To support improving access of the vulnerable groups to social services in the selected communities, the project financed technical assistance and provision of training required to develop capacity of community governments and welfare units to plan, manage and deliver services. The implementing agency (USIF) contracted two technical assistance companies, which supported the beneficiary communities to carry out participatory needs’ assessment and institutional capacity assessment, develop three-year service development plans, and draft micro-project proposals. The implementing agency has also contracted the firm to conduct baseline beneficiary assessment to inform project M&E. Once this work is completed the baseline study results will be compared with needs assessment findings to better understand the service gaps and confirm the number of existing and potential social service beneficiaries. Improvement of the welfare units’ workflow (including client intake, case record management, client registry development and maintenance) will be achieved through computerization of the community welfare offices. USIF identified the computer and office equipment needs of the welfare units in 26 communities and contracted a firm to supply the basic equipment packages to improve their workflow and develop capacity to manage social service provision. The training program for 266 representatives of participating communities included eight workshops (4 in each oblast) for community government staff and welfare workers. The trainings and workshops were aimed at strengthening knowledge and skills to carry out social needs and institutional capacity assessments, identify priority groups and services to address their needs, monitor service provision, develop three-year service development plans and prepare micro-project proposals addressing the identified coverage gaps. Two technical assistance companies are documenting examples of successful community initiatives embed in the micro-project proposals.
