This has notably been the case on issues related to gender-based violence, in relation with the Maria da Penha law (2006), one of the most innovative laws on domestic violence worldwide. Beyond the implementation of the grant itself, the IDF has provided the World Bank with an invaluable platform of engagement far extending the grant amount. In a complex country such as Brazil, the political capital generated by this activity has been invaluable. The IDF with the Procuradoria Especial da Mulher constitute a best practice in terms of leveraging such instrument for World Bank engagement in upper-middle income countries and on issues needing assistance to gain political traction to move forward into law and from law to implementation. The IDF, which closed on September 10, 2015, has been particularly successful in empowering the Procuradoria in the congress. Although the grant only disbursed 59% of the grant amount, the objectives were largely achieved. The undisdisbursed funds reflect the dropping of Component 2 (Legislation Monitoring), the client having indicated that the planned activities have already been completed by a parallel effort in the Congress without Bank support, further testament to the commitment on this agenda. This successful cooperation between the World Bank and the lower house of the congress on this priority agenda has also extended to the Senate where a Procuradoria has also been established. There is a strong interest and demand to replicate the activities undertaken with the lower chamber of the Congress, with the higher chamber (i.e. the Senate).
