No I. PROJECT STATUS AND RATIONALE FOR RESTRUCTURING A. Project Status: a. The project disbursements are at 73 percent and 77 percent respectively for IBRD and GEF. b. There are two components under the project, (i) Capacity Development Assistance for national, state and city level agencies, and (ii) City Demonstration Projects involving support to demonstration cities with high impact urban transport projects with replication potential. The demonstration cities (projects) include Pimpri-Chinchwad (Bus Rapid Transit System (BRTS)), Naya Raipur (BRTS Lite), Hubli-Dharwad (BRTS), Mysore Intelligent Transport System (ITS), Mysore Public Bike Sharing (PBS) and Indore ITS. (i) The component on Capacity Development Assistance is substantially complete. (ii) Under the second component on City Demonstration Projects:  Naya Raipur – The BRT Lite has been launched as an express service between the old city and the new city and within the new city. It has received a good response and the ridership is gradually building up.  Mysore ITS – The ITS Project in Mysore is the first successfully operationalized ITS system on a city wide public transport system in an Indian city.  Mysore PBS – PBS was launched 2017 becoming the first city wide bike sharing system in the country. The response to the system has been positive.  Pimpri-Chinchwad – Out of the planned four BRT Corridors, operations are ongoing on Corridor 2 and 3 in Pimpri- Chinchwad, Corridor 1 and Corridor 4 are expected to be launched by March 2018. Corridors 3 and 4 are implemented under the World-Bank supported SUTP and the launch of the Corridor 4 has been delayed owing to land acquisition and resettlement issues and delays in completion of construction. However, these are now substantially addressed.  Hubli-Dharwad – The BRT project is experiencing construction delays owing to initial complaints and delays in land acquisition, design changes and subsequent long delays in completing handover of encumbrance free corridor stretches as a result of ongoing water and underground drainage works. The launch of the BRT is likely to spill beyond the project closing date.  Indore - The ITS implementation on the BRT is ongoing and expected to be substantially complete by the Closing Date. The proposed restructuring is being undertaken to (i) ensure full utilization of available GEF grant funds, and (ii) to modify the results framework to improve measurement of outcomes. II. DESCRIPTION OF PROPOSED CHANGES 4. The changes proposed as a part of this restructuring include (i) reallocation of GEF US$1.20 million Grant from savings under Component IB with Ministry of Urban Development, and Component 2 with Naya Raipur Development Authority to Hubli Dharwad BRTS Company and Indore city demonstration project; and (ii) changes in the results framework indicators and targets to improve measurement of outcomes. Reallocations 5. There are grant savings with some Project Implementing Agencies (PIA) and deficits with others. In order to ensure full utilization of GEF grant funds it is proposed to reallocate the funds from surplus PIA’s to those which can make use of these funds towards their projects. Under GEF, there are savings with Ministry of Urban Development under the Capacity Building component ($1.1 mn), and Naya Raipur (NRDA) under the City Demo Projects component ($0.1 mn); and deficits with Hubli-Dharwad ($0.7 mn) and Indore (AICTSL) ($0.5 mn). Accordingly, it is proposed to reallocate (i) the grant of $0.70 million to HDBRTS towards construction supervision, city plan TA and other activities (ii) and $0.50 million to AICTSL towards ITS related activities; and cancellation of (iii) $1.10 million from MoUD and (iv) $0.10 million from NRDA. As these funds will be utilized towards existing contracts, the likelihood of their utilization within Project timelines is reasonable. The details of the same are provided in the table in section IV. Changes in Result Framework 6. Two indicators are being modified to make them more realistic and measurable. a. The intermediate outcome result indicator on Pimpri BRT corridor ridership is proposed to be dropped and replaced with ‘Two BRT corridors are operational’. The Project supports two greenfield BRT corridors and ridership develops only gradually overtime in such situations as is becoming evident from the growing body of knowledge on this. Tracking the ridership levels on these corridors relative to initial projections in early stages of development is neither an effective indicator of the impact of the project nor an intermediate outcome of the project. The outcome impact is better measured by the city level public transport mode share and the intermediate outcome by the operationalization of these two corridors to form the important grid for the city. It is therefore proposed to modify the indicator. b. The unit of measure of result indicator ‘Hubli-Dharwad safe pedestrian access to BRT’ has been modified from number of kilometers of footpath to include a number of other aspects including footpath, FoB, traffic signal phasing to make it more comprehensive.
