                      Re: Republic of Liberia: Social Safety Nets Project

                          First Amendment to the Grant Agreement


Honorable Minister:


        We refer the Grant Agreement (“Agreement”), dated March 27, 2018, between the
Recipient and the International Development Association, acting as administrator of the Integrated
Social Protection System Program Single-Donor Trust Fund (“World Bank”) for the above-
mentioned Project. We also refer to your letter dated June 30, 2020, requesting the extension of the
Agreement closing date, and the need to amend the Agreement to reflect an additional contribution
received from the United States Agency for International Development (“USAID”).

        Please note that capitalized terms used in this letter (“Amendment Letter”) and not defined
herein have the meanings ascribed to them in the Agreement.

        Consequently, the World Bank proposes to amend the Agreement in respect of the
provisions below:

1.      Section 3.01 of the Agreement is hereby amended to read as follows:

        “3.01. The World Bank agrees to extend to the Recipient, on the terms and conditions set
        forth or referred to in this Agreement, a grant in an amount equal to two million two
        hundred thousand nine hundred sixty-two United States Dollars (US $2,200,962) (“Grant”)
        to assist in financing the Parts 1, and 3 of the Project.”

2.      The withdrawal table under Section IV.A.2 of Schedule 2 to the Agreement is hereby
        amended to read as set out in the Attachment to this Amendment Letter.

3.      Section IV.B.2 of Schedule 2 to the Agreement is hereby amended to read as follows:

        “2.     The Closing Date referred to in Section 3.06 (c) of the Standard Conditions is
                June 30, 2021.”

        All other provisions of the Agreement, except as herein amended, shall remain in full force
and effect.

         Please indicate your agreement to the foregoing, on behalf of the Recipient, by
countersigning and dating the form of confirmation on the two original copies of this letter and
returning one original, as countersigned, to us. Upon receipt by the World Bank of the copy of this
letter countersigned by the Recipient, this amendment shall become effective as of the date of its
countersignature.
