Project Objectives [from section 2 of PCN] The project development objective (PDO) is to improve the delivery efficiency of the PCNA program through institutional strengthening and support of the KP and FATA, while responding to priority needs of the PCNA governance program. C. Project Description [from section 3 of PCN] The proposed Governance Support Project (GSP) has two components: Component 1: Strengthening of the PCNA Implementation Support Units, provision of Technical Assistance, and Institutional Building of government departments (total estimated cost # US$ 2.50 million) Details of component one: # Strengthen the institutional capacity of Line Departments in KP and FATA as well as PCNA ISU KP and FATA (i) for identification, design, preparation, appraisal and implementation of recommendations set forth in the PCNA; (ii) to develop and implement data collection, communication, and monitoring and evaluating methodologies; (iii) ensure coordination with the donors; and (iv) fulfill their fiduciary duties hereunder. # Develop KP#s and FATA#s systems and processes for the coordination and implementation of PCNA activities as well as management of PCNA interventions in their respective territories. # Identify a pipeline of projects for development by Line Departments in KP and FATA. # Operation and management of PCNA ISUs. Component 2: Rapid Response Facility (RRF) (total estimated cost # US$ 3.50 million) Details of component two: # Implementation support to governance specific interventions according to the PCNA in KP and FATA, as identified and implemented by Line Departments, to remove key governance constraints. Project location (if known) The geographical coverage of the project is the conflict-hit area of FATA, however, majority of the project activities will take place in Peshawar where the Government of KP and FATA secretariat are located. Borrower’s Institutional Capacity for Safeguard Policies [from PCN] The borrower has already negotiated at least two projects under MDTF and all four projects being category B have environmental implications. In the preparation of those projects, under the project specific environmental assessments, the borrower has ensured setting up of adequate institutional capacity to supervise and monitor the safeguard requirements.
