PROCUREMENT PLAN (Textual Part) Project information: Jordan COVID-19 Emergency Response Project P173972 Project Implementation agency: Ministry of Health Date of the Procurement Plan: June 2020 Period covered by this Procurement Plan: Jun. 2020 – June 2021 Preamble In accordance with paragraph 5.9 of the “World Bank Procurement Regulations for IPF Borrowers” (July 2016) (“Procurement Regulations”) the Bank’s Systematic Tracking and Exchanges in Procurement (STEP) system will be used to prepare, clear and update Procurement Plans and conduct all procurement transactions for the Project. This textual part along with the Procurement Plan tables in STEP constitute the Procurement Plan for the Project. The following conditions apply to all procurement activities in the Procurement Plan. The other elements of the Procurement Plan as required under paragraph 4.4 of the Procurement Regulations are set forth in STEP. The Bank’s Standard Procurement Documents: shall be used for all contracts subject to international competitive procurement and those contracts as specified in the Procurement Plan tables in STEP. National Procurement Arrangements: In accordance with paragraph 5.3 of the Procurement Regulations, when approaching the national market (as specified in the Procurement Plan tables in STEP), the country’s own procurement procedures may be used (bylaw No 28 (2019) for purchase of Goods & Works and consultancies, and its instructions) amendments to those bylaws When other national procurement arrangements other than national open competitive procurement arrangements are applied by the Borrower, such arrangements shall be subject to paragraph 5.5 of the Procurement Regulations. Leased Assets as specified under paragraph 5.10 of the Procurement Regulations: Leasing may be used for those contracts identified in the Procurement Plan tables. Not applicable Other Relevant Procurement Information. 1. Procurement for the COVID-19 emergency response will be carried out by the Special Tender Committee, which was formed by the Prime Minister on March 1, 2020 to respond to COVID-19. This committee is authorized to sign many contracts with unlimited cost under the current situation. 2. The proposed procurement approach prioritizes fast track emergency procurement for the required works, goods and services. Key measures to fast track procurement include: (i) direct contracting of United Nations (UN) Agencies to supply goods and services as specified in Section VI (paragraph 6.47 and 6.48) and Section VII (paragraph 7.27 and 7.28) of the applicable Procurement Regulations, respectively; (ii) direct contracting of firms as appropriate; (iii) use of procurement agents, force account; and (iv) increase the threshold of the Request for Quotations as appropriate. No prior review is foreseen for this emergency procurement. 3. The World Bank may also, at the request of the government, provide Hands-on Expanded Implementation Support. In addition, if requested by the MOH, the World Bank will provide Bank Facilitated Procurement (BFP) to proactively assist the implementing agency in accessing existing supply chains for the agreed list of critical medical consumables and equipment needed under the project. Once the suppliers are identified, the World Bank will proactively support the MOH with negotiating prices and other contract conditions. The MOH will remain fully responsible for signing and entering into contracts and implementation, including assuring relevant logistics with suppliers such as arranging the necessary freight/shipment of the goods to their destination, receiving and inspecting the goods and paying the suppliers, with the direct payment by the World Bank disbursement option available to them. If needed, the World Bank may also provide hands-on support to the implementing agency(ies) in contracting to outsource logistics. BFP will be limited to the agreed list of equipment and supplies and all other procurement will follow regular emergency procurement arrangements.
