The PDO is designed to support learning continuity at the basic education level during the COVID-19 pandemic and the school system shutdown, and to address the safe transition back to school during recovery. Despite facing many challenges, the project implementation has made significant progress, including (a) securing learning opportunities for the children of Sudan during school closures through the development and broadcasting of lessons via radio and TV, (b) training of communities, PTA members, headmasters for receiving and managing COVID-19 school grants, (c) distributing school grants, (d) preparing for the school census and rapid learning assessment, and (e) procuring water tanks for 1,760 schools without handwashing facilities. However, some activities continue to experience delay, such as the procurement of radios to support remote learning. 5/25/2021 Page 1 of 6 The World Bank Implementation Status & Results Report Sudan Education COVID-19 Response (P174220) The implementation progress by components is described below: Component 1 “Supporting learning continuity at the basic education level during the COVID-19 pandemic and the school system shutdown” aimed to support learning continuity at the basic education level during the COVID-19 pandemic and the school system shutdown. Under this component, materials for remote learning were developed. In all, 107 Arabic and mathematic lessons have been broadcasted by the national TV and uploaded on YouTube. Lesson broadcasting on the state and private TV channels has been finalized. The Federal Ministry of Education (FMOE) is working to establish an official education TV channel that builds systemwide capacities for remote learning activities to enhance the system’s resilience to pandemics and other shocks in the medium-term. Furthermore, school grants aiming at securing basic hygiene conditions in schools were disbursed to 16,500 schools in the first phase (for the 2020/21 school year), and the second phase is expected to take place in September 2021 for the next school year. The PCU is collecting information from schools on grant utilization. In addition, the FMOE is implementing a media campaign to encourage sustained enrollment in schools and to communicate the safety protocol for reopening. Component 2 “Supporting safe transition back to school during recovery” supports the safe transition back to school during recovery, including communication campaigns to ensure children’s return to school, provision of basic hygiene (water tanks for schools), and guidance for a safe return to school, and learning assessments to inform teaching practices for appropriate-level teaching for the students who have been out of school for a long period. All activities under this component are planned for implementation after schools reopened. The distribution of water tanks has been completed in 15 states, and for the remaining three states, the distribution is in progress. The FMOE conducted a rapid assessment of learning outcomes to estimate the learning loss due to the school closures, and it is preparing a report. Component 3 "Program coordination and management" supports the FMOE in overall program coordination, monitoring, and evaluation. Information for several PDO-level indicators has been collected, including student enrollment disaggregated by gender. The hiring of a data analyst is underway. A candidate is identified and expected to be contracted by mid-May 2021.
