A review of the project was concluded on August 14, 2017. The main findings and conclusions of the review are the followings: (i) The project is on track of achieving its Project Development Objective (PDO) targets, except one PDO indicator, which is linked to the Upazila and Union road conditions. Also, one Intermediate Results Indicator is a suspect (Upazila Roads improvement sub-component with a target of 450km); (ii) The project has overwhelmingly achieved the intermediate targets set for June, 2017 that were set during the January, 2017 review; despite many project districts have been experiencing heavy rainfall and floods in the last few months; (iii) The work quality has also improved substantially. An improved supervision and monitoring mechanism was also observed; (iv) The project has agreed to further intensify the sub-components monitoring; and (v) The review has fixed a new set of targets for all components to be achieved by December, 2017. The project might require another re-adjustment (restructuring). The potential re-adjustment will deal with a Project Development Objective indicator (a slight modification of the definition and/or targets given the current measurement related issues being faced) and a sub-component (UZR improvement) target (a slight reduction of the target). However, it has been decided to wait latest till December, 2017 so that the situation about the implementation of UZR improvement becomes clearer. Discussions are on-going on potential World Bank’s support for the post-flood rural transport infrastructure rehabilitation. The project contains an Emergency Response Component, which could be triggered. However, RTIP II funds are already committed. Therefore, it will require an additional financing in case a decision is made in financing the post-flood rehabilitation of the rural transport infrastructure under the project.
