The program would support (i) development of regulatory and policy instruments, and (ii) training and capacity building. The higher level objective of the program is to contribute to improving the efficiency and quality of water supply and wastewater service delivery in the Danube region. Following a full implementation support mission, including technical and financial management review, which was carried out December 2019, a Post Procurement Review was carried out for Recipient Executed Activities (Component 2) in February 2020; the project disbursements and Results Framework were updated and the Annual Report for 2019 was submitted to the Steering Committee. On June 3-4 a technical implementation support mission was held, allowing to discuss the status and next steps for the implementation of the DWP. Under Component 1 (Bank executed), the Bank team continued with dissemination activities of the analytical work, with the translation of the Executive Summary and Country Notes of the State of the Sector Report – Update 2018. Under Phase III, resources have been allocated to a regional Water Security Diagnostics, to be elaborated in 2020 and 2021. Initial steps for the preparation of the Diagnostics Framework and data collection have been taken, and a draft concept on addressing water scarcity and droughts has been developed. As a reaction to Covid-19, an update of the Water Safety Planning and Crisis Management curriculum has been launched, financed from GFDRR and expanding the scope towards pandemic situations as well as taking on board a broader risk-based approach in the Water Security context. Regional knowledge exchange activities on wastewater treatment have been prepared and support for the development of national utility performance indicator systems and benchmarking activities advanced in several countries. However, the initially planned timeline for the organization of workshops needed to be postponed due to the ongoing Covid-19 restrictions. Under Component 2 (Recipient executed), IAWD continues satisfactorily implementing its capacity development activities that are primarily being delivered under the Danube Learning Partnership (D-LeaP). The annual reports for 2018 and for 2019 were prepared. Additionally, a Work Plan for 2020 was presented and agreed by the D-LeaP Committee Council, including representatives of 10 Water Utility Associations. The Utility Benchmarking Program continues to progress well with the use of a new data collection platform which was developed. Finally, the preparation of the 2020 Danube Water Forum planned to be organized in connection with the Danube Hub Benchmarking event in Banja Luka in April 2020 had to be postponed because of Covid-19 restrictions. A new date in October has been proposed and the event is planned to be conducted in virtual format due to the insecurity in terms of traveling and physical meeting restrictions.
