E xcellency:
1     We refer to the Administration Agreement between the Government of Australia ("the
Donor") and the Inlernatioral Banl for Reconstruction and Development (IBRD) and the
In:ernational Development A<sociatio i (IDA), (collectively, the "Bank") regarding the Australian
Trust Fund for Mekong Transp )rt Infrastructure Development Project (Trust Fund
b  0. TF070752) (the "Trust FL nd') eff ctive March 28, 2008 (the "Administration Agreement).
2.     Pursuant to recent dicu.sion between the Donor and the Bank, the Bank proposes to
ainend Section 1.03 (b) of the Adnini;tration Agreement to read as follows:
"(b)   The I)cn r ar d the Bank have agreed to finance the cost of Part C of the
Mekong Proj ect, to b s hared between said parties. Reimbursement to the Recipient of
Eligible Expnditure (a:; de: ined in the Financing Agreement) under Part C of the
Mekong Project will ie s-iared between the Donor and the Bank as follows: The proceeds
of the Grant will be wA ithdrawi first, and subsequently those of the Credit."
3.     All other terms of the Adnini tration Agreement shall remain the same.
4      The Bank will disclcise 'his kgreement and related information on this Trust Fund in
a,:cordance with the World Ba ik F olicy on Access to Information. By entering into this
A.,)reement, the Donor consei its o di ;closure of this Agreement and related information on this
Trust Fund.
5.     We propose that this ettei shall constitute an amendment to the Administration
Agreement between the Donor a id tf e Bank. Please confirm your acceptance to the foregoing,
on behalf of the Donor, by signiig aid dating the two originals, retaining one original for your
records and returning the othe,r origit al to the Bank. Upon receipt by the Bank of the original
