This grant is recipient executed and is funding two activities: 1) the Project Implementation Consultancy (PIC) for the Associated Works (US$2.2 million); and 2) legal technical assistance for the PWA (US$0.87 million). Project Implementation Consultancy for the Associated Works. The Associated Works are conceived to substantially augment the water transmission, storage, mixing and distribution infrastructure for potable water in the whole of Gaza. The PIC was competitively procured to carry out the Associated Works feasibility studies, detailed design, preparation of tender documents and assisting the PWA with tendering for the civil works. 6/1/2018 Page 1 of 4 Public Disclosure Copy Public Disclosure Copy The World Bank Implementation Status & Results Report Gaza Sustainable Water Supply Program (P150494) The PIC mobilized in January 2016, made satisfactory progress, and ended on 30 April 2018. The outcome of this contract was a complete set of detailed designs and bidding documents for the Associated Works. In order to commence tendering for Associated Works, there will have to be adequate grant funding available for the planned infrastructure. The current estimated cost of the Associated Works infrastructure is about US$297 million (2017 constant prices). A Donor Fund Raising Conference for the entire €562.3 million Program (i.e., the Gaza Central Desalination Plant plus the Associated Works; recently updated figures) was held on 20 March 2018 and €456 million was pledged. Arab donors, through the Islamic Development Bank, committed at the Conference to fund 50% of the Program’s cost, subject to these still outstanding conditions: 1) the other 50% of the Program's cost is identified and confirmed; 2) the electricity and land issues are resolved; and 3) supplies for sustainable operation are in place. Thus, there is not yet sufficient funding available to commence tendering the Associated Works. However, this project did meet is objective to have the tender documents ready to bid for the Associated Works as soon as financing is secured. Legal Technical Assistance for the PWA. The Terms of Reference were for a qualified law firm (the Firm) to provide legal services to the PWA in connection with: 1) the implementation of the technical discussions and concluding the Agreement related to the Potable Water allocation to Palestine according to the Dec 2013 Red Sea-Dead Sea Phase One MoU; 2) Legal Opinion and Advisory support on the Gaza Seawater Desalination Project; and 3) Advice to PWA Head on important issues related to legal and regulatory reform, legislation drafting and Joint Water Committee (JWC) issues. The legal assistance contract was awarded on a sole source basis on 01 February 2016 to Equity Legal Group. The contract started 01 February 2016 and was completed and closed on 30 April 2017. The outcome from this contract was a detailed final draft MOU with Israel (now awaiting an improvement in political relations to permit signature) covering the entire the Potable Water Allocation and ongoing legal advice regarding the Joint Water Committee. Advisory support to the Gaza Seawater Desalination project was limited, as the relevant documents are still not available for review. This Country Diagnostic was conceived after the household surveys were proposed under the project. The Country Diagnostic was a more comprehensive examination of the relevant issues that were to be examined under the originally planned household surveys and can be considered a more comprehensive replacement for this activity.
