The World Bank has issued a SOPE Report every year as an internal communication to the Board of Executive Directors. In accordance with the Bank's revised disclosure policy, since FY02, the SOPE Report is available to the public. The report is intended to bridge the gap in information available to the public between the Project Appraisal Document, disclosed after the Bank approves a project, and the Implementation Completion Report, disclosed after the project closes. Over 1,366 villages have prepared approved Community Action Plans, 1,364 villages have received their first tranche of bloc grant funds, and 780 communities have functioning water supply facilities. For more effective utilization of the loan, the project has revised key project parameters that include the increase of the project target from 2,300 to 2,500 villages, the addition of 2 new districts in South Sulawesi, and revision of the time frame in Nusa Tenggara Barat, South and West Sumatra and East Java. In particular, there is good progress with land titling, including the contracting-out of cadastral surveying and mapping to the private sector.
