The subsidy has been disbursed based on the collective performance of participating Local Authorities (LAs) in improving Solid Waste Management (SWM) service quality and their financial sustainability. The HJSC-H&B will continue to focus on supporting those LAs that were excluded from receiving their subsidies in period 7 to achieve the minimum subsidy attainment levels in the last period. The leadership and support of the Ministry of Local Government (MoLG) and the leadership of the HJSC-H&B is highly appreciated, as follows: 1) Enforcement of SWM tariff, fee and Cost Guidelines and regular fiscal transfer to local authorities by MoLG; 2) regular, evidence-based and targeted provision of street bins and street sweepers, especially to disadvantaged LAs; 3) municipal revenue enhancement and expenditure management capacity development activities by the Municipal Development and Lending Fund and MoLG to discourage LAs from using SWM user fee revenue to subsidize other municipal services; and 4) encouraging the change of billing system for some LAs to bill by household/kitchen for consumption as opposed to billing each electricity subscription which often includes multiple households. The Exclusion Rule was introduced to prevent a situation in which poorly performing LAs benefit disproportionately from the OBA subsidy receipt that was earned based on the aggregated scores of all of the participating LAs. The actuals achieved by the aggregate LAs performance in this period, with the Exclusion Rule was as follows: (for KPI 2 79.1%, for KPI 3 100%, for KPI4.a 80.53%, for KPI4.b 77.54%, for KPI 5 87.93). KPI 2 received the same actuals for period 7 with or without Exclusion because No LAs were excluded for this indicator’s aggregate KPI value calculation, due to their satisfactory performance. KPI 3 also achieved 100% of aggregate performance with and without Exclusion as all LAs in Hebron and Bethlehem Governorates continue to be in full compliance based on the client’s report covering period 7 (to be verified), and the Joint Services Council’s Technical Operating Unit is strongly monitoring compliance related to sanitary landfilling. It is worth noting that the aggregate performance of LAs on the KPIs has already exceeded the maximum target for the final reporting period No 8.
