50926 STATUS OF PROJECTS IN EXECUTION ­ FY09 SOPE AFRICA REGION COUNTRY: BOTSWANA Operations Policy and Country Services OCTOBER 02, 2009 Introduction The Status of Projects in Execution (SOPE) Report for FY09 provides information on all IBRD/IDA projects that were active as of June 30, 2009. The World Bank has issued a SOPE Report every year as an internal communication to the Board of Executive Directors. In accordance with the Bank's revised disclosure policy, since FY02, the SOPE Report is available to the public. The report is intended to bridge the gap in information available to the public between the Project Appraisal Document or Program Document, disclosed after the Bank approves a project, and the Implementation Completion Report, disclosed after the project closes. In addition to the project progress description, the FY09 SOPE report1 contains project level comparisons of disbursement estimates and actual disbursements, and a table showing the loan/credit/grant amount and disbursements to date. 1 Notes: Amounts and Graphs for loans/credits/grants in currencies other than U.S. dollars may not match exactly due to exchange rate fluctuations over the life of the project. Disbursement graphs are not included for Development Policy Operations, which provide quick-disbursing financing to support policy and institutional reforms. Status of Projects in Execution - FY09 EAST ASIA AND PACIFIC REGION Botswana Project Name(ID): BW-HIV/AIDS Project SIL (FY09) (P102299) Country: Botswana Board Approval Date: 10-Jul-2008 Mid-Term Review Date: Closing Date: 30-Sep-2013 Health (58%); Public administration- Health (35%); Other social Sector: services (7%) The project was restructured, or received no Additional Financing during FY09: The project development objective is to assist the Government of Botswana to increase the coverage, efficiency, and sustainability of targeted and evidence-based HIV/AIDS interventions through: (i) Project development objective(s): strengthening the National AIDS Coordinating Agency's institutional management and coordination capacity; and (ii) financing strategic and innovative HIV/AIDS-related prevention and mitigation activities. Despite effectiveness delays, progress towards the project development objective is on track. The national program continues to make progress in key areas as shown by preliminary results of the Botswana AIDS Impact Survey III (BAIS III) which was conducted in 2008. The BAIS III provides information on the HIV/AIDS pandemic in Botswana including prevalence, incidence, behavioral patterns and knowledge. The project became effective on June 30, 2009 and implementation of key activities commenced. The recruitment of key staff and technical assistance has enhanced NACA's capacity to implement the project, and it is anticipated that key target outputs for year one will be accomplished. A project Progress toward achieving development operational manual was finalized in June 2009 through a participatory objective(s): process which involved civil society, the private sector, and the Government of Botswana. This paved the way for substantial implementation of the project to start. In addition, activities for a Social Assessment, a key year one deliverable, were initiated in June 2009. The European Commission is providing a performance based grant to #buy down# the IBRD interest rate. The delayed effectiveness necessitated a modification to the buy-down targets to re-align with the European Commission's planned disbursement tranches for 2010/2011. As a result, triggers for the first tranche from the European Commission would need to be met by December 2009, and the second tranche would be based on triggers which should be met by mid-2011.
