After delayed effectiveness process that was completed only on December 31, 2011, and formal project launch held end of January 2011, project activities started effectively only in May 2011 with limited seed multiplication activities and launch of technical studies for rural infrastructure construction. Pre and post electoral situation from November 2011 to February 2012had a slowdown effect on the implementation of project activities. These were distributed among the producers organizations to Page 6 of 7 The World Bank Report No: ISR7844 produce the second generation of seeds. On Infrastructure side, the project now completed major studies needed and procurement processes to launch civil works for the rural roads and market infrastructure construction in the Equateur province for 2012. Contracts have been already awarded to firms and NGOs to start the construction of the market of Mogalo and 96 km of roads with high labor intensity. Prior to this, the UNOPS team completed the training of 160 technicians (chefs d'équipe and chef de chantier) in labor intensive road construction methods (HIMO) together with the completion of the first 12 km roads opened. In addition, the recruitment process of the "Opérateurs d'Appui-Conseils" was launched Public Disclosure Copy and is now being completed.
