The project has maintained steady disbursement, from USD26.28 as at June 30, 2012 to USD32.3m by December 31, 2012. The total disbursement is 55.98% albeit with a substantial (about 40% financial and 66% time) lag. In order to correct this difference between projected and actual disbursement, we intend to adjust the original projection, by the next ISR, to more realistically reflect the expected trend. About 95% of the credit is committed. We also intend to restructure the project following the next mission in order to allocate the unallocated amount on the project. Furthermore, the completion date for the OPRC road rehabilitation contracts is June 2016, while the project closing date is December, 2014. The team will explore options on managing this scenario during the next mission and will report back to management. 2. The River crossing sub-component, which is $9.2m (or 15%) of the credit, is for the construction and rehabilitation of 140 structures varying in sizes from shallow stream crossings Page 1 of 9 The World Bank Report No: ISR9578 to 25m wide bridges spread around Kaduna State. The construction works achieved 94.81% completion, but have been excessively delayed. While most of the completed river crossings are satisfactorily constructed providing the necessary access, a few others have been damaged due to erosion caused by heavy rain in 2012, bad construction method and under-design. The uncompleted structures are largely due to difficult access to the sites. Consequently, the implementing unit is reviewing the status of the six contracts with the view to ensuring that the remainder works are completed by project closure. Public Disclosure Copy 3.The contracts for the construction of 464.10 km gravel roads using Output and Performance-based Road Contract method (OPRC) have progressed to 58.7% completion (initial and improvement works only) against planned progress of 68% as of December 2012. The exceptional heavy rains in Kaduna State in 2012 caused disruption to works, but all contractors have fully resumed work since the start of the dry season, and will provide revised program of work to complete the remaining works. 4. The two dated project covenants are overdue, and the team asked the Kaduna State Government to revise them. The first covenant is for Kaduna State government to carry out a reform study on Kaduna State Public Works Agency (KAPWA) and submits the recommendations of the study to the Bank by December 31, 2010. However, the reform study only begun in September 2012 and expected to be completed by end of May 2013, after which its recommendations will be forwarded to the Bank. The study is making good progress and well supported by the State government. The second covenant is for the Kaduna State to 'replenish the project account by the first day of each calendar quarter with a quarterly amount of at least fifty million Naira (N50,000,000)'. Due to delays in awarding the civil works contracts, the government has been releasing funds as needed in order not to lock up funds. Consequent to increase in activities on the contracts, the team advised the government to release the balance of N125m in 2012 and the required amount for 2013 to have adequate funds available.
