The European Union, represented by the Commission of the European Union, ("the
Contracting Authority")
of the one part,
and
The International Bank for Reconstruction and Development with its Head Office at 1818 H.
Street, N.W. Washington, D.C. 20433 U.S.A., represented by the World Bank of the
Philippines Country Director Mr. Motoo Konishi, ("the Organisation")
of the other part,
have agreed as follows:
The Amended and Restated Administration Agreement concluded between the Contracting
Authority and the Organisation on 07 December 2010 ("the Contract") for a European Union
contribution to the Mindanao Trust Fund in the form of a multi-donor trust fund (TF 054035)
is hereby amended to reflect an additional EU contribution to the trust fund (Section 3.02) and
a new Indicative Budgetary Breakdown of the Program for Planning Purposes (Annex IV).
The amendments are as follows:
Article 3
Amount of the Contribution
Section 3.02. The Commission undertakes to finance EUR 12 000 000 for the Trust Fund.


Article 4
Payment Schedule and Reporting
Section 4.01. The payment will be made in accordance with Option 2 of Section 15.01 of the
General Conditions attached as Annex II to this Restated Administration Agreement and in
accordance with the following schedule:
Advance payment                16.7%             EUR 2 000 000
1st Intermediate Payment       13.3%             EUR 1 600 000
(subject to the provisions of the General Conditions)
2nd Intermediate Payment       3.3%              EUR 400 000
(subject to the provisions of the General Conditions)
3rd Intermediate Payment       33.3%             EUR 4 000 000
(subject to the provisions of the General Conditions)
4th Intermediate Payment       26.7%             EUR 3 200 000
(subject to the provisions of the General Conditions)
Final payment                  6.7%              EUR   800 000
(subject to the provisions of the General Conditions)
Total                          100%              EUR 12 000 000
The World Bank Group shall convert such funds into US Dollars promptly following receipt
of the funds, and receipt of all the appropriate legal documentation and the payment details
information.
Annex IV. Indicative Budgetary Breakdown of the Program for Planning Purposes is hereby
replaced by the attached Amended Annex IV.
All other terms and conditions of the Agreement not expressly amended remain unchanged.
This Amended Agreement is drawn up in three originals, two for the Commission and one for
the World Bank Group.

Attachment: ANNEX IV to Amended and Restated Administration Agreement
INDICATIVE BUDGETARY BREAKDOWN OF THE PROGRAM FOR PLANNING
PURPOSES
This is an indicative budget for planning of allocation of total available funds to the
components of the Program. Proposed allocations may be revised from time-to-time based on
realities on the ground.
Component 1: Block Grants                                     40%
- CDD and Strategic Investments
Expenditures for Component 1 would consist of goods, works and services under sub-
grants
Component 2: Capacity Building and Institution Building       45%
- Technical Support
- Implementation and Operating Costs
- Workshops and Studies
Component 3: Monitoring and Evaluation                        15%
- Monitoring and Evaluation 15%
Indirect Cost: maximum 7% of eligible Direct Project Costs of the Contribution
