The overall disbursement rate has increased from 36% in June 2017 to 46% in March 2018. INS office facilities construction has already been advanced following the preparation of an Environmental and Social Management Plan (ESMP) that was published on the INS website in July 2017 and on the World Bank Infoshop in August, 2017. Demolition works are already completed and the construction of the upper levels has already started and the building is expected to be completed by end of August, 2018. The pilot phase for the Census Cartography has started while the pilot phase of the Enterprise Census is completed. The project supported Congolese students to train in regional statistics schools and 23 of them have graduated from the National Statistical School of Statistics and Applied Economics ( Ecole Nationale Supérieure de Statistique et d'Economie Appliquée, (ENSEA)) in Abidjan, Cote d’Ivoire. Component 1: Increasing INS technical capacity Pre-service formal training: 23 students, out of which five are female, have been granted scholarships to study in ENSEA and become technical assistants. Out of these students, five are continuing for their studies to become Statistics engineers. The project is also supporting the next round of potential candidates for ITS and ISE. On-the-job and thematic training: The project has signed a partnership contract with ENSEA to implement a continuous statistical training plan for 100 INS staff per year for the next two years. This year, 202 people out of which 44 women have been trained. The second training will continue for the year 2018. The project has also partnered with the Côte d'Ivoire National Institute of Statistics to accompany ENSEA in the training of Congolese candidates in Abidjan. Component 2: Strengthening the non-technical environment of the INS Improving management capacity environment and fiduciary capacity development: The INS institutional and organizational assessment roadmap has been developed. Four INS staff are currently being trained by the financial management experts of the Projects Implementation Unit (PIU) team. A firm is being recruited to modernize the INS accounting and financial management. Demolition and reconstruction: An ESMP for the construction of the INS building has been disclosed on both the INS website and the World Bank’s Infoshop. Works are advancing and are on schedule. The project is also supporting the rent for the INS Census office also known as the Bureau Central de Recensement (BCR). Component 3: Statistical Production and Dissemination Support to the Population and Housing Census: This component of the project was originally planned to support field teams, justifying the high budget allocated for it. After project restructuring, the project is has supported the preliminary stages including mapping, methodology validation, training and deployment of field teams; pilot mapping and validation of pilot report. Improving National Account: The project supported the Enterprise Census providing a more reliable sampling frame for the National Accounts compilation. The methodology to conduct the Business Census including informal entrepreneurs has been finalized and budgeted. Cities and urban centers have already been mapped. Improving access to, and interpretability of statistical information: A data dissemination and archiving policy has been developed and statistical products will soon be released on the INS website complying with the guidelines of the dissemination policy.
