This Restructuring Paper seeks the approval of the Country Director (CD) for a Level II Restructuring of the OECS Regional Agriculture Competitiveness Project (the Project) (P158958). The proposed restructuring entails the cancellation of the undisbursed amount of IDA Credit 6064-VC provided to Saint Vincent and the Grenadines (SVG) under the regional Project (which involves Grenada and SVG), and adjustments to project scope and activities to reflect the partial credit cancellation. For the IDA Credit 6064-VC allocated to SVG, the changes include: (i) cancellation of the remaining US$3,398,427 of undisbursed funds and cancellation of project activities associated with the IDA Credit 6064-VC and (ii) advancing the credit closing date for SVG from May 31, 2023, to June 30, 2021. For the overall Project, changes are the following to reflect the cancellation of credit and project activities: (i) revision of targets in the Results Framework; and (ii) revision of disbursement estimates. The proposed changes were discussed between the Borrower (SVG) and the Bank team and the partial credit cancellation was formally requested by the Borrower through the letter from the Ministry of Finance, Economic Planning, and Information Technology (MFEPIT) of SVG dated March 1, 2021, and the supplemental letter, with more details, dated June 2, 2021. B. Project Background and Status 2. The OECS Regional Agriculture Competitiveness Project (the Project) was approved by the Board of Directors of the World Bank on May 25, 2017. The credit and loan for Grenada became effective on October 6, 2017 and the credit for SVG became effective on September 12, 2017. It consists of credit to SVG in the amount of US$4.3 million (IDA Credit 6064-VC) and credit and loan to Grenada in the amount of US$4.0 million (US$2.2 million of IDA Credit 60630- GD; and US$1.8 million of IBRD Loan 87580-GD) respectively. The Project Development Objective (PDO) is to enhance access to markets and sales for competitively selected farmers and fishers, as well as their allied aggregators and agro- processors in Grenada and Saint Vincent and the Grenadines. The project design and activities are identical in both countries and the PDO is to be achieved through financing of: (i) the preparation of business plans for aggregators and agro-processors as well as farmers and fishers, (ii) the subsequent provision of grants to agro-processors, aggregators and farmers in areas such as modernizing farm equipment, improving storage facilities, and increasing marketing and financial literacy, and (iii) technical assistance to enable successful implementation of subprojects. The Project has four components: Component 1: Support for Preparation of Business Plans; Component 2: Implementation of Business Plans; Component 3: General Agricultural Services and Enabling Environment; and Component 4: Project Management, Monitoring, and Evaluation. The project activities and associated financing arrangements are separate (not intertwined) for each country with stand-alone legal agreements. Project implementation suffered from significant delays in both countries from the start, which affected their implementation pace subsequently. Currently, progress towards achieving the PDO and overall implementation progress are each rated Moderately Unsatisfactory. While both countries struggled initially, Grenada has been able to pick up its implementation pace significantly, following the hiring of key Project Implementation Unit (PIU) staff in March 2019. Thus, the overall Moderately Unsatisfactory ratings for this regional project is being driven by the persistently slow progress in SVG. Details on the implementation status for each country are provided in the next section. 4. The overall safeguards performance rating of the Project is Moderately Unsatisfactory (For Grenada it is Moderately Satisfactory and for SVG it is Moderately Unsatisfactory). For Grenada, PIU has an environmental and social specialist providing capacity building to Productive Alliances (PAs) and implementing key aspects of the Grievance Redress Mechanism (GRM). There is a need for PIU to develop plans for environmental and social risk monitoring and evaluation during sub-project implementation and raise awareness about the project’s GRM at the community level and report complaints in the quarterly reports submitted to the World Bank. Also, the Financing Agreements signed with PAs should include specific clauses on social and environment mitigation measures and instruments. For SVG, in the PIU there is a need to introduce robust environmental and social safeguards screening systems for PAs and increase awareness among project staff and beneficiaries on GRM procedures (as outlined in the RPF GRM) and carry out environmental and social risk monitoring and evaluation during sub-project implementation. For Grenada and SVG, the performance related to Bank’s Operational Policy on Involuntary Resettlement (also referred to as OP 4.12) is Satisfactory. It is important to note that, although OP 4.12 is triggered for the Project, there will be no land acquisition as OP 4.12 is part of the exclusion list for the selection of subprojects. 5. The current disbursement rate of the Project stands at 33.9% (21.0% for SVG and 47.8% for Grenada). The project activities in Grenada suffered significant delays from the start and little tangible progress was made during the first 18 months of project implementation. These initial delays were mainly because of: i) significant delays in the recruitment of key PIU staff and ii) the delays in bringing onboard a technical service provider for the Project, which was envisaged in the project design. The Government managed to complete the recruitment of a full-time project coordinator only in September 2018 (11 months after project effectiveness) and completed the recruitment of the remaining PIU staff (agribusiness and M&E specialists, and team assistant) in March 2019. The contract for the provision of technical service was finally signed with the Food and Agriculture Organization of the United Nations (FAO) in September 2019. The World Bank OECS Regional Agriculture Competitiveness Project (P158958) 7. From March 2019, with the renewed commitment of the Government of Grenada, the project implementation began accelerating. The PIU completed its project communication strategy, carried out a series of training workshops and sensitization activities among farming communities, and prepared a comprehensive package for the preparation of Business Idea Proposals (BIPs) followed by the issuance of Call for BIPs in July 2019, which was an important milestone in project implementation. By November 2019, the PIU had received 31 BIPs, which were subsequently evaluated by the Technical Committee, and 13 BIPs were selected to move to Business Plan (BP) preparation stage. Consequently, in January 2021, the Government approved 12 BPs and the PIU signed the Financing Agreements with PAs for subproject financing and approved a Voucher Scheme to provide input support to farmers participating in PAs. 8. As of May 31, 2021, 6 out of total 12 PAs (aggregators, farmers, fisherfolks) have received initial tranches of sub- project financing and 4 PAs are expected to receive their subproject financing by July 31, 2021. Also, around 110 farmers have received input support vouchers to purchase inputs and equipment. During project implementation, PIU, with the technical assistance of the FAO team organized a series of training and capacity-building activities and sensitization workshops among the extension officers of the Ministry of Agriculture and Land (MAL) and the project beneficiaries of Grenada, the participation of Grenada’s agricultural delegates in international fairs and a study tour for the project staff to familiarize with experiences of other countries in Latin America on PAs. 9. Despite major challenges caused by the COVID-19 pandemic-related restrictions on the island, the Project in Grenada was able to recover from initial delays and is now back on track. The Project is expected to meet its key targets by the project closing date. Implementation status in SVG 10. The Project in SVG also suffered from major implementation delays from the start because of the significant delays in recruitment of key PIU staff and a technical service provider on time. The Government was able to recruit a full- time project coordinator in August 2018 (11 months after project effectiveness) and completed the recruitment of remaining PIU staff (agribusiness and M&E specialists and team assistant) in March 2019. The contract for the provision of technical service was signed with FAO in September 2019. 11. In March 2019, the PIU completed the preparation of the project communication strategy, carried out a series of training workshops, prepared a comprehensive package for the preparation of BIPs, and issued the Call for BIPs in July 2019. By December 2019 the PIU received 16 BIPs, which were subsequently evaluated by the Technical Committee (TC). After review by TC 6 BIPs out of the 16 submitted were selected to move forward to the Business Plan (BP) preparation stage. The next step, preparation of Business Plans was delayed significantly, partly because COVID lockdowns prevented the technical expert of FAO to provide hands-on training and advice and the absence of a permanent Project coordinator (the Project Coordinator resigned in August 20191). By January 2021, the Project Steering Committee (high level committee authorized to endorse the outcomes of the the TC) had only been able to review 4 out of the 6 BPs submitted to them, and concluded that only 1 BP met the requirement for project financing. The Project was also not able to complete the preparation of the Voucher Scheme documentation needed to provide input support to farmers participating in PAs. 12. There are several reasons why the project implementation in SVG has been delayed, including (i) delays in actions of the PIU and the Implementing Agency in addressing the project bottlenecks on time; (ii) absence of a full-time project coordinator during implementation; (iii) weak coordination between PIU and PCU (located in the MFEPIT 1 The recruitment process for a Project Coordinator was started in September 2019 and three candidates were shortlisted, however none were confirmed as project coordinator. The first two did not find the renumeration acceptable, while the third was a government officer and was not released from his current position. MAFFRTIL subsequently requested that the procurement process be terminated. The implementation of recommendations and actions agreed upon between the Bank team and Government counterparts was often delayed. During the three-and-half years of project implementation, the Project has had a full-time project coordinator for only 11 months, and for the rest of the period, it has had interim project coordinators (3 interim coordinators including 2 officers of MAFFRTIL) to whom the responsibility of project coordination was given as an additional charge). Also, weak coordination between PCU and PIU often caused delays in procurement and project coordination activities. 13. COVID-19 pandemics, which hit the island in March 2020 also seriously affected project implementation, as FAO’s international technical advisor could not visit SVG and give hands-on technical support to PAs and farmers in the preparation of BPs as were planned. Also, the extension officers of MAFFRTIL and PIU staff could not interact with project beneficiaries sufficiently due to mobility restrictions. The situation was further aggravated by recent explosions of the La Soufrière Volcano, which devastated the country’s economy. On April 9, 2021, the La Soufrière Volcano exhibited explosive eruptions which continued episodically up to April 22, 2021. The Government’s preliminary assessment shows that the northern part of the island was severely affected in particular, with crops covered in ashes, houses destroyed, and roads blocked. As of June 14, 2021, the country had registered 24,651 people as being displaced from their homes. The threat level remains high indicating that the volcano is in a state of unrest and that further escalation could take place with little notice.2 D. Rationale for partial credit cancellation 14. Based on the current implementation status of the Project, and the new priorities of the Government to address the devastating effects of the Volcano eruption on the island, the Government of SVG wishes to use the undisbursed amount of IDA resources allocated to the Project for emergency recovery and rehabilitation efforts. The Borrower, through the letters of the Minister of MFEPIT dated March 1, 2021, and June 2, 2021, has requested a partial cancellation of the Credit and advancement of the Credit Closing Date. 15. There are no outstanding or overdue audit reports, and all audit reports were considered satisfactory to the Bank. II. DESCRIPTION OF PROPOSED CHANGES 16. The restructuring includes the following changes:  Cancel the undisbursed balance of US$3,398,427 of the IDA Credit 6064-VC allocated to SVG and revise disbursement estimates of the overall Project to reflect the cancellation.  Advance the closing date of the IDA Credit 6064-VC from May 31, 2023, to June 30, 2021.  Revise the Results Framework to reflect the cancellation of remaining project activities in SVG. Accordingly, the revised targets of the Results Framework will continue to include only the targets from the Grenada part of the Project.
