It is proposed that the closing date for Inter-Governmental Authority on Development (IGAD) Regional HIV/AIDS Partnership Program (IRAPP) be extended from October 31, 2012 until December 31, 2012. 2. The project development objective (PDO) is to: (i) increase preventative action, and reduce misconception of cross border and mobile populations, refugees, IDPs, returnees and surrounding host communities concerning HIV/AIDS prevention, treatment and mitigation in selected sites in the IGAD member states; and (ii) establish a common and sustainable regional approach to supporting these populations in the IGAD member states. The same activities currently financed by the ACGF Grant will be scaled up through the CIDA contribution that will be processed as Additional Financing during the extension period. 3. Reason for this request: the Bank sent CIDA the Call of Funds for the TF balance (AA attached for ease of reference) on October 18, but CIDA is yet to transfer the funds. The TTL discussed the matter with Trust Funds Quality Assurance and Compliance and agreed on an approach to resolve the issue, which consists of briefing Corporate Finance and Partnerships for them to initiate a dialogue with the Canadian ED. That is in addition to the ongoing sector unit communications with CIDA. Meanwhile, the parent project has to remain active. The project team estimates that the matter will be resolved soon through the intervention of the Canadian ED, but two months of extension are recommended to be on the safe side. 4. The project is in good standing, as documented in the ISR archived on June 19, 2012 and reassessed during the Joint Annual Review that took place October 15-19, 2012. All the key ratings are Moderately Satisfactory. As of _September 30, 2012, 99.2 percent of the ACGF funds have been disbursed. 5. No legal clearance is needed for this restructuring. 6. The project remains in compliance with the Africa Catalytic Fund Grant (ACGF) Agreement and all legal covenants set out in the Project Appraisal Document (PAD). The project objectives continue to be achievable and IGAD performance is satisfactory as well. The Bank’s review of IGAD’s Interim Financial Reports for the quarter ending on June 30, 2012 shows satisfactory result. The project is also in compliance with the external audit requirements. Finally, the recipient has prepared an action plan acceptable to the Bank to further improve its financial management performance. 7. This will be the third extension of the project (the first one was approved for 6 months on December 23, 2011, and the second for 4 months on June 27, 2012). RVP’s approval is not required as the cumulative extension (12 months) does not exceed 2 years. 8. Since in this instance the delay is the donors’ responsibility, a request to extend the project by the Implementing Agency (IGAD) is not required. 4
