The project is in its last quarter of implementation with closing scheduled on December 31, 2020. Despite additional delays caused by unforeseen constraints associated with the COVID-19 Pandemic, PICAR has reached a satisfactory level of achievement of its stated objectives and results after a successful implementation. This assessment is based on the findings of the final implementation support mission conducted virtually from October 5 to 9, 2020. 2. More specifically, all three development objective indicators and six intermediate results indicators have exceeded their target values. PICAR achievements include: (i) strengthened capacities of targeted beneficiary communities (1,284 among the poorest and most vulnerable – Category A per the Government classification) in participatory planning and self-management (especially women’s groups) with their active involvement in the preparation of their Participatory Community Plans or PPC (1,274 PPC) and their implementation; (ii) 362,619 direct beneficiaries reached (104% of the final goal and corresponding to 46,585 families with 22,687 under the initial financing and 23,898 under the additional financing) of community 11/22/2020 Page 1 of 7 The World Bank Implementation Status & Results Report BO PICAR Community Investment in Rural Areas (P107137) investments (2,197 subprojects) generated through the PPCs and executed by the communities, and (iii ) the validation of an innovative model of direct transfer of resources to the communities so that they can be the managers of their own development through transparent, participatory and inclusive processes involving a high degree of social control. 3. PICAR’s interventions have also contributed to the following: improvements in living conditions, productive capacities and access to markets for small or subsistence farmers and rural families as a result of the implementation of sanitation, road, electrification, productive infrastructure, and micro irrigation among others. For example, the improvement in yields and crop diversification through the construction of greenhouses, sheds for animals, corral fences, silos, sprinkler irrigation systems, among others, have also improved the opportunities for increasing income and improvement of the food and nutritional security conditions of the beneficiary families of the project. Finally, the methodology, approach and local knowledge acquired by the project leaves a solid foundation upon which the inclusive, resilient and environmentally and socially sustainable rural development agenda can continue to build for further advancement. 4. The agreed deadline to complete the final evaluation of the project results and preparation of the Borrower’s Project Completion Report is December 31, 2020. According to the investment typology, the project has reached: i) 73,638 direct beneficiaries (DB) with 488 irrigation subprojects; ii) Comments: 29,866 DB through 129 roads subprojects; iii) 206,970 DB with 1,303 productive investments; iv) 40,500 DB with 199 water and sanitation subprojects; v) 3,709 DB with 29 electrification subprojects; and vi) 7,936 DB through 49 other type of investments.
