Through improved services the Project aims to support the return to a sustainable path of economic growth, to alleviate poverty and to increase social equity. To this end, the Province prioritized a set of interventions through the sector wide Infrastructure Program for the period 2005-2012 specifically aimed to: i. Develop a multi-year public expenditure program, in line with the priorities of the Province, to implement the InfrastructureProgram following sound fiscal policies to ensure convergencetowards a long-term sustainable fiscal framework. ii. Improve and maintain high priority segments of the non-concessioned paved road network to support the reactivation of the provincial economy and strengthen regional competitiveness. iii. Enhance access to water, sewerage, sanitation and urban drainage services, especially for the low-income segments of the population living in highly vulnerable areas of the Conurbano Bonaerense. The specific Project Development Objective is to improve the social and environmental welfare of approximately 5,000,000 people through the improved provision of transport, water and sanitation and drainage services. It includes the main findings of the supervision mission carried out in June 2012. The project continues on track to achieve its development objectives of enhancing the welfare of people in the Province of Buenos Aires through improving the provision of infrastructure services. At the end of June 2012, all infrastructure works were either completed or under execution. Twelve road works (out of 16) and 11 Water Service and Sanitation (WSS) works (out of 16) were completed. The execution of the only drainage work financed under this project was 72 percent advanced. The less advanced components are the technical assistance ones, where 62 percent of the technical assistance activities financed by the project were completed, under execution, or in the contracting stage. As an overall result, USD 254.66 million of the revised loan amount (96 percent) has been disbursed. The Province and the Bank team discussed the need to restructure APL2 in order to ensure a sound implementation of the loan and the full conclusion of the works. Regarding the social and environmental aspects, the Province has substantially improved the attention to these aspects under the Project. The Province's project team has been carrying out regular visits to supervise the social-environmental aspects. In addition, the project team prepared a social and environmental institutional strengthening plan for the implementing agencies of the Project. The Bank team is closely supporting the Project to implement this plan. During the field visits carried out during the June 2012 supervision mission, the Bank's social and environmental specialists had an overall positive view.
