More specifically, of the 277 CASA-CSP communities that fall under the Citizens’ Charter Afghanistan Project (CCAP), 271 have been mobilized (this includes preparation of Community Profiles (CPs), Well Being Analysis (WBAs) and Community Development Plans (CDPs) and establishment of Subcommittees) ; and of the 435 non-CCAP communities, 281 have prepared their Community Development Plans (CDP). Overall, 97 percent of CCAP communities and 66 percent of non-CCAP communities (just under 75 percent of all communities) have been mobilized and can now work on their respective sub-projects. In non-CCAP areas, 160 communities have prepared their WBAs and elected CDCs, while 177 communities completed their CDPs and 84 communities created their Communication and Coordination Committees. 5/27/2021 Page 1 of 7 The World Bank Implementation Status & Results Report CASA-1000 Community Support Program (P149410) (P149410) Overall Subprojects progress: MRRD confirmed that out of a total of 712 CDPs, 552 have been developed (281 non-CCAP communities, and 271 CCAP-overlapping communities); 160more CDPs are planned to be developed by July 2021. A total of 373 sub-project proposals have been uploaded and approved in the system; 220 sub-projects have been financed. Restructuring: To address the slow progress under the project due to the delays in finalizing the route of the transmission line and to respond to the COVID-19 pandemic, CASA-CSP was restructured in November 2020 and US$10 million was reallocated towards COVID-19 response. It was the Project’s second restructuring and it was part of the omnibus portfolio cancellations and restructuring processes that were requested by the Ministry of Finance on July 2, 2020. The reallocated US$ 10 million from project funds to the COVID-19 crisis response, added a new component for COVID-19 response activities. The restructuring was completed after the last year’s Mid-Term Review (MTR) and approved on November 22, 2020. CASA’s COVID response will be providing COVID relief in the 277 communities overlapping with Citizen Charter and 435 communities that overlap with REACH. COVID-19 Relief Efforts under Component 5: The New Component 5 through Social Inclusion Grants (SIG) and Maintenance and Construction Cash Grants (MCCGs) for COVID-19 Emergency Relief is providing communities with food and livelihoods. As of December 2021, communities are receiving a relief grant based on the number of eligible households in their communities and CDCs distribute the SIGs in the form of relief packages worth AFN 4,000 (equivalent to ~US$ 52) consisting of essential food staples and hygiene products. The value of the package is 50 percent of the monthly food ration of an average Afghan household. Maintenance Cash and Construction Grants: To assist communities during the economic downturn, the 712 CASA-CSP communities are to be provided with Maintenance Cash and Construction Grants (MCCG) to provide short-term employment and repair critical infrastructure. The short- term jobs provide up to 40 days of work allowing households to purchase nearly 3 months of food provisions or use them for medical or other crucial expenditures. The program has not yet made any progress in the MCCG initiative; however, the program has: i) developed a doable plan that would complete the mobilization process taking advantage of the mobilization going on in remaining CSP communities and adding MCCG activities directly into the CSP activities with CSP SOs working on MCCG as well; ii) revised the Community Profile and the Well-Being Analysis processes so that any newcomers (internally-displaced persons, returnees, or economic migrants) can be included; and iii) will shortly begin recruitment of 25 SOs for a period of 6 months (if possible SOs finishing up work in nearby CCAP areas will be taken on board). This means the MCCG social mobilization processes, including the targeting (i.e., identification of labor) will be completed by end of July and all communities will be ready to work once the wheat harvest is completed in their areas and earn additional funds for the upcoming lean season. Social Inclusion Grants: There has been considerable work done in terms of the COVID-19 Relief effort. Since the MTR, 253 communities have completed their profiles and over 100 CCAP communities with completed profiles have revised their profiles and WBAs. The program is designed to cover all 712 communities that fall under CSP; however, some of these communities lie in high density population areas. As a result, the average number of households per community has increased from 116 to 220. This has budget implications and means that some US$ 3.8 million additional funds will be needed, or the work needs to shift to REACH. COVID Social Mobilization Progress: Of the 712 CSP communities, 277 are CCAP and 435 are non-CCAP. Of the total 712 communities, 254 have been mobilized, including the selection of beneficiaries. To date, 112 communities have received the SIG grant and food distribution has been completed in 76 communities but is projected to reach all communities by August 2021 based on MRRD’s revised implementation plan.
