Progress towards attainment of the PDO as well as implementation progress continues to be Moderately Satisfactory. a. Implementation of Component 1 (Improvement of Feeder Roads) is on track. Works are progressing in Central, Eastern, Luapula and Northern Provinces under Bank funding while for GRZ-funded provinces, contracts for Western Province have been signed and the Contractors are mobilizing personnel and resources on-site. In Central Province where works commenced last year, sections of the road network have been rehabilitated and are presently under maintenance to ensure sections continue to meet pre-construction defined service levels. This is in line with the Output and Performance Road Contracting (OPRC) approach which has been adopted under the project. Selected packages in Southern and Muchinga Provinces, the last two Bank funded packages under the project are being finalized for tender. Even though works are progressing under Component 1, road safety accidents have been recorded primarily among the Contracting Entity’s personnel. The Client has commenced embarking on steps to strengthen safeguards oversight of the project to minimize the risks of such accidents in future. In addition, the Bank is assisting the Client in providing guidance to contractors in retrofitting their Traffic Management Plans and Occupational Health and Safety Plans. 12/22/2020 Page 1 of 6 The World Bank Implementation Status & Results Report Zambia: Improved Rural Connectivity Project (P159330) b. Implementation progress for Component 2 (Institutional Strengthening in the Roads sector) continues to perform satisfactorily. At the peak of the Covid19 pandemic in Zambia, some activities under this Component were paused due to lockdowns and constraints on international travel. These activities have now resumed through the expanded use of virtual, remote platforms and more local representation of international consultancies that were constrained by travel. 2. Disbursement increased marginally since the last mission and currently amounts to US$30.50 million (about 15.25% of the credit) in total. With new contracts coming on board, rate of disbursement is expected to accelerate in the coming months. 3. Impact of Covid-19 pandemic on project is moderate to substantial at present: The impacts of Covid19 continue to evolve and are monitored closely within the project. Impacts primarily persist in Component 1 where initial delays experienced during the first phases of lockdown are still being managed. Construction had to be suspended to minimize the spread of the virus and mandatory quarantine requirements adversely affected the procurement of consultancies, goods and services emanating from high-risk pandemic prevalent countries. Currently, contractors are observing pandemic response guidelines like social distancing in activities such as Abbreviated Resettlement Action Plan (ARAP) implementation and during actual construction. Complying with necessary social distancing and other pandemic response guidelines has translated into contractors adjusting their time schedules and crew sizes. These actions compounded by the initial impacts have the potential to delay project implementation by 15 to 18 months.
