The ISR is also based on the last project progress. Despite the negative impact of the coronavirus on the project activities (movement and gathering restrictions), important progress have been recorded on the project's components implementation during the last six months. For component 1 (Support improving productivity and resilience of beneficiary populations), as part of the Unified Social Registry’s extension, activities undertaken during the period under review include the identification and registration of 9211 households, potential beneficiaries of direct cash transfers (DCTs) and productive cash transfers (PCTs), The Safety Nets Technical Management Unit (UTGFS) has launched the recruitment process for the payment agencies for DCTs and PCTs in the two regions with the preparation and publication of the tender documents. The first DCT and PCT payments in both regions will be made by 30 April 2021. In another hand, the Project has completed the first call for proposals with the financing of 180 sub-projects amounting USD 3 million, in emerging value chains (shea, fonio, sesame, cowpea and cassava) and the baseline studies in these chains. The PIU has pursued its support to the emerging value chain with the implementation of agriculture advisory services 3/28/2021 Page 1 of 7 The World Bank Implementation Status & Results Report Mali Drylands Development Project (P164052) (through protocol agreements with the regional departments of agriculture) and also the launching of the second call for proposals for the financing of 200 new sub-projects. Under component 2 (Productive and Commercial Infrastructures),the project has completed the following during the last six months : (i) the identification of 326 sub-projects including 174 productive infrastructure and 152 commercial infrastructure in Mopti region (Bandiagara, Tenenkou, Youwarou and Douentza districts); (ii) the preparation of 20 regional and local climate change adaptation plans; (iii) the signing of collaboration protocols with the National Directorate of Rural Engineering (DNGR), the National Directorate of Agriculture (DNA), the Office of Plant Protection (OPV), the National Directorate of Sanitation and Pollution and Nuisance Control (DNACPN) for the field supervision activities as well as for the delivery of advisory services to the Project's beneficiaries (iv) the procurement process for 76 sub-projects of production infrastructures and 85 marketing infrastructure sub-projects which are at contract award stage ; (v) the implementation of three irrigation schemes in the Macina district, as part of the Government emergency program for the northern and central regions. Under component 3, the project has (i) undertaken a study on the retrospective study on agricultural policies in Mali (as part of the activities to support the implementation of the agriculture policy unit), (ii) finalized the Monitoring and Evaluation system computerizing, (iii) finalized the project's baseline study on socio-economic indicators , (iv) rehabilitated the regional offices of Koulikoro and Ségou and completed the acquisition of cars and motorcycles for the fields' activities monitoring (vi) completed data collection on project sites via Kobotoolbox. Based on the country food emergency declaration as well as the WHO Risk Assessment and general impact of COVID-19, the Project CERC has been activated to provide emergency food assistance to 700,000 people for an amount of US$ 12.5 million. The emergency operation was implemented by the WFP which has submitted its completion technical and financial reports. Although the Project has made notable progress on activities implementation, it is still facing some operational and environmental issues namely : (i) limitation due to COVID19 outbreak has paused at some time the groups related works (communities consultations for safeguards screening, workshops,....) (ii) insecurity in the Mopti region and in large part of the project's intervention area in Koulikoro and Segou region; and (iv) the recent operational activities pause due to the August 18th events. The next support mission will be organized in June 2021. In the meantime, the task team will continue the monthly follow-up meetings with the PIU.
