruthshuru, Kirotshe, Masisi, Mweso in North Kivu; Kasongo, Kibombo, Kabambare, Kunda, Lusangi, Tunda, Samba, Saramabila in Maniema; and Kalemie, Niemba, Nyunzu, Manono and Moba in Tanganyika as well as other territories in South Kivu, Northr Kivu, Maniema and Tanganyika and any other health zone identified during the implementation of the Project. 32. "Training" means the reasonable costs of training under the Project approved by the Association, and attributable to seminars, workshops, and study tours, along with travel and subsistence allowances for training participants, services of trainers, rental of training facilities, preparation and reproduction of training materials, and other activities directly related to course preparation and implementation.
