Implementation of the project has been lagging due to delays in land availability, contests over land use, and coordination issues between the PMO, local agencies and local municipalities. The PMO has recently made significant progress in land acquisition with 55 plots of land recently secured, which resulted in significant progress of construction works since May 2014. Coordination has improved since the last supervision mission as the PMO has put in place, at the request of the task team, a coordination framework which involves meetings between the PMO, the Fuyang Water Transport Office and the counties on a weekly basis and that has been properly implemented in the past several months. The Midterm Review has concluded that the PDO remains relevant and will be achieved. Disbursements have picked up in parallel with the implementation of a systematic approach to land availability and coordination issues, and the two ship locks under consideration for the restructuring will, by relieving capacity constraints at the existing Yingshang and Yangqiao locks, directly contribute to the PDO (“To contribute to the increased cargo throughput of the Shaying River in Anhui Province through infrastructure improvements and capacity building”). Regarding the technical studies, the system framework designs and FSRs were completed in 2013. The preliminary designs have been completed and are currently under the approval process of the APTD. The procurement process of these two systems will start as soon as the approvals are obtained. The two design consultants for the two systems confirmed that they had communicated with each other to ensure these two systems are fully coordinated.
