Key development issues and rationale for Bank involvement The objectives of the project with the Additional Financing will remain unchanged. The project's specific development objectives remain the same (i) support actions by the Government of the Congo to slow the spread of HIV-AIDS, (ii) strengthen support and care for people infected or affected by HIV-AIDS, and (iii) build strong and sustainable national capacity to respond to the HIV/AIDS epidemic. 2. Proposed objective(s) The original grant of US$19 million (SDR 12.8 million) for the HIV/AIDS and Health Project was approved on April 20, 2004, and became effective on October 28, 2004. The project includes the following components: (a) public sector response; (b) civil society response; (c) investments in orphans and other vulnerable children; and (d) management and coordination, capacity-building, and monitoring and evaluation. 3. Preliminary description The Additional Financing would retain the focus on the same six regions ( départements ) as the original grant (Point- Noire, Kouilou, Niari, Lékoumou, Brazzaville, and Sangha). A light-touch restructuring would revise the project's expected outcomes to reflect the additional three years of project implementation as a result of the Additional Financing. Page 2 4. Safeguard policies that might apply The environmental classification of the Project is Category B. It does not have any major environmental impacts. The only significant issue is the handling and disposal of HIV/AIDS infected materials. At the time of the original grant, the Government prepared a Medical Waste Management Plan, which was submitted to the Bank in December 2003. Implementation of the plan has been rated satisfactory in the latest Implementations Status Report (ISR) reflecting an improvement from the Moderately Satisfactory rating in the previous ISR as a result of the positive findings of the safeguards evaluation conducted during the preparation of the Health Project. The Additional Financing will also support the strengthening of activities targeting women and indigenous peoples in accordance with the social assessment prepared for the Health Project. Since the proposed Additional Financing will involve only the scaling-up of existing activities implemented under the original project, there will be no new or unanticipated impacts.
